It goes like this: Governor Holmes and Sec retary of State Hatfield, con tenders in the next Oregon gubernatorial race, have had much to say on the subject of capiTOL punishment. "Governor Holmes has come out flatly for abolition of capiTOL punishment and asked the people to vote it out of the Oregon constitution in November. He has coi muted two death sentences while in office. "Hatfield's public state ments have been a bit more cautious. He says he will 'carry out the mandate of the people with regard to capi TOL punishment." . - 1'M NOT concerned, at the moment, with the views of those opposing candidates on Garcia Welcomed At Hawaii During Return Trip Home Honolulu (UPI) Presi dent Carlos P. Garcia of the Philippines visited Hawaii to day on his return to his home land after a six-day visit to the United States. Garcia arrived Sunday aft er a flight from San Fran cisco, where he received the territory's official greetings from Gov. William Quinn and Adm. Felix Stump,ecommand er in chief of the Pacific. Today Garcia was to break fast with industrialist Henry J. Kaiser. His schedule also called for him to receive an honorary degree of doctor of law from the University of Hawaii, visit Punchbowl Na tional cemetery and to be guest of honor at a reception by the Philippine Consulate. Astounded He leaves tomorrow for Manila. Before leaving San Francisco, Garcia said he was astounded atthe "unanimity of fellowship" he found wher ever he wgnt. "America and the Philip pines have a long tradition of friendship, of course, but I never expected a welcom such as I received fell over America," he said. At a breakfast given by R. What in terests me is the use. of the word capiTOL when the word capiTAL is obviously called for. . It couldn't have been a typographical error, for it is repeated three times. It was just a plain boner. Newspaper people shouldn't make boners like that. Their job is to in form the public. If they are to inform the public accu rately, they must use the right words just as s sur geon must use the right in strument if his operation is to be successful and save the pa tient's life. This misuse of the word capiTOL could be quite misleading. FOR example: CapiTAL punishment means imposition of the death penalty for certain crimes, in cluding murder and treason. CapiTOL punishment can mean a wide range of evils. CapiTOLS are the monumen tal buildings located in state and national capiTALS. It is in these buildings that gov ernmental policies are out lined and embodied into LAWS. ' So You see It is obvious that capiTOL punishment can be among the mgedest of the punishments that can be inflicted upon us. BAD GOVERNMENT is un doubtedly the worst punish ment that can be imposed up on mankind. Bad government originates in capiTOLS. It must therefore be classed as capiTOL punishment. CapiTAL punishment is pretty tough, of course. But it has this ameliorating ad vantage: IT'S OVER QUICK LY. The trap falls on the scaffold. The current is turned into the hot seat of the electric chair. The poison gas pellets are dropped into the receptacle in the execu tion chamber. That's that, and it's done and over with.' CapiTOL punishments meaning bad government, in cluding grinding taxation and all the evils that go along with government that isn't what it should be LASTS A LONG, LONG ME. Keith was rushed to the Portland hospital in critical condition Saturday after em ergency treatment at a Salem hospital. He suffered a crushed pel vis and head and internal in juries as he was pinned under a tractor in the farm accident near Dallas. Attorney To Join Sproul Defense Portland (UPI) Bruce Spaulding, Portland attorney who in 1956 won the acquit tal of a woman accused of the dynamite death of her husband, said Sunday he will join in the defense of John Day cattleman Gordon Sproul. Sproul is charged with first degree murder in the shooting death of his 'neighbor and brother-in-law, Harlan Wil liams, over a week ago. Spaulding made the an nouncement of his role in the case after conferring with John Day attorneys for Sproul. ; Spaulding in 1956 won the acquittal of Mrs. Marjorie Smith on a first degree mur der charge in McMinnville. Mrs. Smith had been accused in the death of her husband, attorney Oliver K e r m i t Smith. Jackson, Miss. (UPI) Radio station WJQS is giving away its 5,000 rock 'n' roll records and in the future will concentrate on "adult music." General Manager Lew . Heil broner said the disks would be hauled to a department store in a coffin, signifying the death of rock 'n' roll, and given to teen-agers. No Boxing Gloves; Police Nab Man Chicago (UPI) Police arrested Edward Murphy, 71. because he failed to wear his boxving gloves to the baseball game at Co miskey Park Sunday. Murphy is a rabid base ball fan but he also is a skillful pickpocket. Some time ago he made a deal with police that he would wear boxing gloves if al lowed to attend ball games. Caught bare-handed Sun day, Murphy explained: "When I wear boxing gloves I can't eat popcorn. I like to eat popcorn at baseball games." Trapped Japanese Coal Miners Saved Tagawa, Japan (UPI) Twenty-two Japanese coal miners were rescued from the depths of a flooded shaft in southern Japan today, 71 hours after subterra nean waters collapsed a wall and entombed them. Workers broke into the flooded pit 800 feet from the entrance of the Motosoeda Coal Mine in Kyushu, and brought the trapped miners to safety. - - Three men were feared dead, however.
