By J. A. McDOUGALL We read, only too frequent ly, of boys who get into trouble. It has been said they number but 2 per cent. But we do not often hear of those others who are trying to make something of their lives, those who might have been among the 2 per cent, except for character building organiza tions. The Crater Lake Council, Boy Scouts of America, gives us cause to reflect on a vol unteer organization 'that has made its mark on the lives of thousands of boys. The adult volunteer lead ers in Scouting-and there are more than 1,400 of them in this area-realize that Scout ing is something more than fun. They know it is a game with a purpose. Purpose to Help That purpose is to help boys become men by teaching them to play a team game for a citizenship role later and to inculcate in their daily lives a code of living influenced by the Scout Oath and Law. When a boy joins a Scout unit at his church, school or other community institution he becomes a member of a team. It is here that he gets a lesson in democracy as he shares in team planning, elects leaders, and learns to' live with his fellow team mem bers as brother Scouts. In the program of Boy Scouting he keeps busy learning v such skills as first aid, signaling, cooking, and camping while learning many traits of good citizenship. This is a program of advancement that is indeed a measurement of a boy's abil ity to stand on his own two feet In order to bring this pro gram to the boys of our area, the Crater Lake Council was organized and chartered by the National Council, Boy Scouts of America in 1924. The responsibility of the Council is to serve existing units, make training available, organize activities, provide camps, supervise the advance ment program and extend the use of the program to more boys. Set Up Budget For the Council to carry out its responsibility it is necessary each year to set up a budget which will help strengthen the hand of the chartered institutions and of the volunteer adults who lead scouting in those institutions. The 1959 Operating Budget of $45,800 for the Crater Lake Council received careful study by the Budget, the Finance, and the Executive committees of the Council. Final revision and approval was given by the Council Executive Board whose members represent the three counties of the Coun cil. The final 1959 Operating Budget takes into account the minimum Council needs for executive staff, service, train ing, camping and other phases of the Council Program. A "fair share" of the 1959 Operating Budget is determ ined for each county and a similar "fair share" is " re quested from each United Fund with which the Coun cil is a member-agency. Fac tors to determine ' the "fair share" are population, avail able boys and effective buy ing .income. This Budget then, as it is met, becomes the Program of the Crater Lake Council. T. Brannock, officer in charge, Medford Veterans administra tion office, said today. The new type of GI policy rider was authorized by Pub lic Law 85-678. effective Nov. 1, 1958, and applies to V and RS numbered policies;' but does not apply to RH number ed policies. Under the new law, Bran nock explained, policyholders who become totally disabled from any cause before age 60 and while the new rider is in effect, will receive an income of- $10 per month for each $1,000 face amount of the GI policy. Previous maximum was $5 per month, Brannock stated. Of the 5,650,000 holders of eligible NSLI policies, the Veterans Administration has estimated that at least 5,000, 000 could qualify for the rider.
