Widespread arrests were reported in Santiago, which has been virtually cut off from the rest of Cuba. No reasons were given. At least 19 rebels and their weapons were reported seized in Ha vana itself. The weapons shipment was intended to strengthen the government's hand against the swelling revolt in the province, where 30 to 50 per sons have been reported killed in two days. The arms would replace 1950 Garand rifles whose shipment from the Un ited States was blocked Mar. 14 by the State Department. Porter Assured In Washington Wednesday night, Rep. Charles O. Porter (D-Ore.), said the department had assured him that the Cu ban government will get no more U. S. arms until the situation in that country re turns to normal. Porter is an outspoken critic of the Batis ta regime. (IP) Sev eral hundred soldiers and ci vilians battled furiously to day to hold the Carmel river within its sagging levees lest it flood 300 homes in the Mis sion Fields subdivision. The historic Carmel Mis sion overlooking the flooded area was in no danger. Half the subdivision al ready was up to a foot or two of water in some spots. Streets were like canals. There was no general evacu ation, but a few residents left their homes. Bridge in Danger The swirling river inundat ed the Carmel River Inn, a motel in the same area. Own ers feared some of the build ings would be swept into the ocean less than a mile distant. Fears were expressed for the Carmel bridge, a concrete structure on Highway 1. A 100-foot wooden bridge, one of three swept down stream by the torrent, ham mered against the Carmel bridge at right angles. Offi cials in charge of the flood control work feared the" wood en structure would turn parallel to the bridge and dam the river. Deputy sheriffs and coast guardsmen spent the night rescuing residents along the river in Carmel Valley. The coast guardsmen, from the Monterey life boat station, carried a skiff on a trailer. Hazardous Trips Just before daybreak, depu ties and coast guardsmen made two hazardous trips in a skiff to Odello Island a half mile north of the Coast High way in the middle of the river. They rescued Mrs. Licia Linder and her next door neighbors, Mr. and Mrs. Wil liam Rich and their four children. The they went to a group of four two-story apartment buildings isolated upstream from the Carmel river bridge. None of the occupants want ed to be rescued, but they said some had previously waded ashore waist deep. There were other small slides in mountain canyons and the Pasadena Freeway was blocked briefly by a fallen tree. There were dozens of pow er failures throughout the Los Angeles area. Pan American has 44 jet transports under order at a total cost of $275 million. These include six Boeing 707 121 stratoliners, ' 17 Boeing 707-321 intercontinental and 21 Douglas DC-8s. December Delivery Set First of the stratoliners is scheduled for delivery to Pan American in December. It could go into operation with in five or six weeks. The other jets are due to be de livered in the summer of 1959. The airline says it still faces a number of problems, including Civil Aeronau tical Administration certifica tion of the jets, longer run ways at airfields and training of flight crews. CAA certification tests are expected to start soon, Pan American officials told a re cent press seminar on the jets. Heat affects the runway problem. For example, a strat oliner on a 98-degree tem perature day would require more than 11,000 feet of run way to get off the ground. The longest runway at New York's Idlewild Airport is 9,320 feet. However, Pan American of ficials pointed out that if the runways are not lengthened and if authorities permit use of the field the jets could Fire Breaks Out In Luckenbach Ship Portland (IP) A stubborn fire broke out in the afterhold of the freighter Robert Luck enbach at the Luckenbach dock here Wednesday night.
