f State Police Brass Testify At Police Officer's IHiearin Salem - ITIi - A parade of state police brass testified here Tuesday in a hearing of a state police officer charged with disrespect of his super iors. Supt. H. G. Maison told a disciplinary board headed by Deputy Superintendent Lee Bown that the officer, Robert H. Wampler, Milwaukie, was critical of the department, its management and questioned Maison's competence. Maison said he had cau tioned Wampler on several oc casions to refrain from airing his grievances with fellow of ficers and outsiders and to take them to his superiors in stead. "His attitude was arrogant and insolent," Maison said. 'Quotas' Not Issue Bown said the charges against Wampler had nothing to do with other charges made by State Rep. Richard Groen- er, Milwaukie, that the state police were making arrests on a "quota" basis. But Wampler said that" he agreed with Groener's charges although he trjed to persuade him not to print them. Groener was present the first day of the hearing. Maison said that Wampler told him that he had "20 or 30" police officers on his side who also were critical of the department. MILITARY TALKS U. S. Defense Secretary Neil H. Nixon, cheer leader for the Republi can party, carried his "fight, fight, fight," message into southern California today. And he said inflation could not be a rnaj or factor in the campaign because "the record shows that prices went up 50 per cent in the Truman ad ministration and only 8 per cent in the Eisenhower ad ministration. "In summary, our oppon ents now are left without one legitimate issue," Nixon said. "The Democrats are over confident. Republican candi dates are working and fight ing harder than their oppon ents. After 'months of bad luck, we are getting the breaks. As the economy booms upward, Republican chances are riding up with it." Dr. Graham to Speak At Yreka Meeting Ashland Dr. Alva W. Graham, professor of educa tion and director of graduate studies at Southern Oregon college, will address the Yreka Parent Teacher association meeting Thursday, Oct. 16 at the Jackson school. His '-topic will be "Educa tion Since Sputnik," and will concern an analysis of the current practices in American educational fields, the impact of Russian technological achievement, and the ways by which the threat to American supremacy in these areas may be met. The superintendent offered to hear any or all of the men in his Salem office, but said that Wampler never produced the men or statements he is alleged to have solicited from them. Capt. Vayne Gurdane testi fied that Wampler was "emo tionally upset" when he com plained to him of traffic duty, the uniforms, and "the way Maison ran the show." Gurdane said he and Lt. Holly Holcomb, head of the Milwaukie office, urged Wam pler to "get hold of himself" before going further with his charges. Holcomb, who brought the charges against Wampler also testified, as did MrsMarvin Atcheson, Coquille, wife of a police officer. Mrs. Atcheson said Wam pler told her he was circu lating petitions trying to get officers to air their grievances against the department. Officers Fred Gibson, Les ley Crownon and Wallace Ummel all testified as to a "bull session" in the West lice in June during which de- Tucker Jennings Lodge, of rogatory remarks about Mai- the arson squaU son were made. Wampler conducted his own defense with the help of Capt. Farley E. Morgan and did his own cross-examining of wit nesses. He tried to make the point that other officers also were critical of police admin istration, but that he alone was being called down for it. Police regulations forbid of ficers to- criticize their super iors with officers of the same or lower rank or with out siders. They are supposed to take their grievances to su periors.
