Chinese Planes Hold Dog Fight Taipei, Formosa 1'Pt Tne Chinese Nationalist air force announced that more than 10 Red Chinese MIG17 jet fight ers intercepted two National ist Sabre jets off the Fukien coast today. The Nationalist and Com munist planes engaged in a dog fight for seven minutes, the communique said, but no damage was reported to either side. Earlier, Defense Minister Yu Ta-wei said that Commun ist seizure of the Quemoy and Matsu outpost islands would involve the United States in the Red war of nerves against Nationalist China. In an exclusive interview, Yu said that loss of the Que moys and the Matsus would move the Nationalist defense line back to the Pescadores, which the U.S. has promised to protect. The U.S.-educated defense minister said the Communists are already developing a pat tern of pressure against the outpost islands just like the one they used to drive the Na tionalists out of the Tachen Islands three years ago. This time, Yu said, there is one difference Nationalist China is determined to fight if necessary to hold on to its last outposts instead of pull ing out as it did from the Ta-chens. 87 Bans Interstate Shipment of Knives Washington d'PD Presi dent Eisenhower signed into law Tuesday a bill banning interstate shipment of switch blade knives. Congressional sponsors said the measure was aimed at cutting juvenile delinquency by curbing traffic in a com mon gang weapon. , The law provides a penalty of up to $2,000 in fines and five years in prison for violations. Prompt Action Mideast nations should be able to get "prompt and ef fective action" by the U. N. when endangered by "armed pressure and infiltration com ing across their borders," he said.. This required a TJ.N. military force to make the world organization's "pres ence manifest in the area of trouble." "Therefore I believe this as sembly should take action looking toward the creation of a standby U.N. peace force," Eisenhower said. In proposing a regional Arab development program, the President broke with the U. S. tradition of offering economic aid only on a nation-to-nation basis. But he emphasized that the nation-to-nation policy would be con tinued except when the re gional basis appeared more feasible. Eisenhower made clear that the U. S. would not take the leadership in the Arab economic program. He said this nation would support it if the Arab states agreed on it and were "prepared to sup port it with their own re sources." But "leadership must belong to the Arab states themselves," he said. Aid To Arab Stales He proposed that UN Secretary-general Dag Hammar skjold start consultation im mediately with Arab nations to see if they could agree on establishing an Arab regional development institution with the job of speeding up of "progress in such fields as in dustry, agriculture, water supply, health and education." He predicted such a pro gram would attract both pub lic and private capital from other countries. Eisenhower flew here a few hours after the White House announced he would lead off for the U. S. in the special session's debate on the Middle East. Eisenhower warned the Kremlin that its goal of world domination and univer sal Communism was "an im possible dream." Individual Nations "This world of individual nations is not going to be con trolled by any, one power or group of powers," he said. "This- world is not going to be committed to anyone ide ology." He appeared to be support ing the idea of coexistence of democracy and Communism 'when he said: "The nature of today's weapons, the nature of modern communications and the widening circle of new nations make it plain that we must, in the end, be a world community of open societies." , Use of U. S. Troops ' The President said the only purpose of sending U.S. troops' into Lebanon in an swer to the appeal of its presi dent was to prevent what he called the crime of "foment ing of civil strife in the inter est of a foreign power . . . or at least prevent its having fatal consequences." He reiterated a promise that all U. S. troops would be with drawn when it was requested by a "duly constituted gov ernment" of Lebanon or when UN or other- action eliminated "the original dan ger." . Added emphasis was given to this promise when a U. S. Marine battalion of 1,800 men began pulling out a few hours before he spoke. He expressed "earnest hope" that the assembly would act to "assure the con tinued independence and in tegrity" of Lebanon. War Charges He labeled as "upside down" Khrushchev's "war hysteria" charges that world peace had been endangered in this case where two small nations had been helped "in their desire to survive." "If it is made an interna tional crime to help a small nation maintain its independ ence, then indeed the possibil ities of conquest are unlimit ed," Eisenhower said. He said a common principle had guided the U. S. in "mo ments of clear danger" since World War II. He listed Iran, Greece and Turkey, the Ber lin blockade, Korea and the Formosan Straits. "That principle was that ag gression, direct or indirect, must be checked before it ga thers sufficient momentum to destroy us all aggressor and defender alike," he said. The President, recognizing "the great surge of Arab na tionalism," said he didn't con sider the status quo in the Middle East "sacrosanct." But he said changes should reflect the will of the people and "be brought about in peaceful ways." Seattle Woman Killed in Crash Bingen, Wash. (UPD Vern on Mayes, 37, Seattle, was fatally injured and three others hurt east of here Tues day when a pickup truck rolled over three times. Mayes was thrown from the cab of the truck and died early to day in a hospital at White Salmon, Wash. Mrs. Hazel Watson, Tacoma, who was riding in the back of the truck, was critically in jured. Thomas Watson, 56, Mrs. Watson's husband, Mayes' wife, Alice, 42, were in serious condition at White Salmon. r Mike Stefano, Seattle, 48, driver of the truck, was not hurt. Missing Salesman Found on Island Portland (UPD A man identified as Ralph Jantzer, 27, a Washougal, Wash., sales man missing since July 27, was held in Multnomah coun ty jail today after he was found wandering on Govern ment Island in the Columbia river. Deputies were called by persons who reported a "wild man" on the island. His car was found July 30 between Camas and Vancouver and his glasses and car registration were found there. Officers said Jantzer was "confused and hysterical" when taken into custody. He has a wife and two children at Washou gal. Portland Man Heads Scaling Bureau Portland (UPD : G. Jack Fale, director of log pro curement and distribution for Georgia-Pacific corpora tion here, was this week elect ed president of the Columbia River Log Scaling and Grad ing Bureau. Other officers are Starr W. Reed; Simpson Log ging company, Albany, vice president; and Carl Rickson, Portland, secretary - manager. Outgoing president is Jay W. Johnson, Willamette Valley Lumber company. The bureau is a non-profit organization for the regula tion and standardization of timber scaling and grading. It is the largest bureau- in the northwest. , Tillamook Man Dies In Highway 6 Crash .Tillamook (UPD Orin Ar thur Waud, 45, Tillamook, was fatally injured Tuesday night when his car went out of control on Highway 6 and crashed over a bank to the edge of the Wilson river, state police reported today. State police said Waud and his son, Tom, about 20, were east-bound toward Portland at the time of the accident. The car struck a small tree at the edge of the river, and Orin Waud was thrown from the vehicle. State police said Tom Waud escaped with minor injuries. The largest duck farms in the U. Sizes 1 -6. California May Start Rebuttal San Francisco (UPD Cali fornia may begin its rebuttal case today in the Colorado river water suit. But first, Special Master Simon H. Rifkind had to hear further testimony about dis puted land in the Fort Mohave Indian Reservation, and the rebuttal cases of Nevada, New Mexico and Utah. Indications were that none of these would take too much time. If so, California would get its case under way late today. When the trial adjourned Tuesda'y, the government in troduced evidence to claim 2,000 disputed acres which it said form a part of the Fort Mohave Reservation. Earlier, California intro duced evidence to support its claim to 7,785 acres of land which the U.S. government said belongs to the Colorado River Indian Reservation. The question is important because the government's claims to Colorado river water, are based on its total acre age. Jerome Muys, a California attorney, introduced maps, and letters showing that various U.S. agencies have recognized through the years in many of their actions that the land is not part of the reservation. Ore., Albany Paper to Move to New Plant Albany (UPD The Democrat-Herald will move into a new newspaper plant next spring at 6th avenue and Ells worth street in downtown Albany. Elmo Smith, former gover nor and publisher of the newspaper, said that construc tion of the new plant will start within 60 days. The one story building will cover 12, 500 square feet. The escapees, Roland Oster man, 21, and Robert Jacques, 23, are being held at Bend.
