luried Treasure by (fitofy, Dagger Pistols Not Rare Yet Command Fine Prices It i difficult to see why any manufacturer would im agine a sufficient market for dagger-pistols to justify pro duction costs. A man who needed a knife after firing the two or three shots such weapons usually carry would be better off with a six - shooter. Nonetheless, such combination weapons have been produced by most manufacturers o f firearms over the last two centuries. In fact, there are so many of them that some collectors con centrate on these freak arms alone. A friend who bought one ten or 15 years ago as a curi osity item sold it recently to a collector who felt he had to have it. The gun was a two-barrel, over-and-under with a knife blade between. Actually it was to one side of where the superimposed barrels joined. HEART-SHAPED STAMP WORTH $300 ON FIRST COVER I had njiver seen a hear--shaped stamp before, but Paul was gently lifting one out of a drawer with a pair of tweeters. He had found 20 others ly ing loose in an old album he had bought, along with some 20 others, from a stamp deal er who had suddenly gone out of business. "It was a temptation not to tell him about it," Paul said. "But I resisted it, and the old fellow cheerfully told me to send him 10 per cent if I felt like it, but not to call him again regardless of what I found." The heart - shaped stamp, printed on woven paper, was appropriately red in color. It was of 1-cent denomination. In the center was a large nu meral. Along the opposite sides were the words CITY and MAIL. Beneath the two curves at the top were the words LETTER EXPRESS. "It took me some time to find out what kind of a stamp it was," Paul said, "but final ly, by looking through the Scott's Specialized Catalogue HALF COLOR, HALF CLEAR One of the easier types of glass to collect is a kind that is rose-pink and half clear. It was made by a Pittsburgh firm in the early 1900s, but was sold only by catalogue number, not by a trade name. Though there are over 30 different pieces in a complete set, each of them has these characteristics: Around the middle of each piece is a band of diamond - shaped cross -hatchings. Above the band there is no color. Below the band, most of the area is a rose-pink except for occasion al areas of an elongated tear drop shape. There were a few sets very few, judging from how often one encounters a piece in antique shops that were sold with a different color. I have seen them in green, yel low and blue, and recently I saw a puch bowl in the same desigh with the lower part of a rich amber color. The owner had bought it be cause it was the only punch bowl for sale at a price he felt he could afford, $5. The . markings on the three-inch, octagonal barrels showed that it was made by Frank Wesson, of Worcester, Mass., in the early 1870s or late 1860s. It had a spur trig ger, steel frame, instead of brass as some of these have, and the grips were of rose wood. My friend couldn't recall what he paid for it, but he knows that it was under $10. The collector who bought it offered $20 at first, but when the owner didn't seem moved by the price, he gradu ally upped it. In the course of several weeks the price finally reached $60 at which 'point he sold. Such a gun in fine condi tion my friend's wasn't should bring as high as $100. I saw a nearly identical weap on sold last year for $80. I learned it was one put out by the City Letter Express Mail, of Newark, N. J." The firm was a private mail-carrying outfit organized in Newark by one Augustus Peck in the mid-1 800s. As in most American cities, there was no free city mail delivery then, and Peck, in common with many other Americans throughout the country, saw an opportunity for a profit able business in delivering local letters and packages. Value of the stamp, unused as Paul s was, is $75 accord ing to the catalogue. Had it been used, it would have been worth three times as much, and if on the original envel ope, its value would have been in excess of $300, regardless of the sender or addressee. One other stamp was put out by the Newark firm. It was the same in appearance, even to the color, but the de nomination was 2-cents. It is so rare an item that no prices are quoted for it on the original envelope. There have not been enough sales to give a reasonable average of value. GLASS EASY TO COLLECT had bought it at a secound hand store. He didn't buy some glasses that went with it because he had all he need ed, but by this time he has un doubtedly gone back to the place and bought all that were left. The price that a punch bowl in this design with the rose-pink color usually brings is from $20 to $30. It is a satisfactory bowl with a solid glass footing and a 15-inch-diameter lip. But those in other colors bring substantially more. I have seen two of the blue sell for $40 and one of the green for $45. So an amber one should be worth at least a few dollars more. Some of these sets have the pieces edged in gold, but those that are not seem to be more favored by collectors. One xeason is that the gold tends to wear off rather eas ily, and thus the pieces do not have as good an appearance as those with the plain edge. The Federation of Tax Ad ministrators said the spread of withholding tax legislation has been one of the notable developments in state taxa tion in the post-war period The first state general in come tax withholding law was adopted by Oregon in 1948. The withholding method is used as a device in cutting tax delinquency. Opponents of the plan have pointed to the vol ume of tax refunds which must be paid by the state as part of the withholding pro cess and question whether the additional collections justify employers' compliance costs. However, FTA reports in dicate that all states using the plan have expressed com plete satisfaction with the re sults obtained. The United States was de vided into four time zones Eastern, Central, Mountain and Pacific in 1833. (IP) -A new means of fighting the eel-like lamprey which has plagued the Great Lakes fish popula tion is being tested by the Wis consin Conservation Depart ment.
