Richard L. Neuberger told the annnual luncheon meeting of the Oregon Road side Council in Portland Wed nesday. Neuberger, who was the sponsor of the first Federal law in history going beyond highway construction itself to to establish a national pro gram of roadside protection, said that "the success of my bill in this session of Congress, after three years of effort, is largely due to the never-say-die spirit of patient and deter mined citizens' groups in com munities throughout the na tion. The Oregon Senator warn ed against relaxing efforts for billboard regulation now, on the assumption that the battle had been won with passage of the Federal law. "The nation al policy can be put into effect only by action within each in dividual state", he explained, "and the fight against the op position of billboard interests will be even tougher in state legislatures than it was in Congress.
