Sputnik I Rocket Made Great Impact on Life in America By LOUIS CASSELS UPI Correspondent Washington - (CPD - "Never has so small an object had such a great Impact on Am erican life." This appraisal of Sputnik I was made a few days after the 22.8-inch Soviet satellite whistled into orbit on Oct. 4, 1957. At the time, it seemed entirely justified. Americans, from the high est officials to the man in the street, were profoundly shock ed that Russia had beaten us into space. There was a na tional outcry for stern mea sures, for more emphasis on science and education, and less preoccupation with chrome and comfort. How much of this feeling has been translated into ac tion? Aside from its shatter ing psychological effect, what changes has Sputnik actually produced in U.S. life during the past year? Not many. The record shows these concrete responses to the Sputnik challenge: U.S. Satellites The first American reac tion was to get a satellite of our own into space as quick ly as possible. Chairman, Eugene, Ore. ect, and the Army was given a go-ahead to see what it could do with its Jupiter-C rocket. The first Vanguard try on Dec. 6 resulted in what Sen. Lyndon Johnson (D - Tex.) called "one of the best pub licized and most humiliating failures in our history." But national morale was some what restored on Jan. 31, when the Army succeeded in placing Explorer I in orbit. Vanguard I joined Explorer I in space on March 17. Two more Explorers were subse quently sent aloft. Encouraged by these suc cesses, U.S. scientists laid plans to fire a rocket at the moon. The first try failed on Aug. 17, but further attempts are pending. Defense Spending A speed-up in development and procurement of new weapons, particularly missiles, has boosted defense spending from a pre-Sputnik rate of 38 billion dollars a year to near ly 40 billion dollars a year. Space Agency Congress enacted legisla tion creating a National Space Agency, under civilian con trol, to supervise non-military projects aimed at the explora tion of space.. The agency, which so far exists only on paper, has authority to spend up to $300,000,000 a year on space science, including de velopment of manned space vehicles. ' President Eisenhower brought the President of the Massachusetts Institute of Technology, Dr. James R. Killian Jr., to the-White House to serve as his top scieptific adviser. At the President's urging, Congress passed a $900,000, 000 federal aid to education bill heavily slanted toward strengthening scientific train ing. Highlights are repayable loans to bright but needy col lege students, matching grants to states for new laboratories and improved science teach ing. There also was nationwide agitation for tougher high school curriculums, with more stress on math and science, less on "life adjustment" courses. Schools began look ing for ways to provide a greater academic challenge to bright students, and to steer more of them into ad vanced study. A subtle change, but from the long - range perspective one of the most important, was observable in the public attitude toward intellectual accomplishment. The scien tist won a place of national respect, even admiration. Diplomacy The conquest of space brought urgent new demands for the big powers to get to gether on disarmament and control of new weapons. The well-publicized couple discussed plans for their home Wednesday after Jayne had gone to the doctor for a check up following a minor traffic accident involving a bus. Hargitay, former "Mr. Unl verse," claimed the bus clip ped his Cadillac Tuesday night on Sunset blvd., causing $25 damage. The actress, who is expect ing a baby soon, refused to comment on whether she was injured in the accident -on her attorney's advice -but friends said she apparently was only "shaken up." A new kind of carbon pa per has red stripes for use in accounting. missiles. Russia retorted that it would consider it if the United States would give up its overseas bases, a condition which the State Department termed "wholly unaccept able."- And there the matter lies.
