Mark Wilmer, attorney for Arizona, challenged the gov ernment and attempted to convince Special Supreme Court Master Simon H. The government then called its first witness on the nation al park phase of the testi mony, A. B. Dunn, an engi neer for the National Park Service. Rifkind indicated Friday that he was trying to speed up the complex case. He trimmed a possible two years off the lengthy suit dur ing Friday's opening session of the current phase by refus ing to hear evidence about the alleged illegal use of water by California for its 350,000- acre Imperial irrigation dis trict. The case was brought orig inally against California by Arizona to gain title to 1.5 million annual acre-feet claimed by the Coast state. But as the six-year-old suit developed, it turned into an adjudication of precious water rights for the entire Southwest. McElroy Orders Committee Cut Washington IW Defense Secretary Neil H. McElroy has ordered the Pentagon to abolish committees which he fears are interfering with fast military decisions. He told Pentagon officials Friday to stop participating in other governmental and in ternational committees wher ever feasible.' There are 710 of the two types of committees, a Pentagon official estimated. One of the first to go will be McElroy's staff council, made up of assistant defense secretaries. McElroy said he favored co ordinated actions but "less formal working relationships" should suffice. "In other words," he said, "It should not be necessary to charter a committee with responsibilities, functions and duties in order to confer joint ly on matters of mutual interest." Four Programs Being Advanced On Nuclear Fusion Washington (IP! A top atomic energy commission of ficial says this country will achieve "within a few years" the 100-million-degree temper atures needed to ignite con trolled H-bomb reactions for power. Dr. Frank E. Ruark, chief of the AEC's thermonuclear power program, says the com mission is pushing "rapidly" four different programs to heat heavy hydrogen gas to the "ignition temperature" where nuclear fusion reactions will generate as much power as is lost by radiation. Ruark made this forecast Friday at the spring meeting of the American Nuclear so ciety. System Proposed At the same time, a Colum bia university professor pro posed a system for tapping K-bomb explosions directly for electrical power. Dr. Jay Orear told the American Physical Society his generator using pygmy H bombs equal in power to only 10,000 tons of tnt would pro duce "seven million kilowatts, or 12 per cent of the total U.S. power consumption." Details of three of the ! AEC's four approaches were made public for the first time Friday.
