In the Day's News By FRANK JENKINS This is written at Red Bluff, on the evening of as lovely a day as California or Ore gon or even the State of Jefferson ever saw. The sky is cloudless, and has ob viously been that way all day. Off to the east the jag ged outline of trie Sierra sum mit is as sharp and clear as a beautifully cut cameo. This is the end of the first full week of November, but the weather is the weather of spring soft and warm and mild. It isn't always that way at the end of the first week of November here at the head of the Sacramento valley. TS everybody happy as peo - pie should be on a day like this at this season of the year? Wel-1-1-1-1-1, no. The cattlemen aren't hap py. They aren't happy for the simple reason that there 'has been no rain for months on end. When there has been no rain for months on end, the grass, isn't what it should be. And when the grass isn't what it ought to be no cattle man is EVER happy. I know. I grew up in the cattle business. And long ago though that was I can still remember the unhappi ness of the cattlemen when the grass was short and dry and scarce instead of long and lush and abundant. When a cattleman thinks of heaven, he thinks of endless vistas where the grass is green and fresh and knee deep to a steer. TEHAMA county, of which Red Bluff is the seat, was a cattleman's heaven when the first Americans came to California. It was a cattle man's heaven when Ewing Young, after getting cross wise with McLoughlin and the Hudson Bay Company to the north and the mission aries to the south of him in early Oregon finally made his peace with both of them and was sent south to bring cattle back to the Willamette valley. " It was in the general neigh borhood of what is now Te hama county that he found the cattle he sought. They had been raised by the Span ish Dons, who knew then that this part of the Sacramento was cattleman's heaven. It has been cattleman's heaven ever since with a relatively brief interlude in the 1850's when.it was head of naviga tion on the way to the gold country farther north. It was during this period, incidentally, that the fantas tic idea was conceived of di verting the Klamath river down through the lava beds and thence into the Pit, where it would find its way into the Sacramento above Redding. It was believed that addition of the water of the Klamath to the water of the Sacramento would so aug ment the Sacramento's vol ume that boats could navigate it as far as Redding, thus ex tending water traffic closer to the gold camps. The diverson got into the first California legislature, but got lost in the shuffle in that fantastically busy session. Interest Boost On Vet Loans Seen San Francisco-CPD-The Vet erans Administration may ask Congress for permission to in crease interest rates on GI j home loans, according to Di-1 rector Philip N. Brownstein of the VA's Loan Guaranty i Service. j The GI rate is now 43,4 per : cent. Brownstein told a press , conference Monday the VA ' would probably seek a boost to the level of the Federal Housing Administration, 5V per cent. Brownstein said shortage of mortgage money caused VA appraisals to drop one-third between August and October, J when they totaled 30.000. FHA Commissioner Norman Mason said he did not antici pate any change in the FHA rates. Nike Missile Test Declared Successful Washington -(UPD-The Army sile has for the first time announced Monday that the successfully knocked down a supersonic Nike-Hercules mis-1 test target more than 100,000 feet high. It was the latest in some 200 tests of the dart-shaped air de fense weapon. They have been conducted at altitudes from 5,000 to 100,000 feet. The weapon is being installed at Nike sites in this country. DED BLUFF has remained I the capital of this cattle man's heaven to this day. It is at Red Bluff that the An nual Bull Sale is held. It is at the Annual Bull Sale that cattlemen from all over what is still the cattle country gather in the first week of February to buy and sell bulls and to chin with each other. There is always a lit tle doubt at these sessions as to which is the more import ant the bull buying and sell ing or the chinning. Red Bluff is STILL'the cap ital of cattledom in this part of the Far West. And the Bull Sale is still the big social and commercial event of the year. Already, with the Bull Sale three months off, reserva tions are being made for the big event. Already there are preliminary thrills of antici pation from the northern lim its of the town to the southern. BUT And sadly this is said CHANGE is in the air. No longer are CATTLE the be ginning and the end of all things in this one-time cattle kingdom. INDUSTRY is creeping in. Big woodwork ing plants are locating in the area. Population, is burgeon ing.
