Wayne Morse has accused President Eisenhower of act l n g "unconstitutionally" in the Formosa strait crisis. He demanded an immediate spe cial session of Congress to consider the matter "if we're going to avert war." "I call upon the President of the United States to call ; the Congress into special ses-; sion immediately and give us ; a report on the Quemoy situa-1 tion," said the Oregon Demo- j rrat. "I call upon him to tell us what mutual agreement, if any, he has entered into with Chiang Kai-Shek on Quemoy and submit it to the Senate for ratification. Acting Beyond Powers "So long as the President follows the course of action on Quemoy that he is now fol lowing, he's acting unconstitu tionally and beyond his pow ers. Article 1, section 8 of the constiution does not give him the power to declare war. It gives it to the Congress of the United States. "He'd better get the Con gress back into session if we're going to avert war." Morse, speaking here, ap peared on the Canadian Broadcasting Corporation pro gram "Close-up," along with Rep. Walter H. Judd (It Minn.). The program, broad cast in Toronto, televised Judd from St. Paul. Brigitie Bardot Statue Unveiled London - OD - A new art masterpiece was unveiled to the world Thursday in a heav ily guarded London movie house. The masterpiece is a plastic (soft to the touch) stable of French movie actress Brigitte Bardot wearing half of a bi kini - the lower half. She is standing with arms folded across her 36-22-36 di mensions in such a lifelike pose that special police guards were posted around the' tiny Cameo Royal Cinema in Char ing Cross Road. Hundreds of invited guests from the world of art, sculp ture - and the movies - pack ed the small foyer as the un veiling hour arrived. "It's a masterpiece" breath ed the watchers as the drapes fell away in one of Britain's most successful publicity stunts for her new picture, "Love Is My Profession," opening in London Oct. 3. Miss Bardot hasn't seen the statue which was constructed from photographs and tape measures. Her only available comments appeared in an in terview with the British mag azine Weekend. "To the world I am a bad, bad little girl. People say I cannot act. That my looks, walk, and pout are more im portant than my talent. I agree with them." Park Proposed at Government Island Portland -UPD- Government island in the Columbia river was proposed by Multnomah county commissioners Thurs day for development as a state park. Commissioners sent letters to the State Highway Commis sion and to C. H. Armstrong, state park superintendent, ex pressing doubt the county could acquire the site and fi nance development of recrea tional facilities. The island is mostly owned by the State Game Commission. Eastern Multnomah county residents last week urged the county develop the 1850-acre island as a recreational area. De Gaulle Prepares Rebel Crackdown Paris-TCPD-Premier Charles De Gaulle's government is preparing a drastic crack down on Algerian rebels who have terrorized France during the past month, it was report ed Thursday. . The drive to stamp outthe Algerian underground is ex pected to start after next Sun day's referendum on De Gaulle's "strong-man" consti tution.
