REASON THEORY
Washington (UPI) Sen. J.
William Fulbright (D-Ark.)
says the theory now at the
core of U.S. foreign policies
is based on the "dubious as
sumption" that both this coun
try and Russia will always act
on the basis of reason. "It
breaks down serously only
once, the war of the millen
nium is upon us," he said.
