Oregon Working Woman's Economic Status Said Too Low; Social Problems Created Portland - "Forty out of very hundred self-supporting women m Oregon earn under $250 a month while the living expenses of the majority con stantly exceed their wages," Dr. Eric J. Weiss, Bureau of Labor research director, told a Portland meeting of the American Association of Uni versity Women yesterday. Dr. Weiss based his state ments upon a survey he re- cently conducted of working women in eight Oregon cities who must earn their own livelihood and often that of dependents. He said the sur vey is the first in a series of research studies initiated by Labor Commissioner Norman O. Nilsen to pinpoint prob lems of human relations as they affect the wage earner. The economic living pattern of the independent woman was selected because of the labor bureau's responsibility for setting minimum wage and employment standards for women. "It appears the old preju dice of regarding women as the weaker sex with lesser ability has been replaced by a bias inferring she has lesser wage needs. This results in women workers receiving less pay and less advancement op portunities than men," asserts the research director. "In the public mind a man seeks em ployment because he has to, and a woman because she wants to, so the woman in the self-supporting position be comes largely ignored." Many Must Work Dr. Weiss said his studies indicated 42 per cent of all Oregon working women are independent wage, earners who are either unmarried, di vorced, widowed or separated from husbands. Many also support dependent children or relatives. Non-payment or ir regularity of child support payments by divorced or separated husbands was more the rule than the exception, according to his findings. "However, averages often have a misleading opti cal effect since they tend to lean toward the higher values under consideration such as the top wages in the survey which were in limited num ber." Representing Talisman lodge, Knights of Pythias, Medford, was Past Chancel lor Joe W. Fritsch. Royal Prince Sam Jennings, Med ford, portrayed the part of Mahedi at the Dokk ceremon ial held Saturday evening preceding the convention. Fifteen past chancellors from Oregon received the Grand Lodge degree at the opening of the Monday morning ses sions. Elected grand chancellor of Oregon was Thomas Hartfiel, Roseburg attorney. Miss Betty Jean Bergner of Centralia temple, Salem, was installed grand chief of the Grand Temple of Oregon, Pythian Sisters. Supreme Chancellor Wil liam" H. Pierce, Atlanta, Ga., will visit Portland, November 11, when the rank of page will be conferred upon north western state candidates. , Talisman lodge will meet Monday, October 20, at 8 p.m. in the Pythian building. These conditions are said to have virtually elimi nated men from certain oc cupational fields and the average age of women in them is considerably older than the general average of women workers. Dr. Weiss named retail'-sales, service oc cupation's, skilled and semi skilled operatives and a num ber of clerical jobs in the depressed occupational group. The research director said he had eliminated from his study women who are work ing mainly to supplement the : family income, in order to secure a real bread-and-butter comparison between the posi tion of the self-supporting woman and her male competi tor in the labor market. The surveyed occupational groups included professional and technical workers, managerial and supervisory employees, clerical workers, sales per sonnel, service and operatives or material handling occupa tions. Medford Included Cities chosen for the re search included Portland, Sa lem, Eugene, Klamath Falls, Medford, Corvallis. Pendleton and Astoria. Dr. Weiss said his questionnaires were di vided proportionally among the cities and according to the numerical strength of the oc cupational groups within the cities to give a realistic evalu ation. The questionnaire in cluded queries on earnings, living costs, savings, marital status, dependents and other economic elements. The percentage of income spent on food is a fair cri terion on the adequacy of wages in relation to cost of living," Dr. Weiss told . the meeting. "Our labor bureau survey showed Portland pro fessional women spending 19.8 per cent of their income on food while the city's serv ice workers spend 29.7 per cent. In Eugene professional women have 55.3 per cent of income remaining after pro viding for food and shelter while operatives, sales and service personnel have only 30 per cent left for all other needs. Twenty per cent of our respondents earned less than $200 per month. It seems only one out of four self-supporting women have savings. Since 40 per cent are 45 years of age or older, they have a deep-seated anxiety about o their economic future when their earning capacity of work possibilities come to an end." The study estimates 36,000 working women in the eight cities are self-supporting and one-fourth also are supporting dependents. Dr. Weiss states the survey revealed not mere ly individual problems in his opinion but an over-all eco nomic and social problem. Simmer over this low heat 14 minutes. Remove the sauce pan from the heat but leave the , lid on 10 minutes. While the rice cooks, mix' to gether the eggs, dark syrup, sugar, vanilla and butter. , After the rice cooks, stir in the milk. Cover and cook over low heat until the milk is absorbed. Stir occasionally. Press the rice over the bottom of a glass pie plate or shallow baking dish holding about 6 cups. -Just before baking, pour the egg-syrup mixture over the ' rice. Sprinkle with the pecans. Push the pecans into the syrup mixture. Bake uncovered, in a pre-heated 350" F. oven 40 minutes. Serve warm. Top with vanilla ice cream or whipped cream, if de sired.
