THE CITY OF MEDFORD DOTH ORDAIN AS FOLLOWS: SECTION 1. That there is hereby raura a special ciccuun in uic City of Medford, Oregon to be held on the 10th day of December. 19S8 for the purpose of submitting to the legai voters of the said city a proposed action of municipal legislation as hereinafter set forth, and said election is hereby ordered and called to be held on the above dace between the hours of one o'clock P.M. and eight o'clock P.M. SECTION 2. That each of the fotu wards within the City of Med ford. as designated by Ordinance No. 85 1 pursuant to Section 3 of the City Charter, is hereby de clared to be and is established as an election precinct for the pur post of said election, and the fol lowing polling places are hereby designated as the polling places within the said city and within aid precincts, at which said elec tion will be held. That notice of said special election shall be given by the City Recorder by publication of a full copy of this ordinance in three issues of the Medford Mail Tribune, a newspaper published and of general circulation within the City of Medford. Oregon, two of which publications shall be not lees than ten days prior to said election, and by causing a full copy of this ordinance to be posted in a public place at or near each of th . precinct polling places above specified and at three other public places within the City of Medford not less than two weeks prior to such election. SECTION 6. That there shall be submitted to the legal voters of the City of Medford at said special election for their approval or re jection the following proposed act of municipal legislation amending the Charter of said city as ordained bv tne Council of the City of Med forJ by Ordinance No. 7100. to-wit: CHARTER AMENDMENT RE FERRED TO THE PEOPLE BY THE CITY COUNCIL " . AN ACT . To amend the City Charter of the Cltv of Medford. Oregon, by adding thereto a new section, designated Section 72-Z-2 authorizing the said City to pledge to the payment of bonds issued pursuant to ORS 223.84S to 223.879. in addition to other revenues and assessments authorized by law, a portion of on street parking revenues, and the fuli faith and credit of said city, and providing for additional means of acquiring property for such purposes. BE IT ENACTED by the people of the City of Medford that the City Charter of the City of Med ford be. and the same is hereby, amended by adding thereto a new section to be known as Section 72-Z-2 and to read as follows, to wit: Section 72-Z-2. Off-Street Parking Bonds. 1 For the purpose of acquir ing property for. establishing, constructing, maintaining and operating off-street motor ve hicle oarking facilities, the City cf Medford shall, in addition to all powers vested in it by vir tue of ORS 223.805 to 223.879. have such further powers as in this section provided. (2) In addition to revenues from off-street parking facili ties financed thereby and the proceeds of any special assess ments authorized for said pur pose, the City Council may, within the limitations herein after set forth, pledge to the payment of anv bonds issued pursuant to ORS 223.849 to 223 879: (a) a portion, not ex- ceeding twenty-five per cent. of all on-street parking meter revenues of said city; and (b) the full faith and credit of the City of Medford. Such bonds, when so issued, shall be pay able primarily from said reve nues and from the proceeds of said special assessments, but shall constitute general obli gations of the City of Medford. 3. The total amount of bonds issued hereunder and secured bv the full faith and credit of said City shall not exceed S500.000.00 in principal amount and upon the retirement of any bonds so issued this sec tion shall not be construed to confer any authority for the . , re-issuance of any other gen- erai ODiigauon uonas m uicu place. Prior to issuing any gen eral obligation bonds here under, the City Council shall state in the resolution re quired under ORS 223.857 and . ii. the ordinance establishing the parking facility assessment , " district, that all or a portion of the bonds to be issued to n nance the facility shall be fur- . ther secured by a pledge of a portion of on-street parking meter revenues as aforesaid or - of the full faith and credit of ' the citv. or both, and shall set forth the total amount of such general obligation bonds to be so issued Said bonds shall be in such form and of such de ll nominations, shall bear such interest, not exceeding 6 per annum, shall mature over such a period of time, not exceed- ' ing 20 years from the date of issue, and shall contain such callable features and provis- , .. ions ana out: ulc uu until csk ' payment dates, as the City Council may deem desirable. Those selected were Judith Backen, Central Point, a sen ior in elementary education; Maria Bellaschi, Portland, also a senior in elementary education; student body pres ident, Richard Clark, Med ford, professional scouting work; Toby Fox, Ashland, elementary teaching educa tion senior; Joe Ferguson, Springfield, secondary educa tion with a major in social studies. Orion Hammett, Siskiyou hall counsellor, Ashland, a major in teacher education; Lois May, Ashland, elemen tary teaching education sen ior; George Olson, Klamath Falls, secondary teaching edu cation senior; Rick Pastega, Klamath Falls, a junior in secondary teaching education; and Melba Snow, Lakeview, elementary teaching educa tion senior.' Student Aids and Honors committee selected the above students from a list of jun iors and seniors compiled by the clubs, classes, and orga nizations on campus. Excellence and sincerity in scholarship, participation and leadership in courricular and academic activities, citizen ship and service to the col lege, and promise of future usefulness to society were the standards for selection of the ten SOC students. The debt limitations elsewhere contained in the Charter of the City of Medford shall not apply to the bonds hereby authorized or to the indebtedness created by the 1 issuance thereof, but said bonds shall be subject to all debt limitations relating to the issuance and sale of . general obligation bonds of cities im posed by the laws of the State of Oregon. (4 The City may, by purchase, or by lease for such a period of time, not exceeding fifty years, as the City Council may deem in the best public inter est, acquire real property or interests therein at, above or beneath the surface of the ground for the construction, maintenance and operation thereon of offstreet motor ve hicle parking facilities, and fi nance such acquisition by spe cial assessments, revenues and revenue bonds in the manner and by the means provided in ORS 223.849 to 223.879 and may pledge such further secur ity and the general obligation of the city to the payment of such bonds, as in subsections 2 and 3 of this section of the charter provided. The limita tions of subsection 42 of Sec tion 25 of this charter shall not apply to leases under this sec tion. ' SECTION 7. That the ballot title for the measure provided to be submitted - to the legal voters by Ordinance No. 7100, as aforesaid, ant returned to the City Recorder by the City Attorney, is adopted as hereinafter set forth, and the following is the number, ballot title and form in which the foregoing measure will appear upon the ballots :- SPECIAL ELECTION CITY OF MEDFORD.
