It any person claiming or as serting under, or by virtue oi, any unpatented mining claim located prior to July 23. 1955. any right or interest in the vegetative surface resources and other surface re sources as to the above-described lands or any part thereof, shall fail to file in the Land Office of the Bureau of Land Management at 809 N E.
