Newspaper Page TextNew Juvenile Home Planned For Original Offenders Salem RP Sometime early next spring some 250 or more young Oregon first offenders will move into a modern and well - conceived rorrectional institution locat ed on a pleasant 600-acre site about five imiles southwest of here. They will be the vanguard of some 600 who will even tually use Oregon's newest Institution. This Aug. 1, a 90-man staff will begin training to run the Institution with three month's Instruction at the state peni tentiary. This staff will even tually be increased to 112 personi who will be in charge of the rehabilitation of the state's younger offenders. The institution will be unique in several respects More Rehabilitation First of all, 50 per cent of its facilities will be devoted to rehabilitation and educa tion of inmates, whereas most penal institutions devote on ly about 30 per cent of their time to rehabilitation and the rest to matters""of simple custody. As part of the education program, a 12-room school will be provided for both ele mentary and high school work as well as college ex tension credits. It was long advocated by such other experts as Sanford Bates, nationally known pe nologist from New Jersey, and ex-Warden Clinton Duf fy of San Quentin prison in California. More Money Needed So far, the Oregon Legis lature has appropriated S3, 859,000 to complete the first two phase of the intermediate institution which will include four security . units housing from 64 to 100 young men each, the main kitchen and a boiler plant which will heat both the correctional institu tion and Oregon State hos pital's nearby Cottage Farm. Further appropriation will be required of the 1959 and 1961 Legislatures and current board of controls estimates place the total cost of the in stitution at between eight and nine million dollars. When the institution is complete, architects Annand, Boone and Lei of Portland believe that inmates will be able to sense their return to society by the very layout of the place. The youths will progress from maximum security re ception and treatment units to medium security buildings with outside windows and then to minimum security dormitories. Legal Problem Arises The state board of control recently approved plans of Squier to clothe inmates in suntans rather than more drab prison garb and to out fit guards in business suits. Inmates will be segregated in private rooms featuring fluorescent lighting, a bed, desk, wardrobe, toilet and wash basin. Aside from the need for more money from the legis lature to complete the proj ect, there is one legal snarl that complicates full use of the institution. Under Oregon juvenile law, a youth committed now to MacLaren school for boys, near Woodburn on a misde meanor to the new institu tion cannot be transferred to the new institution without being marked as a felon. Both Squier and MacLaren superintendent Amos Ried would like to see the law re vised so that tough, problem Stockholders Approve Merger Dallas, Tex. IU" The stockholders of Seabord Oil company approved today a merger with the Texas com pany on a share exchange basis. The stockholders agreed to a transfer of Seaboard's as sets to Texaco Seaboard Inc., a wholly owned Texas com pany susidiary, in exchange for 3,660,159 shares of capi tal stock of the Texas com pany. The Texas company stock will be distributed to "Sea board stockholders in disso lution" on a share for share basis. Russell S. McFarland, Sea board's president, said he ex pects the actual stock ex change to take place June 2, when the Texas company stocks will become available for distribution to Seaboard stockholders. Seaboard Is a 39-year-old company and has interests In Texas, Oklahoma, Louisiana California, Canada, Venezu ela and Turkey. It ownj an undivided one-third interest in three million acres in Tur key. The company's operating revenue in 1957 was $521,299 000, and its net. income was $11,559,000, equal to $3.05 a share. Rogue River School To Close This Week Rogue River Summer va cation will start this week for pupils and teachers at the Rogue River school. Report cards will be given out Thurs day morning. May 29, after all library or other claims are settled and end-of-the-year business is taken care of. Wednesday will be a work day for the teachers, to per mit grading of examinations, filling out report cards, check ing condition of textbooks and completing records. New Yorker Leads In ITU Election Indianapolis (IP) First unofficial returns in the bi ennial election of the Inter national Typographical Union showed Elmer Brown of New York leading Howard C. Mur ray of Richmond, Va., for the presidency by a slim mar gin Friday. Brown is the candidate of the Progressives, the party now in control. At ITU headquarters here, the office of Secretary-treasurer Don Hurd reported that 44 of the larger local unions had cast 12,414 votes for Brown and 11,761 for Mur ray, of the Independent par ty. A spokesman said about 80,000 votes were believed to have been cast Wednesday. The winner will succeed Woodruff Randolph, Chicago, president since the early 1940s. Salem W Inquiries about travel in Oregon have been running about 25 per cent ahead of last year, the travel information division of the State Highway Depart ment reported today.
