County and regional libr ary systems have proved to be one of the best means of ac complishing that goal, and at the same time bring library service within easy reach of every resident, rural as well .as urban, of the region served. Statistics show that a coun ty which receives service by contract with an already existing city library pays 25 per cent less than it would cost to operate a separate county library; to operate sev eral separate and independent town units costs at least 100 per cent more per capita. ' Duplication of books and services and static ownership of books as opposed to pooling and rotation of book resources are costly, as are the accom plishment of services such as book selection, cataloging and repair by persons who are not professionally or technically trained in them. Pool Materials Perhaps chief among the benefits of the larger units of service is the pooling and cen tral cataloging of library ma terials, making available to all readers all books owned in a region. Thus, in Jackson county, the resident of the smallest community has ac cess to a collection of more than 43,000 carefully selected volumes instead of having to depend upon a small and heterogenous collection of from 500 to 2,500 books. A second benefit is the con stant rotation of reading ma terials from branch to branch and from headquarters to brances, by which books which have been "read out" In one community are ex changed at regular intervals for fresh selections. A union catalog (card file at headquarters listing all books in the county) and a lo- cation file (indicating to head quarters staff which branch holds a given book at any given time) make it possible to locate any book easily and quickly in order to fill special requests. The book is then promptly delivered to the pa tron at his nearest branch library. Another Advantage Another advantage and economy effected by the coun ty or regional library system is the accomplishment of tech nical processes by specialists at the central library. These include the ordering of books, their cataloging and physical preparation for hard library use, and book repair. Branch librarians are freed fom these tasks to have more time for personal service to individual patrons. There are also the benefits of central, professional admin istration in the selection of books, reference service, guid ance in children's reading, and fuller publicity. Posters, bookmarks and similar mate rials are furnished the smaller agencies, and radio and news paper information is furnished to all readers of the county. Man Honored at Recent Retirement Frederick E. Stevens, who retired from the California Oregon Power company where he was employed for more than 32 years, was honored at a "coffee break" recently. Members of the Medford district crew and other friends who had previously retired attended the event. He also was honored at a dinner. Stevens held various classi fications with the company, among them warehouseman, groundman, lineman's helper, substation attendant and me terman. More recently he was district electrician and retired as electrician foreman, a posi tion he held for 11 years.
