Miss Kula was enabled to plunge right into her study at Manchester with the help of an orientation course from the IIE's British cooperating agency. "Without a language barrier, they made it a lot easier for me to get to work right away," she says. Wan cliburn, the young Texas " pianist who stole the show at the International Tschaikovsky Music Festival in Moscow last Spring, also was helped by the HE. The agency solicited the funds which made his trip to Russia possible another example of how one simple exchange program can do more for international' relations than 10 "sum mit" meetings. Sen. J. William Fulbright of Arkan sas, whose name has become synony mous with exchange scholarships, re cently stated: "The exchange program is the thing that reconciles me to all the difficulties of political life. It's the one activity that gives me some hope that the human race won't commit suicide ... Russia hasn't come under the Fulbright Act yet, but eventually I hope there will be an exchange of scholars between the Soviet Union and ourselves.'!. Even as the Senator spoke, arrange ments were being completed for the exchange of American and Soviet students, 2Q from each country, who will be leaving this month to spend' their next academic year abroad, following other student visits in each country this Summer. Founded in 1918 by Stephen Dug gan, Elihu Root, and Nicholas Murray Butler, the Institute of International Education is a private, nonprofit or ganization. Except for the fees that it receives from governments and foundations for administering their programs, the HE depends upon foundations, corporations, educational institutions, trade unions, and indi viduals to support its work. Its big gest headache these days is the han dling of a rapidly growing work load with a limited staff. Like Dr. Weber, many officials of foreign governments have visited the United States under the State Depart ment's Foreign Leader Exchange Pro gram. Typical visitors have been for mer Premier Felix Gaillard of France, German Foreign Minister Heinrjch von Brentano, and cabinet officials Ragnar Edenman and Gosta Netzen of Sweden. The HE is deeply involved in all these educational, cultural, and specialist exchanges. It arranges ori entation programs, hospitality serv ices, lectures and tours, as well as administering scholarships and fel lowships. The HE even coordinates partial grants from small groups and colleges to set up programs for stu dents who otherwise would be unable to come to the United States. Quietly but effectively, internation al exchange programs each year are adding to the thousands of young people who study abroad and return to fill responsible positions in their own countries.
