WALZER UPI Financial Editor New York - (WD - Ques tions are flying thick and fast these days in market circles, concentrating on whet her the market is going up, whether it is too high, whether ' one ought to sell stocks here, and . whether one ought to buy stocks here. Elmer Walzer D. Moreau Barringer, chair man of the Delaware Fund and Delaware Income Fund, has come up with the answer to all four of these most ask ed questions with a simple "yes." He explained in a recent address before the financial analysts of Philadelphia that some stocks will go up, some are too high, some ought to be sold here and some ought to be bought here. Here are his conclusions: 1. Dq you think the mar ket's going up: "The market for those issues particularly identified in the public's mind with inflation protection or Korean Vets May Change Insurance Policies Soon More than 685,000 Korean conflict veterans will soon be able to convert their previous ly non-convertible term GI in surance to permanent GI pol icies, S. T. Brannock, officer in charge, Medford, Veterans administration office, said to day. The affected term GI pol icies, Brannock explained, are identifiable by the letters "RS" which precede the policy numbers. Beginning next January, a new statute will provide the thousands of "RS" policyhold ers with three options: 1. To convert their "RS" term policies ' to permanent plans of GI insurance. 2. To exchange their "RS" term policies for a "limited convertible" term policy carrying a lower premium rate, but which-after Sept. 1, 1960-can not be renewed by persons who have passed their 50th birthday. The Dow-Jones - Industrial Aver age looks to be earning no more than $28 this year, and is currently selling for more than 18 times that figure. "In 1957, it averaged 13 times earnings for that year. And in the years preceding 1957 it averaged 15, 12, 12, and 10 times its then current rate of earnings. "There isn't any law that says a ratio of 18 is out of bounds, but I think most peo ple will agree it's pretty high." ' 2.- Don't you think I ought to sell stocks: "Yes. I would sell stocks of stagnant in dustries or unimaginatively managed companies." 4. Shouldn't I buy more stocks here: "Yes. I would buy stocks the public . will want. I think they would in clude the extractive and basic industries in general r- start ing with steel - and those manufacturing industries dealing with modern and de veloping arts and sciences -r data processing, electronics, the perennial chomicals, and so on." " 3. To keep their "RS" term policies at the currently estab lished premium rates, which increase every fiye years. Maximum Amount, The maximum amount of the new-type insurance will be limited in each case by the face amount of the vet eran's present "RS" policy. Brannock listed the types of permanent insurance to be available under the new law as ordinary life, 20-pay life, 30-pay life, 20-year endow ment, endowment at age 60, and endowment at age 65.
