WALZER UPI Financial Editor New York - (UPD - With all the inflation talk going around, the question arises whether o r not attempts will be made to i n c r e a se taxes when Congress re assembles. The treas ury depart ment doesn't talk about taxes. But many others Elmer Walzer in Washington do, and the consensus seems to be against a rise because there isn't much more tax that can be wrung from the people or from corporations. Of course, if a war came along the tax rates would rise immediately, the experts point out They say they don't expect war. Some economists hold that taxes are deflationary that they sop up excess purchas ing power. But in the past the higher taxes have been fol lowed by wage increases to bring the personal incomes up and prices have been raised to compensate for the higher rates levied against corpora tions. Hence the argument that taxes are more infla tionary than they are 'defla tionary. Lots of Talk There is bound to be a lot of tax talk when Congress returns. There'll be pressure for a reduction. Rep. Wilbur D. Mills (D-Ark.), has written his view on tax changes for Prentice-Hall. He serves on the joint com mittee on internal revenue taxation, and is reputedly in fluential in shaping tax policy. Representative Mills sug gests several areas in the tax field which he believes will be the subject of legislative consideration. "Any revision undertaken next year will, I think, fol low the general pattern estab lished for the excise tax re vision measure and the loop hole closing bill," he said. Congressman Earl Wilson (R-Ind.), plans to take a. dif ferent tack on capital gains taxes. He's going to urge cut ting them in half. In that way, he holds there'll be more de sire to take profits in the stock market by many now restrained by the 25 per cent tax. Recently he said of the capital gains tax: "We are killing the golden-egg goose, drying up the springs from which flow men money into the Federal Treasury. How short-sighted can we be?" Levy on Capital He calls the present capi tal gains tax ,a levy on capi tal and not on income and holds that it sterilizes billions of risk capital, a substantial portion of which would other wise find its way into invest ment in new and small busi ness, thereby providing many new job opportunities. Representative Wilson esti mates there exisits today un realized capital gains in ex cess of $200 billion. We ought to be on our own. Karl T. Uncle Jack would be heartbroken. Mona T. My husband and I have been married ten years and have two young children. Six years ago we found ourselves in very seri ous financial straits and went to live with a "bachelor uncle of my husband's. This man was living alone in a large house and said he would wel come, our company. Well, now Karl's income is greatly increased and I am beginning to long for a place of my very own. I realize that Uncle Jack will be very upset by our leaving him that we have great security and free rent with him and we might have a bit of a struggle without these advantages, but I feel we ought to be on our own. For one thing, it worries me that Uncle Jack spoils the children. They can wheedle anything out of him and don't always obey us because they know they can appeal to him. My husband seems to think this is funny, rather than a serious problem. . Kart T.-Frankly, I wouldn't want a better influence for my children than Uncle Jack. He is a highly success ful, intelligent man with real love for the children. He would be heartbroken if we took them away from him and I feel it would not be fair after all he has done for us. I feel Mona has allowed her self to become somewhat jeal ous of the children's affection for Uncle Jack. He is not a foolish person and doesn't en courage the kids to disobey us. He just kind of acts like a last resort when the going gets tough. I personally have great af fection for my uncle, but I must admit 'that practical con siderations are also important in my reasoning. Not only do we have great financial benefits now, but we are the beneficiaries of his will. If we FBI Agents Barred By Georgia Judge Colquitt, Ga. -(UPD- A Geor gia judge has ordered offic ials in Terrell county, scene of the first action under the 1957 Civil Rights act, to with hold voter records from fed eral agents even if it takes a special police force. Superior Court Judge Wal ter I. Geer, whose jurisdiction includes Terrell county in southwest Georgia, issued his order Friday to the board of registrars in the county. He disclosed his action yesterday. "It is my attitude that no board of registrars appointed by me has to operate at the Marines, Ships Engage in Games Camp Pendleton, Calif. The Council: It appears to us that the mere fact that Mona has become "somewhat jealous" of the children's af fection for their uncle is enough of an indication that relationships here have be come too tangled for every one's good and a move is in order. Since Karl claims he has real affection for his uncle, he should be willing to rec ognize that his uncle is being rather shortchanged on this deal. This man knows under neath that money and not love is the basic binding force in this relationship with the fam ily. Yet he tries to fool him self into believing a richer emotional tie is being estab lished. If this bachelor uncle were left on his own again, he might indeed seek a deeper, more binding relationship with a woman. Does Karl be lieve it fair to stand in the way of such a possibility, of fering in its place the false coin of his family's dependent state? Most important, however, is the future of the children, who should not be brought up to look to an outsider as a "last resort." These children undoubtedly have a thorough understanding of the whole situation that exists here. Their sense of values is being formed by the morally ques tionable position of their fam ily. They are really being impoverished on the ethical plane by their relationship with rich Uncle Jack. It is quite likely that the children can and will develop a finer and more loving re lationship with Uncle Jack when they learn to see him in his proper place. Mona and Karl should point this out to their uncle. The fact that they show they are concerned with a continued happy relation ship with this man will soften the blow of separation. (Copyright 1958.
