H MAIL TRIBUNE, Medford, Oregon, Monday, May 25. 1938 Century Fund Head Suggests Choice Between Factors New York (UPI-l-August Heckscher, director of the Twentieth Century fund, sug gested today the time has come in this space age for Americans to make new choices between the produc tion of material goods and "those other goods of the mind and spirit." "The Americans today do not have to choose between butter and guns; they can un doubtedly have, if they insist, both tail fins on their cars and satellites in their sky," Heckscher wrote in his fore word to the fund's annual re port. "What they cannot afford is to be so bewitched by the tail fins that they forget about the sky or at least forget that every worth-while hu man achievement has in volved the cultivation of hard thought and the habits-of self denial and disciplined ' con duct." Presents Opportunity Heckscher said the coinci dence of the satellite age and the industrial recession pre sents an opportunity to "re examine the dogma that pro duction by itself makes a na tion viruous and strong." "While the more glittering Jinds of consumer goods have been pouring off the produc tion lines, the country has re mained notably deficient in Jey areas of the intellectual nd creative life," he wrote. "Our automobiles are bet ter than our education; our kitchen gadgets more central to our preoccupations than the form and livability of our cities. Support Lacking "Most of the public needs of the American community are supported marginally, often haphazardly; institutions which have in their keeping the intellectual and'artistic re sources of the community scrape along on budgets raised precariously after pri vate individuals have re sponded to all the lures and seductions to which a dazzling merchandise subjects them." Heckscher noted the fund, founded in 1919 by Boston merchant Edward A. Filene, recently has devoted much of its research effort to produc- Red Agreement Sought on Travel Washington (UPI) The United States has made another in a long series of at tempts to get Russia to agree to freedom of travel in the Soviet Union. The State Department said in a note delivered to the Russian Embassy the United States would be glad to drop all restrictions against Rus sian travel here if the Soviets would follow suit. Both, Russia and the United States now keep about a third of their territory closed to citizens of the other. The note was sent to the mbassy last Thursday and made public Sunday. If Russia does not want to take such a far-reaching step now, the department propos 4 that the Soviets at least Case some restrictions on Am erican travellers on a tit-for-fcat basis. For example, the United states offered to open up all f Maryland to Soviet travel U Russia would open the Moscow-Kaluga - Vladimir area. All of the closed area within 125 miles of New York City would be opened in a return for the opening of a similar rea around Leningrad. All of New Hampshire, Jthode Island, Connecticut, New York and Massachusetts vould be opened in return for the opening of Leningrad and the western regions of the Ukraine. GOP Senate Control Seen as Problem Portland (UPI) The Re publicans will probably have difficulty gaining control of the Oregon Senate in the No vember elections, a GOP panel member said here Sun day. State Sen. Rudie Wilhelm of Portland said Republicans would have to take 12 of the 15 seats that are up for con test for a majority in the Sen. ate. Wilhelm appeared on a television program, KGW- TV's Viewpoint, along with James F. Short, GOP state chairman, and two Democrats, state Sen. Alfred Corbett of Portland and Dave Epps, Democratic state chairman. Epps predicted a Demo cratic primary 'registration lead of more than 42,000 over the Republicans would in crease to 60,000 for the gen eral election. tion. Washington County Calls lor Pickers Hillsboro (UPI) Wash ington county officials issued a call for strawberry pickers today. Alvin Elkins, local manager of the state employment of fice, said "we were able to scrape up only 150 pickers this morning and could have used 850 more." Pickers were recruited today from schools at Beaver, Cloverdale and Sand Lake which already have closed for the year. Elkins said the Washington county crop was "the largest single crop in its agricultural history." Close Coaster When 14 Persons Injured Buckeye Lake, Ohio (UPI) Authorities today closed a roller coaster ride for a safety check. Fifteen screaming fun seekers were thrown from their cars Saturday night, in juring 14. The accident occurred when the three cars bearing 15 young persons at Buckeye Lake amusement park neared the top of the first incline, about 75 feet high. . Authorities said the vcars disengaged from the lifting chain allowing the cars to hurtle back down to the start. The occupants were thrown out as the cars overturned upon rounding a curve at the bottom. Fourteen were in jured, none critically. Auto Workers to Deliver Demands Detroit (UPI) The United Auto Workers Union, with six days left to work out contracts for a half-million auto workers, will deliv er its reduced demands on General Motors and Ford to day. The UAW's contract with General Motors expires on Thursday, midnight. The con tracts with Ford and Chrys ler where negotiations re sume at midnight ' faunday. General Motors negotiations resume Tuesday expire at midnight Sunday. General Motors negotiations can con tinue to Monday without af fecting the work schedule be cause of the Memorial Day holiday. The three companies have offered to renew present con tracts for two years. This would give workers an aver age nine-cents hourly pay boost immediately and an other seven cents plus or minus cost-of-living adjust ments in one year. But UAW President Walter P. Reuther and the union's national bargaining councils declared Friday this offer "will never be accepted." PASSES CRISIS London (UPI) Gerald Patrick O'Hara, archbishop of Savannah - Atlanta and the Pope's delegate to Britain, has passed the crisis and was re ported out of danger Sunday night. Archbishop O'Hara, 67, a resident of Philadelphia, collapsed last Wednesday fol lowing his return from a trip overseas. CHILD DIES OF TUMOR ' Genoa. Italy (UPI) Pas qualino Mancini, 5. died in his mother's arms at the railroad station here Saturday of a stomach tumor while en route home from the grotto of Our Lady of Lourdes. His parents had refused to allow doctors to operate in the United States last month. The reader is cautioned not to apply these cases to his own problems without an attorney's advice, for differing facts may change the outcome. WHEN IS A PARKING LOT LIABLE FOR A CAR AND ITS CONTENTS? When Ace drove into Bob's parking lot, he received a small check stub which said in very fine print: "Bob's Parking Lot is not responsi ble for articles left in cars." Bob parked the car but did not lock it; and while the car was on the lot a thief non chalantly removed a tire from the trunk. Despite the "fine print" Bob is liable to Ace for the loss of the tire. Shortly after Ace had left his car on the lot, Carl drove in. Bob directed Carl to park his car in an empty space on the lot and to keep the keys. Carl parked his car but failed to lock it. While he was gone, a suitcase, lying on the back seat of the car, was stolen. Bob is not liable for the loss of the suitcase. Bob is liable only when he takes "possession? of the car and of all its normal contents by retaining the keys. A "bail ment" of the car results and Bob becomes a "bailee" who must exercise as much care as the owner would. A "bailee" who is being paid for his serv ices must therefore take reas onable precautions to pre vent theft, such as locking the car. Not Drawn To Attention In the case involving Ace, his check stub would not ab solve Bob of blame because it was not drawn to Ace's at- Storm Hurts Pelion Dam Dedicetion Madras (UPI) Pelton dam was dedicated Saturday but part of the ceremonies were washed out by a sudden thunderstorm. The 25 million dollar pro ject had drawn about 2,700 persons for its dedication but most of them left when the storm struck about 45 min utes before the scheduled opening of ceremonies. An abbreviated ceremony was held after the storm. Officials of Portland Gen eral Electric company found themselves with an excessive amount of barbecued beef and baked beans on hand- Three Arrested for Attempted Burglary Carl Edward Johnson, 19, and' two 15-year-old boys,' all from Riddle, were arrested by state police early Sunday morning in connection with an attempted burglary of the State Liquor Control agency at Shady Cove. Officers here reported they received a complaint at 2:17 a.m. Sunday from the Shady Cove Variety store and liquor agency that someone had broken a window of the build ing. The two juveniles were turned over to juvenile au thorities and Johnson is held in the county jail. Time tention. A person who has not been notified of such provis ions is not bound by them. If Bob has large signs oh his lot indicating that he would not be responsible for articles left in cars, the court may find that he is not liable for the loss of Ace's tire. But even if Bob had posted such signs he would be liable in many states because the courts oft en feel that the bailee should not be able to exonerate him slf from his own negligence. Carl, on the other hand, cannot recover from Bob be cause Bob did not take pos session of his car. Carl mere ly rented space and retained control of his car. Bob did not assume the responsibilities of the bailee. Who holds the keys normally determines who is responsible for the car and its contents. The rules regarding liabil ity of bailees and their abil ity to limit liability applies to persons who repair items as . well as those who hold them in storage. Garages, dry cleaning establishments.check stands and fixit shops are li able when they negligently damage things left with them. Interim Committee Favors Trailer Tex Portland (UPI)--The Leg islative Interim Tax commit tee gave "its approval Satur day to (a new trailer tax law to be presented to the 1959 Legislature. The bill would knock out the present license by weight. Instead, each trailer would pay a S6 license fee plus a two per cent ad valorem tax based on "blue book" whole sale values. State Sen. Monroe Sweet land (D-Milwaukie) said that in his opinion this would put mobile homes on about the same tax ratio as fixed loca tion homes. Happy the home! Houses are like people. (UPI) The USS Skipjack, fastest, most revolutionary designed atomic submarine in the en tire world, will be launched here today just a few hours after the keel-laying of the nuclear-powered submarine killer USS Tullibee. Actually, thp Skipjack launching will be spaced be tween the start of two new destructive mission submar ines. Tuesday, the keel of a huge Polaris missile sub, as yet unnamed, will be laid. It will be the construction start of the second Polaris missile craft, or fleet ballis tic missile boat, being built by the Electric Boat Division of General Dynamics Corp The hull of the first now oc cupies the ways between the Skipjack and the USS Tri ton, which will be an elec tronically equipped underwa ter picket and radar station for the Navy. , When the Skipjack is trig gered off the launching ways she will become the sixth at omic propelled sub to get into the water, all built by Elec tric Boat. THE Western Air Lines Los Angeles (UPI) -Western Air Lines, paralyzed for three months by a walkout, made preparations today to restore service after reaching a tentative agreement with striking pilots. Tentative agreement for a settlement of the lengthy dis pute was announced Sunday by federal mediator Leverett Edwards. He said a "few" re maining issues would be set tled by arbitration. Air line officials said it probably would take 10 days to two weeks to get WAL planes back in operation on 83 daily flights to 13 Western states, Canada and Mexico. Return June 1 t Howard Jones,1 regional rep resentative of the Air Line Pilot's Assn., said most of the idled pilots would return to work June 1 but some would o back sooner to test-fly equipment. Edwards did not elaborate on the settlement and was still in conference early today on the matter. Wasted water costs just as much to deliver as water that is put to use. ( SPRINKLING STREETS. The use of water through a hose for sprin kling streets is forbidden under all circumstances. - In addition to the above regulations, the following hints may be helpful in your use of water: WHEN SPRINKLING YOUR LAWN, get the most for your money use water wisely. Experts say that it is better to soak an estab lished lawn to a depth of several inches once or twice a week than to give your grass a light sprinkling daily. They also suggest watering only in the cool hours of the day. As the heaviest demand . on the water system comes in the late afternoon and evening, it is suggested that you sprinkle in the early morning. WATER FOR AIR COOLERS of the evaporative type, should be carefully controlled. Maximum efficiency from an evaporative type air cooler is obtained when the entire area of the pads is kept damp. MEDFORD UNITED STATES NATIONAL BANK OF PORTLAND Plans to Restore Service by June 1 on the controversial "third pilot" issue for prop -jets which WAL plans to put into service sometime next year. The pilots wanted a third pilot on the new craft. A group of 263 WAL pilots walked out last Feb. 21 after a deadlock in negotiations. Idles Stewardesses The strike idled another 2,100 stewardesses, flight en gineers, ground crewmen and 4 clerks. WAL estimated it cost ! the firm about 1 million dol- lars a month. Ten of 50 cities served byj the airline were left without! air transportation. Another 12 1 communities were left with but one carrier. This month a group of 25 Western senators asked Presi dent Eisenhower to appoint a board to investigate the dis pute. The chief executive de clined to step into the strike without a request from the National Mediation Board. Western officials said the walkout was the longest in the history of commercial avia tion.
