Police said the victim, Paul J. Simard, 32, a father of two, was hit "right between the eyes" by a .22 caliber bullet as he advanced with several other officers toward a clump of bushes which hid red- haired Sandra Knowlton. Investigators said a murder warrant against the girl, who had run away from home earlier Monday when her par ents refused to move from their rural home to the city, would be sought in court today. Took Gun From Cabin The girl fled into the woods following an argument with her mother. Police said she broke into a hunter s cabin where she got a rifle and about 75 rounds of ammuni tion. - i For more than half an hour, police said, she peppered the area where they were hiding. Police said the girl warned or Jupiter type here as cru cial to western defense, but the matter of an agreement has got nowhere for two months during France's gov ernmental crises. Authorities said they hoped negotiations would be re sumed with Premier Charles de Gaulle's new government at the earliest moment that French officials can spare time from Algerian and other immediately critical problems. There has been apprehen son from the first that nego tiations could be complicated by the De Gaulle govern ment's insistence on making France a nuclear power. As a condition for setting up mis sile bases the French might Scottish Seamen Held for Beating Kelso, Wash. (UPI) Five Scottish seamen were being held here today in connection with beating of a bosun's mate aboard the British vessel SS Catalina on Sunday. The five men were accused of assaulting W. H. Harvey and tossing him into the Co lumbia river where the boat was tied up at the Weyer haeuser dock at Longview. Harvey swam to shore and reported the incident. Capt C. A. Holleyoak turned the five men over to the Cowlitz county sheriff's office. Richard Norman, deputy prosecutor, said he has wired London and also talked to the British Consul at Portland concerning jurisdiction over the prisoners. The Catalina has since departed. The five men were identi fied as Thomas B. Davis, 33 Alexander Leeslie, 43, Mal colm MacDonald, 35, John Mo Gartland, 24, and James P, Tiffiney, 28. demand American aid in their atomic enterprises. Debate Delays While actual missiles may not be available at the mo ment, they are expected to be in a matter of months and prolonged negotiations could seriously delay the installa tion of launchers and wea pons. Financial arrangements must be worked out. Men must be trained. Who will command must be settled. Voluminous technical orders must be translated into French. None of this can go forward until a basic agree ment is negotiated. . At the North Atlantic Treaty head s-of-government meeting here last December, which Presiaent Eisenhower attended, America's offer of missiles for NATO defense was accepted and Norstad was told to submit plans "at an early date" for their deploy ment. Dames Attorney for Administratrix Goldy Building Medford, Oregon Auto Industry Lauds Label Law Detroit (UPI) Auto in dustry representatives said to day they hoped a new law re quiring factory suggested price labeling of new cars might give sales a shot in the arm by boosting buyer con fidence. President Eisenhower signed the bill into law Mon day. It requires auto makers to label new cars with their sug gested retail price, including cost of accessories and trans portation. Spokesmen for the auto in dustry s "big three' were unanimously in favor of it. They said their companies had favored the bill even before it became law. The law is aimed at auto price "packing" hiking the manufacturer's suggested list price to mislead the purchaser into believing he received an exceptionally large discount or used-car trade-in allowance. It provides a $1,000 fine for failure to label new cars prop erly or for tampering with labels once they were applied. Stale Aeronautics Board Member Quits Salem (UPI) Lee U. Eyerly, an Oregon aviation pioneer, is retiring from the State Board of Aeronautics atfer 20 years, and Gov. Rob ert D. Holmes has appointed William F. Maddron, Eugene, to succeed him. Eyerly had taken a parti cular interest in development of small emergency and re creational airports and air strips and was a leader in Ore gon aviation safety education programs, the governor said in accepting Eyerly's resignation. The new board member is a World War II bomber pilot with a record of 32 missions over Germany. He is a major in the Air Force reserve. McNeel Building Inspector Radio Man Helps Nab Car Thieves Portland (UPI) Two teenage boys accused of steal ing a late model Jaguar sports car here over the weekend and driving to the Oregon coast were in the custody of Multnomah county juvenile authorities after an alert radio announcer in Tillamook gave an on-the-spot rundown that led to the capture. Creighton Sanders, an an nouncer for radio station KTIL, was giving a morning broadcast Saturday when he saw the sports car crash into the front of a bank. The young driver and his passenger climbed dizzily from the car and began running in the di rection of a nearby field. Sanders notified police, then went back to his micro phone and alerted residents in the area. Listeners started after the boys, getting direc tions from Sanders. Police fol lowed the crowd and appre hended the youths, who were hiding in a creek with only their faces above water. The boys, both 17, were re turned to Portland Sunday, One of them was a parolee from Woodburn School for Boys, police said. Life insurance companies have more than $456 billion of life insurance in force to day which provides finan cial protection to six out of every seven American fami lies. Of the almost seven bil lion dollars in life insurance benefits paid last, three-fifths of it went to living policy holders, officials pointed out. Cuban Navy Plane Crash Kills Five Havana, Cuba (UPD Five crewmen were killed when a Cuban navy amphibious pa trol plane crashed and burned while landing at Preston Air field in Oriente Province, it was announced today. Three other crewmen were injured while one escaped un hurt. The announcement gave no details of the crash. tween Washington and Euro pean capitals where the mis sile issue is hot politically. Preliminary talks were held with apparently recep tive French officials, but came to an end when France plunged into internal crisis. A successful outcome now would make France the first country on the continent armed with American inter mediate range ballistic mis siles and the second any where, Britain will be the first, having an agreement for four squadrons (60 launchers) of Thors to be British-manned in East Anglia by the end of this year. At Norstad's headquarters, it is said that acceptance of missiles now would be one way for France to play the enhanced role it seeks in NATO. Communists Gain In Finnish Vote Helsinki, Finland (UPI) Finland's Communist Party scored surprising gains jn the nation's two-day parliament ary elections, and a Stalinist woman leader emerged today as the center figure in Finnish politics. Almost complete returns from elections for Finland's Parliament showed the Com munists were tied at 50 seats with the Social Democrats, The Communists gained seven and the Social Democrats lost four. The Agrarian Party dropped to third place with 48 seats, a loss of five. The Communist victory gave the party a powerful ar gument for their first cabinet positions since 1948. No party won a majority and a coali tion government would be necessary a factor that has given Finland unstable gov ernments in the past. It also meant that Hertta Kuusinen, daughter of revolu tionary Otto Kuusinen, an old- time Marxist, had gained new importance in Finland's polit ical life.. She is Communist Party parliamentary leader, a modern Communist but with strong Stalinist leanings. It was clear Miss Kuusinen would become one of the lead ing figures in Finnish poli tics. Mayor Sn icier Endorses Area Centennial Effort Jackson county's prepara tions for celebrating Oregon's 100th birthday next year were endorsed this week by Medford Mayor John Snider. Mayor Snider urged all res idents in the county to con tribute their share of effort toward making the Oregon Centennial Exposition and In ternational Trade Fair a suc cessful venture. Hired for the job was Don Jewell, 35, who has been man ager of the Pershing Munici pal auditorium in Lincoln, Neb. for the past year. Jewell will assume the E-R post when his resignation at Lin coln becomes effective Nov. 1, the commission said. Jewell is a former news man and was sports editor of the Billings, Mont., Gazette for six years.
