o o o o o o o O Ctassroora Shortage Expected To Continue Despite Action By LOUIS CftSSfLfl itiontl Education Association J again in September, there United Press In!rrtiorl Washington tPI Th school year was just begin aing last fall when Russia's Sputnik Ioset off a national clamor about the weakness of American education. President Eisenhower de clared in a nationwide broad- i$st that strengthening the "the most cri- tical problem" America. Sen ate Democrat ic Leader Lyn don B. John son gave first priority to ed ucation aid in Louis Cassels listing emer gency steps the country should take to meet the So viet challenge. Similar speeches were mtcje by thousands of others, from cabinet officers to PTA presi dents. The whole country seemed to agree that some thing urgently needed to be done abvut the schools. This week the school year Is ending in most U. S. Com munities. cVhat has actually been dwia to strengthen the schools? There has been some action at the state and local levels, according to Dr. Edgar A. Fuller, executive secretary of the Council of Chief State School Officers. "Several state legislatures have voted increased funds for schools," said Fuller. "A survey we are just complet ing also shows that more than three-fourths of the states have taken definite steps to strengthen public school cur riums. particularly in the fields of science and mathe matics." On the federal level, there has been a great deal of talk but so far, no action. A House education subcom mittee approved a $1,500,000, 000 program of federal aid for classroom construction But the bill ran into a stone wall in the full committee, and congressional leaders say its chances of passage at this session are just about zero. A $1,000,000,000 science-aid bill, endorsed by the admini stration, has a somewhat bet ter chance of getting through Congress bef or adjournment. But it's no cinch. The House Education Com mittee is scheduled to act on the science-aid bill this week. The Senate Labor Committee also may take it up soon. There seems to be no likeli- hood of floor action before July, if tfcen. Even if Congress enacts this legislation, it will do nothing to relieve the over crowding S!$f classrooms and the shortage of teachers which many educators regard as the worst deficiencies of U. S. schools. "Despite the begt tfrbrU of levels," said Dr. Lyman V. Ginger, president of the N For Real Estate SAYS: To Build Trade, Buy or Sell SEE D. L. D. F. Huson City Recorder will still be a shortage of 132,- 800 classrooms. A new nationwide survey by the Research Division of the National Education Asso ciation shows that colleges are graduating 116,000 trained teachers this month. But school districts estimated their need for new teachers next fall at 220,000. Since only about three fourths of the new graduates will actually take teaching jobs, the outlook is for a net shortage of about 135,000 qualified teachers in Septem ber. That means schools will have to hire many "sub-standard" teachers with tempor ary licenses. Russian Diplomat Prepares To Leave Washington (UPI) A Rus sian diplomat Monday pre par to leave the United States after being accused of trying to buy "classified" military publications from a young American free lance writer. The American, Charles Beau met, Arlington, Va., planned to take his wife and two chil dren away for a couple of days to find "peace of mind." The Justice Department said it was making no charges against Beaumet, who cooper ated in an FBI investigation of the matter. ' The U.S. government Sat urday ordered Nicolai I. Ku rochkin, third secretary of the secretary of the Soviet Em bassy, expelled on grounds he tried unsccessfully to get Beaumet to provide him with classified Army training man uals. Russian - Ambassador Mik hail Menshikov said Sunday Kurochkin had denied the charges and "I have no reason not to believe him." (UPI) Adlai Stevenson, pleading for trust among nations in a nuclear world, has urged that the United States grant im mediate economic aid to France. Stevenson told 2,349 grad uates and 20,000 guests at Michigan State University's commencement exercises Sun day that "France can founder on the economic rocks in the next six months." He said the United States can help prevent that with economic aid and also by helping France "work out a sensible economic" improve ment system for North Af rica." The suggestion was only one of a number of proposals the two-time Democratic presiden tial candidate made for com batting international mistrust, "the root of evil in the world today." "Nobody trusts anybody. This is the heart of the trou ble," he added. Stevenson, wearing an Ox ford University academic gown of an off-shade of red, urged creation of a Marshall Plan-type organization to map a rebuilding program for the economy of the free nations. He said the nation "can not permit the present policy of drift and confusion to per sist indefinitely."
