CHARTER AMENDMENT REFERRED TO THE PEOPLE BY THE CITY COUNCIL AN ACT To amend the City Charter of the City of Medford, Ore gon, by adding thereto a new . section, designated Section 72-Z-12 authorizing the said City top ledge to the payment of bonds issued pursuant to ORS 223-849 to 223.879, in ad dition to other revenues and assessments authorized by law, a portion of on-street parking revenues, and the full faith and credit of said City and providing for additional means of acquiring property for such purposes. - . BE IT ENACTED by the people of the City of Medford that the City Charter of the City of Medford be, and the same is hereby, amended by adding thereto a new section to be known as Section 72-Z-2 and to read as follows, to-wit: Section 72-Z-2 Off-Street Parking Bonds (1) For tne purpose ol ac quiring property for, estab lishing, constructing, main taining and operating off street motor vehicle parking facilities, the City of Medford shall, in addition to all powers vested in it by virtue of ORS 223.805 to 223.879, have such further powers as in this sec tion provided. (2) In addition to revenues from off-street parking facili ties financed thereby and the proceeds of any special assess ments authorized for said pur pose, the City Council may, within the limitations herein after set forth, pledge to the payment of any bonds, issued pursuant to ORS 223.849 to SPECIAL 5a BIG Double Load DRY WOOD McGinfy Fuel Co. Such bonds, when so issued, shall be pay able primarily from said reve nues and from the proceeds of said special assessments, but shall constitute general obli gations of the City of Med ford. (3) The total amount of bonds issued hereunder and secured by the full faith and credit of said City shall not exceed $500,000.00 in princi pal amount and upon the re tirement of any bonds so is- Car Rolls Over, Driver Uninjured Colburn L. Barrell, 14, of 101 Greenway dr., Medford escaped injury when the car he was driving rolled over Sunday morning, according to state police reports. The investigating officer said young Barrell was driver of a car which was going west on Fern Valley rd., and which failed to make a turn, skidded 162 feet, rolled over and went through a fence. The accident occurred about 8:45 ajn. Sunday. Of ficers said no citation was issued. Medford Youth Held on Charges Jerry Howard Dillon, 18, of 333 North Holly st., apart ment 2, Medford, was bound over to the grand jury by dis trict court Friday afternoon on a charge of burglary not in a dwelling. Dillon, who was represent ed, by A. E. Piazza, waived the right to a preliminary hear ing and is being held on $500 bail. Police here identified the suspects as Robert J. Rich ards, 26, and his wife, Juanita Rosalie, 18, both of Los An geles. Police said Richards signed a confession that he robbed the Safeway market Friday night. The two, enroute to Califor nia when captured by Utah Highway Patrol Trooper Neil Bishop of Tooele and Grants ville City Marshal Keith Brown, were booked in Salt Lake City jail early Sunday morning. Spanish Airliner Crash Claims 21 Madrid (UPD Authorities went through identification formalities today with the bodies of 21 persons killed when a Spanish airliner crashed in the mountains west of here last Thursday. Ambulances brought the bodies of the 16 passengers and five crewmembers to Ma drid Sunday night. Search parties spotted the- wreckage late Saturday and rescuers plodded through snow, fog and strong winds Sunday to take the bodies to San Rafael where they were put in the ambulances. The plane crash ed on a regular flight to Ma drid from Vigo on the Atlan tic coast. Prior to issuing any general obligation bonds hereunder, the city council shall state in the reso lution required under ORS 223.857 and in the ordinance establishing the parking facil ity assessment district, that all or a portion of the bonds to be issued to finance the facility shall be further se cured by a pledge of a portion of on-street parking meter revenues as aforesaid or of the full faith and credit of the city, or both, and shall set forth the total amount of such general obligation bonds to be issued. Said bonds shall be in such form and of such denomi nations, shall bear such inter est, not exceeding 6 per annum, shall mature over such period of time not ex ceeding 20 years from the date of issue, and shall contain such callable features and pro visions and due dates and in terest payment dates, as the City Council may deem desir able, subject to the laws of the State of Oregon. The debt lim itations elsewhere contained in the Charter of the City of Medford shall not apply tosthe bonds hereby authorized, or to the ; indebtedness created by the issuance thereof, but said bonds shall be subject to all debt limitations relating to the issuance and sale of gen eral obligation bonds of cities imposed by the laws of the State of Oregon. (4) The City may, by pur chase, or by lease for such a period of time, not exceeding fifty years, as the City Coun cil may deem in the best pub lic interest, acquire real prop erty or interests therein at, above' or beneath the surface of the ground for the con struction, maintenance and operation thereon of off-street motor vehicle parking facili ties, and finance, such acquisi tion by special assessments, revenues and revenue bonds in the manner and by the means provided in ORS 223.849 to 223.879 and may pledge such further . security and the general obligation of the City to the . payment of such bonds, as in subsections 2 and 3 of this section of the charter provided. The limita tions of subsection 42 of Sec tion 25 of this charter shall not apply to lease under this section. you will Sanction Would Pledge City's Faith, Credit The charter amendment to be voted on by Medford citi zens Wednesday would, if ap proved at the polls, give the city its first green light to ward development of a muni cipal off-street parking pro gram. It would pledge, first of all, the city's full faith and credit behind the issuing of bonds to finance off-street parking facilities. It would limit the total principal amount of the bonds to $500,000. Next it would permit the city council to pledge up to 25 per cent of the city's park ing meter revenue toward paying off these bonds. Assessment District It would authorize the es tablishment of a special as sessment district, revenue from which would also con tribute to paying off the bonds. 1 It would authorize the city to purchase, or lease for a maximum of 50 years, a suit able site or sites for off-street parking facilities. This charter amendment would not in itself create a bond issue, pledge the parking meter revenue, establish the assessment district or pur chase or lease a site. But it would enable the city to proceed, via the pro cedure of public hearings and subsequent approval of ordi nances, to carry out these steps. Public approval is neces sary before general obligation bonds can be issued. City officials state that this is the only type of bond that can be readily sold. They base this on consultation with those who know the bond market. These officials have assured the public that there would be no general tax levy to help pay off the bonds unless an extremely disastrous situation should occur. They have also, in effect, committed themselves to the course of action that would follow the charter amend ment's approval. - They have agreed that the off-street parking facility to be provided would be located so as to benefit the downtown shopping area. Immediate Consideration , They have taken up the "Keeney Plan" for ' a self- parking platform over the Southern Pacific tracks as a facility to be given immediate consideration. This could be, but would not necessarily have to be, the facility even tually chosen. They have outlined tenta tive boundaries for the down town assessment district. Final boundaries would be decided upon following public hear ings. , ine law provides tnat a remonstrance filed by dissent ers whose combined property equals 60 per cent of the as sessed valuation of the district can effectively block the dis trict's establishment. Critics have suggested that these steps-deciding on the facility, setting up the district -should come first. Officials reply that public approval of the program should precede its working out. They point out that much effort and time might be. wasted if these steps were to be taken only to have voters refuse to authorize the general obligation bonds. Mayor Urges Approval Mayor John W. Snider has publicly urged approval of the amendment. So, in a move re garded as without precedent, has the Medford city council. The Jackson County Cham ber of Commerce has support ed them, with an eye to the "Keeney Plan" in particular. A majority of downtown mer chants and property owners, it is understood, also favor the program. The Medford Safety coun cil, in a resolution adopted Nov. 11, has commended city officials for their "wisdom and foresight" in seeking a solution to the problem. Opposition has been voiced by individuals, but no organ ized opposition has been re ported to date. The Mail Trib une's communications column has carried several letters criticizing the city's action. George Goodman, who oper ates a private parking lot: downtown, has presented his views on the. radio.. Wednesday's election fol lows several years' growing awareness of the off-street parking problem, and several years' study; A comparable but not identical-ballot meas ure was defeated in 1956. . Bacteria Killer Seen as Powerful Medicinal Weapon By DELOS SMITH UPI Science Editor New York (UPD A bacteria-killer which maintains itself much longer in the human blood stream than any other promises to give medical science a powerful new weapon against bac teria - caused illnesses. Deioi smith Its remark able staying power in the blood stream has just been proved in a Harvard Medical School laboratory by Drs. Calvin M. Kuin and Maxwell Finland. For maximum curative ef fect you want to maintain a bacteria-killer in the blood stream in the smallest effec tive dose for as long as pos sible. Otherwise you knock off too many of the good bac teria the body needs, t The remaining question about the new bacteria-killer is whether it kills enough kinds of sickness-causing bac teria to make it a more use ful weapon than the killers now in general use. You can assume it does be cause it is a close relative of the "broad-spectrum" antibi otics, the tetracyclines, which are two-edged swords because they kill the good and bad bacteria with equal zeal. Reproductive Quirk The new antibiotic stems from a ' reproductive quick in the fungus which, merely by living, produces broad-spectrum bacteria killers. The quirk was in its hereditary genei They changed or mu tated and the result was a chemically changed fungus which makes the new killer. Its chemical name is almost as long as your arm. For short, it is called dmct. Kunin and Finland tested its staying powers in the blood stream in this way: They-dosed eight young men with the new killer and the Young GOP Votes Opposition To 'Right to Work' Salem -(DPD- Young Repub licans, meeting here Saturday, voted to oppose a "right-to-work" law, creation of a re gional power corporation in the Northwest and any dam, public or private at the Round Butte site on the Deschutes river. Hatfield Speaks Gov.-elect Mark Hatfield spoke to the organization at a dinner late Saturday and out lined a program for "revital izing" the Republican party. The delegates opposed the Portland General Electric company's plan to build a dam on the Deschutes river 12 miles above their .present Pelton dam because it would destroy the beauty of Cove State park. "The "right-to-work" law proposition was decisively re jected by the group. Hatfield said in his dinner speech that the Republican party should concentrate on good relations wun laoor because 40 per cent of labor is Republican by registration. Pair Reelected ; The delegates reelected Wes ley Phillips, Oregon City and Mrs. Jane Tomlin, Oswego, cochairmen of the organiza tion. The antibiotics were given in pill form and the doses of the new and the old were always the same. Blood was drawn from the young men at various inter vals after they had taken the pills and the ability of these blood samples to kill three varieties of bacteria was most scientifically measured by test-tube techniques. . Superior Activity "The superiority of the ac tivity of dmct is all the more impressive because the study on repeated doses was carried out under normal dietary conditions and was otherwise carefully controlled for com parability of the conditions, and the differences were uni form, striking and statistical ly highly significant," the scientists reported. What this means is that the new antibotic may be given in smaller and less frequent doses to get the same bacteria-killing effect as the old er antibiotics. That would make it much less of a two edged; it could remove the harmful edge altogether. But there must be further study, the scientists said in reporting to the New England Journal of Medicine. They want to know especially if it kills as many kinds of sick ening bacteria as its parents, the tetracyclines.
