ROBERT SMITH Mail Tribune Correspondent Washington-The corps of engineers will recommend a $51 million addition to the z W i 1 1 a mette River basin plan when it makes public Thursday its new report on the Columbia basin, inform ed sources said Monday. The additions a Rnbt smitb inciuae tnree new dams and a modification of Fern Ridge reservoir ' on the Long Tom river. The new proposed dams are: Cascadia, on the South Santiam river, a $28,272,000 project that would store 145,' 000 acre-feet of flood water Gate Creek dam, on Gate creek, a $15.9 million project storing 45,000 acre-feet. Regulating Reservoir Strube regulating reservoir on McKenzie ' river down stream from Cougar dam, which the corps is now build' ing. Strube would cost $6, 685,000. Modification of Fern Ridge would ' provide 15,000 acre- feet more flood control. It would cost $140,000. Otherwise, the new five volume report will recom mend a high dam at Moun tain Sheep on the Middle Snake river, plus eventual addition of Lower Canyon dam on the Salmon river, as the answer to the still-boiling controversy over how best to develop that river area. The report excluded any recommendation of Nez Perce dam, which would block the Salmon river. High Mountain Sheep High Mountain Sheep would be above the mouth of the Salmon river but just below the mouth of the Inmaha riv er. The engineers propose waiting until the fish passage problem has been solved be fore attempting Lower Can yon dam, which would lie across the patch of the migra tory fish that spawn in the Salmon river. AH told, the report recom mends 13 new dams in the Columbia - Snake system, which would give the north west about 4 million more kilowatts and 4 million more IN THE VALLEY EQUIPMENT CO. 2840 S. It recommends extension of navigation inland to Wenat chee, Wash., through installa tion of locks in Priest Rapids and Wanapum dams, and above Lewiston, Idaho, by building Asotin lock and dam on the Snake upstream from Lewiston. Navy Plans Test Of Regulus Missile Point Mugu, Calif.-(DPD-The Navy attempts today to fire its Regulus II guided missile from a surface ship, the LST King County, off the Pacific coast. ' The Regulus II, which has a striking distance of more than 1,000 miles and is capa ble of carrying an atomic warhead and traveling at twice the speed of sound, will be shot across the California coast, "to the desert," presum ably an isolated Nevada loca tion. The powerful missile pre viously has been launched from a. submarine off the coast here and three times from stationary launching pads. Oregon Democrals Name Coos Bay Man Portland-(UPD-Ken Johnson, former Coos Bay newsman, has been named publicity di rector for the Democratic party at the Oregon Legisla ture opening in January. State Democratic Chairman Dave Epps said that Johnson, now assistant to the director of the Motor Vehicle Depart ment, will handle the party's legislative press relations. Johnson, who is a former managing editor of the Coos Bay World, also will be in charge of the party's Salem office. SIGHT MOON VOLCANOES Edinburgh, Scotland (DPI) Scottish astronomer Patrick Moore said today that a num ber of British observers had seen evidence of volcanic ac tivity on the moon before such activity was reported re cently by Soviet scientist N. A. Kozyrev. : Tyrone Power's Wish To Donate Eyes Unfulfilled Hollywood -CPD- Actor Ty rone Power willed his eyes to give 'sight to the living, but his wish was not fulfilled. At the U. S. Air Force Hos pital in Spain where the ac tor's body was prepared for burial after his unexpected death of a heart attack last month, a spokesman said his eyes were not removed. The Eye Bank for Sight Restoration in New York said that eyes must be used within 24 to 48 hours of a donor's death. There are few places outside the United States where they can be utilized in the corneal transplant opera tion which opens a window of sight for some blind persons, the eye bank said. Special Deed Necessary The eye ' bank spokesman said further that Power's wish could not have been fulfilled even if he had died at home if the gift was noted only in his will. Such a gift must be made in a special deed and its exist ence known to someone close to a dying person so that eyes may be removed within the short time they can be used. The handsome brown-eyed film star provided in his will that his eyes be removed and given to the Estelle Doheny Eye Foundation for the trans planting of the cornea. Power's will filed Monday in Superior Court directed that the bulk of his estate be equally divided into six parts and placed in trust for his third wife, his mother and sister, and his three children one yet unborn. Substantial Value The estate, although listed simply as in excess of $10,000 was said by one of the execu tors, A. Morgan Maree, to be of substntial value. Maree said it was not possible at this time to estimate the full value of the late actor's possessions. Power's first two wives and his adopted daughter were not provided for in the will which was signed here last July 1. A stipulation noted that French actress Annabella, his first wife, along with their adopted daughter, Mrs. Annie Werner, and his second wife, Linda Christian, all had been provid ed for in his life time. Boy Scouts Pack 8 A committee meeting of Pack 8 Cub Scouts will be held Wednesday, at 7 p.m. in the home of J. M. Greeny, 36 Myers Court. The regular pack meeting will be held at 7:30 pjn., Thursday in the Jackson school gymnasium. All Cub Scouts are reminded to bring their canned goods for the Salavation Army Christmas dinner to be given during the holidays. Also, this will be the regular Christmas meeting for the Cub Scouts of Pack 8. The speaker system may be in use to provide better ac coustics in the gymnasium. Troop 8 A group of boys from Ex plorer's Post 8 and Troop 8 spent Sunday above Butte Falls gathering Christmas trees for thet annual sale at Bruce Bauer Lumber compa ny on South Riverside ave. starting Saturday, Dec. 13. Every year through the co operation of the Medford Corporation the boys of Post 8 go to the designated area' on Saturday and start cutting the trees marked by the woods crews of the Medford Corp oration. On Sunday, the younger boys of the troop og up with the members of the committee to get the trees out of the woods and load them on a donated flat-bed truck for transportation to town for sale. It might, how ever, been more fittingly entitled, "Lo, The Poor In dian!" It was a dra ma about the corrupting ef fects of hatred William Ewald which more simply, means that there was this white man who hated this Indian and the more he hit the Indian the more he hated the Indian. Over the course the white man did the follow ing things to the Indian: Bullwhipped him, shot him, punched him, goaded a crony into shooting at him, tried to kill the Indian's horse tried to run over him with a horse and forced a horse to throw him. The white man also did not get along with his wife. He hit her, too. I am happy to report, though, that the white man looked pretty sorry about it all around the end of the play and I guess that proves there's no such thing as a bad boy. John Drew Barrymore, Earl Holliman and Barton Mac Lane turned in jobs of vary ing competence ; with Mac Lane's perhaps the most solid. Port of Portland Approves Bond Sale Portland -(UPD-The Port of Portland Commission Monday authorized sale of bonds in the amount of $2 million' as a reserve fund for possible con struction of dry docks. A combine headed by the First National Bank of Chi cago was awarded the bond issue on a bid basis. The com mission said it decided to sell the bonds to have available funds in case the port is un able to extend its lease with the Navy for a present dry dock facility. The lease ex pires Dec. 31, 1959. Were your taxes higher this year? This Off Street Parking Amendment has been questioned sharply by your tax assessor, Ray Schumacher, and found wanting. A prominent Medford attorney has made a close study of this amendment also and he found that State Law No. 223.825 gives the city all the power it needs to carry through their plans right now - so why are they asking for a vote of the people? When proponents are asked pertinent questions regarding this amendment we get evasive answers, double talk or no answers at all. Their main objec tive is to get their hands on a half million dollars of your money-period. Although they have had five years to plan, they still do not have anything concrete except their need of $500,000.00 of your money. . If you ask a bank or loan company for a loan, they want to know exact plans, specifications, etc. If you can't answer their question fully, you do not get the loan. Our questions and yours have not been answered therefore the only alternative is to vote down their amendment. You will be well repaid in fu ture taxes saved - so DO NOT FAIL TO VOTE Wednesday between 1 p. m. and 8 p. m. and VOTE NO!!! State Sales Tax Seen Inevitable Portland - (UPD A local tax study group says a sales tax in Oregon may be ineviiable unless the state income tax is extended into the lower wage brackets. The report was made by the tax study committee of Un limited Progress, a voluntary group of Portlanders with a declared purpose of develop ing Oregon and Portland. The committee made a 16-month investigation. The report said that to achieve any relief in property, inventory or capital gains taxes, some new source of revenue for the state general fund would have to be found. The committee said nearly one-third of all the . families in Oregon now pay no state income taxes. "A sales tax may be inevi table unless the income tax is made to produce substantially more revenue," the report said. "If all employers were required to deduct a flat 2V4 per cent on all wages and sal aries (on which there would be no refund) this tax, plus the revenues from a graduat ed tax on upper incomes, should be sufficient to insure no general increase in proper ty taxes, and to totally ex empt a majority of the people from the graduated income tax." Mugs Collect Toys For City Firemen Ashland-The Mugs, an off campus student organization of Southern Oregon college men,-are working as a collec tion agency in gathering toys to be repaired by the Ashland and Medford fire depart ments.
