Kennedy (D-Mass.) said Sunday the Pacific North west's growth has been slow ed down because the Eisen hower administration has 'slowed down, halted and hamstrung' the region's power development. The youthful-looking sena tor arrived on a delayed trip to Oregon and began a round of political appearances can celled last month because of labor legislation debate in the Senate. Speaking at a Jefferson Jackson Day dinner here, he told Democrats "While our new starts on hydroelectric projects " decline, while we neglect your projects here in Oregon, the Russians move ahead . . . four Soviet projects now completed or under way are each greater in capacity than the Grand Coulee dam." "By 1975," he said, "their total capacity will far exceed our own." I Sputnik III Now Out Of Orbit, Reds Say Moscow Ut Sputnik III, which completed its 50th circle of the earth today, no longer is following the same orbit as its carrier rocket, the official Soviet news agency Tass reported. It said the rocket carrier now was moving a little be low and ahead of the earth satellite. She drove, alone in a small European car, .12,000 miles from Holland south through 16 countries to Capetown. Her continent - length meander down Africa was a frightening encounter with the burning Sahara, land mines, floods, the steamy jungle and only six punctures. Maria Cecilia is 22, Dutch, pink -cheeked, brown -eyed, medium chubby. , Having mastered Africa, north to south, she has a new motoring program in mind. She's here contemplating a drive from New York down to Argentina. Then, she figures she may take a ship over to Capetown, do Africa south to north, drive home and then shove off for an overland ram ble from the Netherlands to Singapore. She did 'Africa on her own finances. But she's letting it be known that if anybody wants to sponsor a girl auto pilot on her future exhaust ing trips, she wouldn't object. To Africa by Car It was last July, while she was driving along among the bloomed-out tulip beds, that: "I just thought all of a sud den, 'Okay, I'm going to Africa by car, so I can see it.' My mother and my father, they hated it. They tried every thing to stop me. But I wanted to see Africa. Building Citizens Educators' Job Omaha, Neb. (IP) Edu cators have a duty to help build mature citizens despite the fact that parents cannot fully delegate their responsi bility, a university president told the National Congress of Parents and Teachers Sunday night. The Very Rev. Paul C. Rei nert, S.J., president of St. Louis University, told some 3,500 delegates to the Na tional P.T.A. convention that teachers " and parents must work hand in hand. The theme" of the four-day convention is "Mature Citi zens for 2t Mature America." Father Reinert defined ma turity as "the ability to make choices consistently that are reasonable and sound." He stressed moral responsibility as one mark of a mature in dividual and said the class room teacher must be "al ways and obviously a morally responsible person." More than 26,000 school children and professional art ists from all parts ' of the United States and 22 foreign countries made posters which portrayed "kindness to ani mals and world friendship." Beer Riot Broken in Gainesville Gainesville, Fla. (IP) Po lice Sunday arrested 25 of about 1,000 college students who jammed a street in front of a tavern yelling, "We want beer." Officers used tear gas to break up the mob of Univer sity of Florida students, who held up traffic, threw beer cans and bottles and started at least two bonfires. It was the second such outburst in three days. Authorities charged the 25 with inciting a riot and unlaw ful assembly. They were re leased under an agreement with eollege officials. Two Men Resign From Craca Junta Caracas (IP) The ruling junta's two civilian members resigned Sunday night as a re sult of its refusal to take strong action against the Com munists who mobbed Vice President Richard M. Nixon last week, it was reported to day. Informed sources said Eu genio Mendoza and Bias Lam berti quit after the junta's three military members, head ed by Rear Adm. Wolfgang Larrazabal, failed to 'approve restrictive measures which were said to include a ban on the Communist party. They predicted that Justice Minister Angel R. de Sola and junta Secretary Edgard Sana- bria will be designated to fill the two vacancies in the junta. Sherwood Man Dies In Tractor Mishap Sherwood (IP) A tractor accident claimed the life of Otto J. Petrich, Sherwood, Saturday. Police said a tractor ap parently rolled forward, crushing the 64-year-old man under the rear wheel. He had been seeding grain when the accident occurred. GOOD INTENTIONS . Massa, Italy. Tule Jim, entered by Chuck Vasacker, took the finals with a leap of 14 feet 5V2 inches while Maggie, jumped by Vasacker's son Larry, jumped 14 feet 4V'4 inches. Tule Pete, entered by Mike Voitich of Stockton, Calif., was third at 13 feet 7 inches. , Top Foreign Jumper Top foreign jumper was a frog called Veni Vidi Vici which came and saw, but wasn't able to conquer the California entries. However, the entry, submitted by Piem Vourie and Mrs. Tuens Botha of South Africa, hopped 12 feet 10 inches to win the for eign division. Rolli, entered by Bror W. Lander of Sunne, Sweden, turned in a disappointing hop of only 4 feet 9 inches. This situation raised some suspicions that the Swedish entry may have suffered the same fate as Twain's frog of the gold rush days, which was slowed down by a gullet full of buckshot by a shrewd gam bler. However, there were no grounds for the suspicions Rolli was merely expecting. . Rolli's understudy, a frog named O'Reille I, entered by Frank McNeff of Turlock, Calif., finally entered for Ire land and jumped a respecta ble 10 feet 2V2 inches. I Hopalong Wei, also known as Won Long Hop, failed to live up to its name. The en try of the Civil Air Transport of Free China was good for only 4 feet 8 inches.
