In the Day's News By FRANK JENKINS Suppose we talk today about STRONG MEN the oc casion being that there's a new one on the horizon. His name is Ibrahim Abboud.' He joined the Strong Man's Club only Monday when he seized su preme power in the Sudan (which is located in mid-Africa) in what the dispatches describe in proper diplomatic language as a "coup d'etat." His best known buddies in the exclusive organization he has just blasted his way into are Khrushchev, Tito and Nas ser. It should be added that these are PRESENT members. Tht ex-members of the Strong Man's Club are too numerous . to be listed here. lyHILE we're at it, we might " as well get this coup d'etat business straight. It's French French being the language of international di plomacy. It s an ancient his toric term so well estab lished that Webster includes it, defining it thus: "A sudden decisive exercise of force whereby the existing govern ment is subverted; an unex pected stroke of policy." Its literal translation is SUDDEN BLOW OF STATE. If your inclination is to go highbrow and talk about it at the next coffee hour, you should bone up a little before tackling it. Don't say COOP DE TAT; pronouncing the TAT part as in tatting. It's French, and French has its own linguistic peculiarities. If you want to be de rigeur, you must say COO DE TAH. If yoy yearn to be a diplomat, you'll have to learn to say it that way. Otherwise, you won't pass the examination. ! mean a thfng to you. Here's a clue: The capital of the Sudan Is Khartoum. If you're a Kip ling fan, you'll recall Kitch ener of Khartoum. - Lord Kitchener of Khar toum made a lot of history. He added the Sudan to the British Empire, and was greatly admired by Kipling. 0 iNE MORE word: Maybe SUDAN doesn't WHO is this Ibrahim Ab boud? He was unheard of until he pulled his coup d'etat as was Nasser, for that matter. But he seems to know all the rules. For example: His first act as a Strong Man was to SHUT DOWN THE NEWSPAPERS. He took the ban off two days later, but he warned the papers not to speculate on political news and to print ONLY OFFI CIALLY authorized an nouncements. In other words To tell the people only what Ibrahim Abboud thinks the people ought to be allowed to know. That establishes him as an orthodox member of the Strong Man's Club. F CONCLUSION: Is he good? Or is he bad? I WOULDN'T know. But history tells us quite plainly that most of the trou bles of ordinary mankind since history was first record ed have come about because' of these strong men who TAKE TOO MUCH POWER INTO TOO FEW HANDS. Misunderstanding Told In Recording Claims Portland - Virgil Heath, bureau of land management supervisor for Oregon, has re ported some misunderstand ing about the necessity of re cording mining claims on Oregon and California re vested lands and Coos Bay Wagon Road grant lands. Heath said many mining claim locators are forfeiting their unpatented claims be cause they are not complying with the O and C Mining act of April 8, 1948. This act op ened the O and C and Coos Bay Wagon Road grant lands to mining claim locations, but it required that a copy of the notice of location must be fil ed in the U.S. district land of fice within 60 days after the location is made. Heath also said that since completion of an exchange of national forest lands for O and C lands on June 22, 1956, approximately 242,000 acres of former national for est lands became O and C lands. These lands are now subject to the laws pertaining to the O and C lands, includ ing the O and C Mining act.
