POWEH Written for UPI Offutt Air Force Base, NeA -d'PH-The mission of the Stra tegic Air Command, briefly stated, is to be prepared to conduct strategic air opera tions on a global basis so that, in the event of sudden aggres sion, SAC could immedately mount simultaneous nuclear attacks designed to destroy the vital elements of the ag gressor's war-making capaci ty to the extent that he would no longer have the will nor the ability to wage war. The fact that SAC has this ranahilitv and that It IS known to the Soviets has act ed . as a potent deterrent to all-out nuclear war to this date. It should be emphasized that SAC does not consider itself the sole deterrent force in this country but there can be no doubt that SAC must and will continue to contrib ute a major-share to the free world's deterrent posture. Must Keep Growing In order to accomplish its mission in the future as suc cessfully as it has in the past, SAC must keep growing with the threat so as to effectively cope with the manifold prob lems posed by the dramatic advances in technology and the increasing military strength of the Soviets. To ward this end SAC must make optimum use of new weapon systems as rapidly as they become operationally available. This applies, in par ticular, to strategic missiles. SAC's strength is not, as widely believed, rooted in its bombers alone. Rather SAC's strength lies in a unique com bination of weapons, a nu cleus of highly dedicated and skilled professionals and a global organization flexible enough to handle any weapon system and technique, no mat ter how revolutionary. Missiles Integrated In addition to the air breathing SNARK - our first intercontinental missile bal listic missiles, both ICBM's and IRBM's, are now being integrated into the weapons inventary of the Strategic Air Command. Once these mis siles become operational, they will greatly add to the strik ing power and therefore to the deterrent potential of the nation's retaliatory forces. However, it must be under stood that missiles will sup plement and complement, but not replace the manned bomb er at least for the foresee able future. There can be no doubt that missiles offer great promise as strategic weapons. They have tremendous speed and range, are expendable and can, eventually, be dispersed in such quantities and in so many locations as to make it difficult, if not impossible, for an aggressor to destroy all or even most of our retaliatory forces before they can be launched against him. On the other hand, missiles are not yet available in sufficient op erational quantities, nor can they match the accuracy,.fire power and reliability of our well-proven manned strategic weapon systems. Many of the present defi ciencies of ballistic missiles will be alleviated and perhaps totally eliminated with furth er advances in technology. But even then we will still need manned bombers for those missions whose success depends on the reasoning power of the human mind, for once a ballistic missile is launched, it cannot be re called; it cannot be diverted to an other target after launch ing it cannot deal with un predictable contingencies, and it cannot provide information as to the success of its mis sion. "Will Insure Flexibility Hence, only the combina tion of manned bombers and missiles will insure the flexi bility which SAC will need in the years ahead to accomplish its mission against all odds. This requires continued im , provements not only in mis siles but also in bombers so as to always keep ahead of improvements in the Soviets' offensive and defensive capa bility. A striking example of how well the bomber and missile can complement each other is provided by the latest version of the B-52 jet bomber - the B-52G which will carry two "hound dog" missiles in addi tion to its regular bomb load current ballistic missiles. When that time comes, we will be able to combine the best in the performance characteristics of both missile and manned aircraft. This will, indeed, give us the stra tegic weapon systems which we will need for the space age to successfully deter aggres sion for as long as the se curity of our nation is threatened. ( equipment -stereo promises ' 'far-reaching changes in popular music Sees Band Comeback Band leader Ray Anthony predicts stereo will bring back big bands. "The stereo effect is as close as a home listener can come to being in a concert hall or a theater," says the dapper musician. "And it is lost on singers and instrumen tal soloists. It's great for big bands because the different elements of the orchestra are picked up from different parts of the room, surrounding the listener with contrasting sounds. - "To get the rull benefit of stereo people will want to hear full bands. "I think this new trend will bring back bands like Les Brown, Stan Kenton, Billy May, Harry James and Woody Herman. "A lot of the boys are rush ing back to the recording field again. We record into three microphones brass section, reed section and rhythm sec tion to gain the effect. Stereo albums cost only a dollar more than the average long play albums. "It's the most exciting thing in the music' business since hi-fi." Strangely,, just when things are looking bright for big bands, Anthony might up and quit the business in favor of becoming a full-time movie actor. In Dramatic Role He's currently packing them in at Las Vegas Tropicana ho tel, and recently appeared with Danny Kaye in "The Five Pennies" at Paramont. He also portrayed a dramatic role opposite his ex-wife, Ma mie Van Doren, in "Beat Gen eration." Thus far he's made seven films. "My acting prospects look pretty good," he said happily. "I'd never want'to get too far away from music no farther than Sinatra is, but if the roles keep cropping up Til keep doing them. It's much easier than knocking yoiir brains out on a bandstand ev ery night.
