However, he did suggest that the National Football league adopt a plan in which coaches could grade and ulti mately reject officials be lieved to be doing an unsatis factory job. "There are 12 coaches in the league," he said. "If a ma jority of coaches grades an official badly, it ought to be clear that there's something wrong with him." Mysterious Phona The ' wire tapping allega tions were voiced by assistant Rams coaches Bill Swiacki and Bob Waterield who said being a 12-0 triumph over Southern California. The club opened the 1958 campaign still in a slump, losing to College of Pacific and Michigan State in its first two games, and then catching fire to knock over high-flying Washington State, 34-14; Utah, 36-21; and USC, 14-12. Winners Get Breaks But observers of the Gold en Bears believe that Elliott finally has got the split-T for mation, which he installed when he came to Cal at the tion it held last week. Iowa and Oklahoma moved back into the select group and Northwestern made its first appearance of the season in the " top 10. They replaced Wisconsin, Michigan State and Navy three victims of Saturday upsets. - Army, a 35-6 victor over Virginia, received 23 first place votes and a total of 330 points from the 35 leading coaches who rate the teams for UPI. Ohio State advanced from fourth to second with eight first-place votes and 295 points as a result of its 49-8 victory over Indiana. Auburn, held to a 7-7 tie by Georgia Tech, slipped to third with a first-place vote and 201 points. Continue Rite Texas and Louisiana State continued their steady rise in the ratings. Texas was fourth with a first-place vote and 174 points and Louisiana State was fifth with two first place votes and 170 points. Iowa was sixth with 158, Mississippi seventh with 122, Oklahoma eighth with 103, Notre Dame ninth with 90 and Northwestern 10th with 80. Clemson headed the secbnd 10 group. Wisconsin, Purdue, Colorado, Michigan State, Texas Christian, the Air Force academy, Pittsburgh, Oregon, and College of the Pacific rounded out the top 20 in that order. Georgia Tech, Navy and Tulsa were the only other teams, mentioned on this week's ballots. i STICKS WITH RANGERS New York (UPD Wally Hergesheimer was rewarded by the New York Rangers for his fine play today by being given a permanent contract. Hatfield Charges lack of Interest' Portland -CPD- Secretary of State Mark Hatfield told a noon luncheon meeting Mon day, that Gov. Robert D. Holmes has shown "inability or lack of interest" in effi cient and. economical opera tion of the state government. Hatfield, who opposes Holmes for governor at the polls in two weeks, also lashed out at what he termed "negligence" of State Public Utility Commissioner Howard Morgan. Hatfield charged that when the Interstate Com merce Commission conducted hearings on proposed rail rate reductions that "Californians estimated would take $20 mil lion worth of Oregon timber products into California, there was dead silence on the part of the state public utilities commissioner for political reasons." Oregon .has played four games this year and there have been four shutouts. The Webfoots beat Idaho 27-0 and Southern Cal ifornia, 25-0. But they have lost to Oklahoma and Wash ington State by identical 6-0 scores. They have allowed two .touchdowns in four tilts. In other Pacific Coast Con ference games this week, Stanford travels to UCLA, Southern California meets Washington State at Spokane; and Washington battles Ore gon State at Portland. Idaho goes outside the conference tp take on Arizona. Holmes Points To Democratic Gains Salem-(UPD-Gov. Robert D. Holmes Monday night termed the Democratic gains in regis tration in Oregon this year as a "substantial and personally pleasing endorsement of the kind of government the peo ple have been getting under the first Democratic adminis tration in Oregon in 20 years." Holmes said "positive ac tion in the interests of all the people of Oregon by the Democratically-controlled legisla tive and executive branches have continued the Democrat ic voter tide." Youngster Said Emotionally Upset New York (UPD Melvin D. Nimer Jr., 8, who "confessed" the fatal stabbing of his par ents, is suffering from an emo tional disturbance but it will not prevent him from leading a normal life with his grand parents in Utah, the youth's attorney reported today. The attorney, Harris B. Steinberg, said there was nothing in a psychiatric re port he received from Belle vue hospital to indicate that Melvin ever had been hostile to his parents. The boy said he killed his parents in their Staten Island home Sept. 2, because of their strictness, but he later recanted the "confes sion." No one has been ar rested for the crimes. USE JET PLANES Santa Fe, Argentina (UPD Smugglers are using jet planes to fly contraband into Argen tina, police said today. They announced arrest of two men at a secret airfield used by the smugglers and seizure .of a truckload of 8100,000 worth of contraband from the Unit ed States. KUBEK IN ARMY Fort Leonard Wood, Mo. (CPD-New York Yankee infield er Tony Kubek begins a six month tour with the U.S. Army today. The 23-year-old Kubek's tour of active duty was held up at his own re quest so he could play in the 1958 World Series. Buenos Aires-(UPD-The Navy Monday night gave up hope for the salvage tug Guarani and its 37 crewmen missing for more than a week in stormy seas off Capa Horn. Sinclair Week's Sales Tax Proposal Draws Resections Washington -(UPD- Treasury officials and the chairman of the Republican National Con gressional committee today rejected Commerce Secretary Sinclair Weeks' plea for a na tional sales tax on manufac turers. They asserted that the ad ministration will not recom mend such legislation despite Weeks' announcement that he will try to sell the President on the idea. Weeks told reporters last Saturday that he will urge the administration to include in its legislative proposals next January a board uniform ex cise tax levied at the factory. He said federal revenue is too dependent on the income tax which falls off sharply in times of economic recession. Speaks for Himself Weeks emphasized he was speaking only for himself. Nevertheless, the wide public ity given his statement in the closing weeks of the congres sional election campaign had caused some dismay among GOP campaign strategists. They feared voters might tend to associate Republican con gressional candidates with Weeks' advocacy of a new, and unpopular tax. Rep. Richard M. Simpson (R-Pa.), chairman of the Re publican National Congress ional committee, took the lead in publicly repudiating Weeks proposal. "I have oeen assured by officials in the Treasury de parment that the administra tion is not contemplating any recommendation to the. Conr gress for the enactment of a new broadly based excise tax as recently mentioned by Commerce Secretary Sinclair Weeks," Simpson said. Doubts Consideration " This was confirmed by a United Press International re porter in private talks with top Treasuery officials. "We have no intention of recommending such a tax and haven't even been consider ing it," one official said. "You will note that Weeks said he was speaking for himself- well, he sure was!" Hunt Stressed for Hospital Escapee Salem -(UPD Search contin ued today for a young esca pee from the state hospital who is considered dangerous by attendants. Larry Molstrom, 18, who was accused of beatings of Portland women before he was committed, escaped with two companions late Sunday. They were apprehended near Brooks but Molstrom escaped into brush. Children Getting Ulcers, Doctor Claims New Orleans - (UPD - Even children are getting ulcers these days, President-elect Dr. Joseph Shaiken of the American College of Gastro- Enterology reports. Ulcers in youngsters are a result of tension from unsat isfactory family situations, difficulties with playmates, trouble at school and even imaginary difficulties, Shaik en told the group's annual convention Monday.
