Democrats In Greater Show of Confidence Since Any Time Since Crest of New Deal By RAYMOND LAHR UPI Correspondent Washington - (U?D - Demo crats are approaching the Congressional and state elec tions Nov. 4 with a greater how of confidence than at any time since the crest of New Deal. Republicans are bearish but till hopeful of an upset which would restore them to control of Congress during the last two years of the Eisenhower Administration. In the elections Nov. 4, the voters will fill 33 Senate eats, 432 House seats, 32 gov ernorships and thousands of other state and local offices. The new state of Alaska will vote three weeks later on Nov. 25, to elect two more Senators, one House member, a governor and other state officials. Maine held the last of its ahead-of-schedule elec tions Sept. 8, when the Demo crats won a Senate seat, the governorship and two out of three House Seats. Too Free With Money The Republican campaign has been pitched on the theme that a Democratic Congress Is too free with the taxpayers' money and too soft on labor. Democrats have charged President Eisenhower and his administration with lack of leadership to deal with de fense and foreign policy and with domestic problems such as the recession. They also expect political benefits from the Republican troubles which led to the resignation of Pres idential Assistant Sherman Adams. When Congress meets In January and the added mem bers from Alaska have been sworn in, the Democrats will need 50 seats and the Repub licans 49 (since they also have the tie-breaking vote of Vice President Richard M. Nixon) to organize the Senate and control the legislative pro gram. A majority in the House will be 219 seats. The present lineup in the Senate is 49 Democrats and 47 Republicans. In the House, it's 230 Democrats, 198 Re publicans and seven vacan cies. Net Gain of Three With Republican Sen Fred erick G. Payne already un seated in the Maine elections, the Republicans would have to show a net gain of three seats in the 35 Senate races still ahead in order to take control of the Senate. There are 36 Democrats and 26 Republicans whose Senate seats are not up for election this year. Of the 33 seats to be filled Nov. 4, the Demo crats now hold 13 and the Re publicans 20. Six of the Democrats are from "safe" Southern states and six others are heavy fa vorites for reelection because they were last elected in 1952 when President Eisenhower was winning by a landslide. This Senate lineup leaves the GOP with little hope of unseating any Democratic Senator this year except Wil liam Proxmire, surprise vic tor in a special election in normally-Republican Wiscon sin last year. Reasonably Safe In contrast, the Republicans can point only to Vermont, North Dakota and Nebraska, and perhaps Ohio and Dela ware, as states where seats they have at stake are reason ably safe. Although Demo cratic nominees will be under dogs in some of the other states, the Republicans are heading into the election with 10 or more of their Sen ate seats in jeopardy. The spectacular Democratic victory in normally-Republican Maine last September cli maxed a series of develop ments which contributed to Democratic confidence. These included the election of Prox mire and the re-election of New Jersey Gov. Robert B. Meyner last year, the strong Democratic showing in the California primary this year and recent results of public opinion poll. Political Pattern Another factor contributing to Democratic optimism is the historic pattern, which shows that the party controlling the administration normally loses Congressional seats in mid term elections when the Presi dency is not at stake. Republican hopes for a pick up of strength center in the Middle West where farm dis content has cost them votes in the last three congressional elections. With farm income on the rise, the GOP now hopes to defeat Proxmire and recapture Democratic House seats in such farm belt states as Iowa, Wisconsin, Minne sota, South Dakota and Mis souri. Of the 32 governorships to be filled Nov. 4, 19 are now held by Democrats and 13 by Republicans. The winners in such politically important states as New York, Pennsyl vania and California will be potent figures at the 1960 presidential nominating con ventions. The political future of Gov. Averell Harriman, Democrat ic candidate for reelection in New York, and Sen. Wil liam F. Knowland, GOP nom inee for governor in Califor nia, will be riding on the out come of the elections in those states. Neuberger Appoints Legislative Aide Washington - Sen. Richard L. Neuberger (D-Ore.) has an nounced appointment of Law rence Hobart, Salem, as his Legislative Assistant. -Hobart replaces Hans Linde who leaves the senator's staff in December to take a teaching position at the University of Oregon. Hobart, a 1953 graduate from the University of Oregon journalism school, recently completed a tour of duty with the Air Force and has recently been employed as a reporter on a Salem newspaper. Slate Veto on Tribal Acts Urged Portland -(DPE- The Legisla tive Interim Committee on Indian Affairs has recommen ded that the 1959 Oregon Legislature urge Congress to grant states veto power over future plans for termination HOME LOANS GOOD Washington -(DPD The gov ernment has had to pay the claims on only about eight tenths of one per cent of the five million home loans un derwritten by the Veterans Administration since Decem ber, 1944, the VA announced today. Sumner G. Whittier, veterans administrator, said not all the defaults were at tributable to GI borrowers either; some were defaulted by persons who bought prop erty from the original veter an owner. ESSEX BIG HIT Capetown, South Africa -(DPD-Local citizens were so anxious to see the U. S. air craft carrier Essex Sunday that police were forced to use a fire hose to prevent injury. When the carrier was opened for public inspection, a crowd of some 40,000 person's surged toward the gangplank. The pressure became so strong that two persons were pushed into the water.
