Need to leave water in the side streams and to obtain ir rigation supply from other sources in order to build up the flow of Rogue river and improve fishing conditions was, brought out to Medford Kiwanis club members yester day by F. I. Bristol, state rep resentative from Josephine county. Bristol,, who is a member of the 'board of . the Rogue River Basin Flood Control Resources association, ad dressed Kiwanians at their noon luncheon at Rogue Val ley Country club. The talk was in connection witn Na tional Conservation week. Engineering Study The representative spoke of the idea, backed by engineer ine study, that floods on the Rogue cannot be controlled unless there is a big dam near the headwaters of the Rogue. Rogue river doesn't , have the water now for fishing as it was known 30 years ago, Bristol stated. He pointed to the wide fame of A the stream for its salmon and steelhead fishing- and of its attraction to famous personalities. ' The speaker reported that there were once - seven fish "hatcheries on the Rogue. When the stream was closed to commercial fishing, it was thought that natural propaga tion would- maintain tne iisn ing but- the stream began to decline. Bristol declared, how ever, that the decline was caused more by the lack of good arid cool water ior tne salmon and steeineaa. Shows Slides , Bristol showed slides of low streams and dry stream heds in late summer months. He mentioned the decline of the flow of the Applegate river, a Rogue tributary and said - th. hatchery on that stream , was closed because, when the fish were liberated, they died. "We . just haven't got the water, in the Rogue, we ve cot to get together to get it," he maintained. Bristol pointed out that, if California Oregon Power com pany did not have its dam at Gold Ray and its water right, the Rogue flow would be even worse. Wavne Struble. architect, was introduced at the meet ing as a new Kiwanis club member. Club President Bill Singler said that the Kiwanis board of directors has signed a contract with Rogers ana company for production of the 1959 Kiwanis Kapers. The Ohio firm has just expanded to the West Coast and has a Portland office. Three Local Men To Attend Meeting - Three Medford men, each with 20 years or more in the electronics industry, recently left Medford for Chicago to attend a national organiza tional meeting for the ''Radio Old Timers" group. They are Verl G. Walker, Rodney Richards and M. Ern est Brooks, all of the Verl G: Walker company, Medford. They also " will attend a series of management semin ars and an electronic parts dis tributors' : show in Chicago. Walker said the local firm has. the longest continuous service in electronics in south ern Oregon. for U.S. diplomacy. But they think the net result will be to improve deteriorating rela tions with Latin America. . As for Nixon's personal stature, the feeling is unani mous: His show of courage under attack by . rampaging mobs reinforced his already almost unchallenged position as the 1960 Republican presi dential nominee. Communists Exposed i On the diplomatic 'front, many diplomats think : the Communist-led attacks on Nixon in some South Ameri can nations will backfire on the Reds. The result could be to expose the Communists as Moscow-bossed operati ves rather than genuine national ists as the Reds pretend. Messages are pouring into some U.S. embassies in na tions where Nixon was man handled expressing shock and shame at the humiliating treat ment accorded him. Persons who send such letters may feel closer to the U.S. than ever before. In addition, Nixon's run-in with mob . violence has focused congressional atten tion on the relatively poor state of U.S.-Latin American relations. Hitherto many con gressmen have largely ignored problems of nations to the south. Received Invitations The Nixon trip originated when it was learned he would go to Buenos Aires, Argentina, as President Eisenhower's per sonal representative at the in auguration of Argentine Presi dent, Arturo Frondizi. . Other South American nations began asking him to stop in for brief visits in their nations, too. The State Department ap parently urged the vice presi dent to accept for two import ant reasons: To improve rela tions with dissatisif ed South American nations and to gather facts about Latin American problems and -discontent with U.S. policies. Council of Blind Sets Annual Meeting Here ' The annual meeting of the Jackson' County Council of the Blind will be held Sunday, May 18, at 2 p.m. in the Guild hall of St. Mark's church. Bianconi To Attend Portland Meeting Jerry V. Bianconi, Jackson county veterans' service offi cer, will attend the 21st semi annual county service officers' conference in Portland May 21-23. Members of the conference will discuss changes in the veteran laws, regulations and benefits. A panel discussion on admission requirements and treatment of veterans in Oregon and Washington hos pitals ' also is planned, he noted. Other topics to be covered will be on the farm and home loan program, federal ' GI loans, state and federal edu cational benefits, outpatient medical care, reemployment rights of returning service men and veteran civil preference.
