Washington (UPD The 0. House was expected today to "override administration pro tests and pass a bill to provide ."Snajor tax relief foroself-em-'. jployed persons. : The Senate, meanwhile, met on routine measures. Before the House was the '.bill to allow self-employed persons to defer payment of income tax until age 70 on o:imounts ranging up to $2,500 ra year placed in retirement funds. The Treasury says such i law would mean a loss of $360 million in annal reve nue. Although House passage ap peared assured, many law makers figured the measure would be bottled up in the Senate or die there when Con gress adjourns next month. Some lawmakers were protest ing the bill would discrimi nate against employees who have no pension funds. Secret Session Due A flurry of congressional committee activity was to be highlighted late today by ap pearance of Central Intelli gence Agency (CIA) director Allen Dulles before a secret session of the Senate Foreign Relations Committee. The committee voted last eek to call him to explain wv thS United States was caught flat-footed on the Iraq rebellion, and also what CIA knows about the new Iraqi regime. Members of the House For eign Affairs Committee and the Senate Foreign Relations Committee again were invited to the daily closed-door brief ing by the State Department on the Middle East situation. Attendance has been small be cause legislators claim they aren't learning anything that isn't available from newspa per accounts. Informed congressional sources reported the adminis tration was swinging around to reluctant acceptance of a Democratic-sponsored bill to increase social security bene fits this year. The House Ways and Means Committee Mon day gave final approval to a bill to increase benefits by 7 per cent for the' 11,800,000 persons on the rolls. Boost Effective Jan. 1 The increased benefits would Be unancea by in creased social security taxes on job-holders and their em ployers effective next Jan. 1. The administration was re ported to have concluded fi nancing of the plan is sound. The House Agriculture Committee showed signs of capitulating to Agriculture Secretary Ezra T. Benson's de mand for lower price guaran tees and more planting free dom for farmers. The commit- Crew Boss Key Man To Migrant Worker; Transportation Poor Editor's note: Followine i the third of four articles dealing with America's migrant farm workers. In preceding articles, Louis Cas sels wrote that, with a good year, the migrant families might earn about $1,000. Given a chance to live like human beings, they begin to act like human beings, Cassels said. By LOUIS CASSELS United Press International The key man in the migrant farm worker's life is the crew boss. The crew boss owns a truck or an old school bus, or both. He transports migrants usu ally in crews of 40 or 50 from a place where the crops are "picked out" to some oth er place where there are fruits or vegetables ready for har vesting. The crew boss also lines up jobs. A few "free-wheelers" make direct contacts with in dividual farmers. But most crew bosses work through the farm placement officials of northern states who . swarm into Florida and Texas each spring to recruit migrant la bor. By working out schedules which assure migrant crews of fairly steady employment throughout the summer and fall, these officials have help ed to raise migrant incomes. Bosses Paternalistic Some crew bosses are pa ternalistic toward their work ers. They lend them money when they are broke, help them get a doctor when they are sick. Others exploit mi grants by charging them out rageous fees for transportation and other "services,." A crew boss is not supposed to charge anything for taking his workers from place to place. He gets his cut from the 'grower, who pays the crew boss a commission on each basket of .vegetables picked by the crew. The going Baghdad Nations To Combat Aggression London (UPD The Baghdad Pact nations pledged them selves anew Tuesday "to com bat by all legitimate means" the spread of "indirect aggres sion" in the Middle East. In a closing communique winding up a two-day session of the Baghdad Pact Council, the member nations an nounced their approval of the U.S. and British actions in intervening in Lebanon and Jordan. At the same time, they agreed to maintain close con tact "in order to achieve the aims and prposes of their as sociation for nutual coopera tion and to strengthen their ability to resist direct or in direct aggression." In a good year, the boss of a large crew may earn as much as $8,000 or $10,000 about 10 times as much as the average migrant family. When you hear stories about "migrant workers" driving around in brand new cars, you are probably hearing about a crew boss. Travel Conditions Bad If any . one aspect of the migrants' life can be singled out as the worst, it is the conditions under which they travel. These conditions were dramatized last year when 21 Retail Prices of Food Expected To Be Down Slightly Washington (UPD The Agriculture Department Tues day forecast lower food prices during the coming months. Retail food .prices for the remainder of the year are likely to average below the record high prices of the January-June period, the depart ment said in its publication "The National Food Situa tion." However, prices for the last half of 1958 still will be "slightly above" those in the last half of 1957. Larger Supplies "Supplies of some foods -particularly meats and fresh fruit and vegetables will be somewhat larger than in the first half of 1958," the de partment said. It added con sumer demand for food is high this summer and fall. Meat supplies now are on the seasonal upswing, the de partment said. Compared with a year earlier consumers are expected to have more pork and top grades of beef per per son but less veal and lower grades of beef. More chicken and about as many eggs are in prospect, but less turkey. Per ' capita supplies of 'dairy products this summer and fall are ex pected to be about at the year earlier level. Explorer IV Seen Over South Africa Cambridge, Mass. (UPD The first sighting of America's latest satellite, Explorer IV, was reported Tuesday by a moonwatch team in Pretoria, South Africa. migrants were killed in one truck accident in North Caro lina. Investigation showed that 41 men, women and chil dren had been herded like cattle into the back of the battered old truck. Last November, the Inter state Commerce Commission issued regulations covering migrant labor transportation. These regulations require safe ty inspection of trucks and busses. They stipulate that "a seat must be provided for everyone, securely attached," and that "meal stops" must be made at least every six hours on long trips. In a three-state tour of mi grant labor camps, I was un able to find a single crew leader who had ever heard of these ICC regulations. Gov ernment officials in Washing ton assured me later, how ever, that enforcement is now getting underway in many states. A Home Missions minister of the National Council of Churches accompanied a mi grant crew from Florida -to Virginia this spring to see how migrants fare on long treks. "The trip took four days and four nights," said the Rev. Isaac Henderson. "There were no seats in the back of the truck. We sat on concrete blocks and potato hampers. The truck kept breaking down and we would sit for hours waiting for repairs. Food Worst Problem . "Food was the worst prob lem. At first, .the migrants who' had money bought food while the truck was being re paired. But all of them were soon broke. The crew boss let them go hungry for nearly 24 hours before he took pity and bought each person one can of beans, two slices of bread and one slice of bologna. "One woman had a six months old baby. She had brought along one bottle of milk. When that was gone, she gave the baby warm soda pop to keep him quiet." Henderson believes that the government, or somebody, should build rest stops at in tervals along the main routes that migrants travel. "It would be wonderful," he said, "if there were some place along the way where migrants could buy food cheaply, and wash up a little, and go to the toilet, and even lie down on a cot for a nap."
