They said Carmaletia Patsy Graham, 871 Swing In., re ported she left the office for about 10 minutes and when returning, saw a ran run out the door with the cashbox. More On Persons Who Have Auto Accidents In a previous column I told of the group of psychiatrists who, in a court in Detroit, h a ve studied hibitual traf fic offenders.. As I said, a while ago fl D r. Alan 'A "tantv told of iinaing ai-nung t h e se people many who were of low int elligence and some who had been in sane, and still were not stable sough to drive safely. Many of tha worst offend ers were, of course, chronic alcoholics who, when drink ing lacked judgment of dis tance; they lacked good sense, and they lacked good and quick control over their muscles. Then, there were some epileptics who "went to sleep at the wheel" as the police report usually puts it. They did not have enough warning before a spell so that they could pull over and stop the car. I was much interested in Dr. Canty's finding that many of the problem drivers have criminal records. The criminal who thinks nothing of "stick ing up" people, naturally has no concern for a stop-light or a boulevard stop sign. No law ever worries or stops him. Time and again I have read in the paper that some men who had got completely away after robbing a bank or escap ing from a prison men who would never have been caught if they had only behaved themselves well enough so as to keep out of the hands of the police had 60on been picked up for going through a stop-light, or driving 50 miles an hour down a busy stree. Even when their liberty and perhaps life depended on obeying a simple traffic ordinance, they would not do it. This fact alone tells us so much of what we ought to know and face up to. Reflexes Work Slowly Some serious accidents are caused by old drivers, men so old that their reflexes do not work quickly. I remem ber an old farmer who, as he came out of his driveway, saw me coming down the highway at 60 miles an hour. His muscles did not work; he "froze" to his wheel, and went right on into the middle of the highway, forcing me into the ditch. Other accidents are due to a tantrum of temper in which the driver gets so angry at a passing motorist or at someone in his own. car that he loses all control of himself, and for a time drives like a crazy man. Many accidents - are due to the driver's great preoccupa tion with some worry at home or in the office. He gets so concerned over this that ab sent-mindedly he will drive into the side of a train or a bus. I have read that in some air-lines a pilot is grounded if he is having divorce trou- Taxpayers Urged To Study Budgets Taxpayers interested in the amount of tax they will be paying next year were ad vised by County Assessor Ray J. Schumacher today to study the budgets now in prepara tion. Almost 100 budgets from the taxing units within Jack son county will be prepared and advertised before July 15, he said, and "now is the time to decide if you want to pay for the services includ ed." Because all budgets require public notice, citizens have the privilege to examine them. If any item is not clear in the published ac count, Schumacher explained, taxpayers can demand an ex planation from the taxing district's budget committee. Eighty-two taxing units sub mitted budgets last year. All go to the assessor's office to be included in the prepara tion of tax statements sent to the taxpayers of the various districts. Taxing units within the county include cities, schools, rural fire, water, irrigation and sanitary districts. Amherst, Mass. (IB A n o v el sports organization, composed of the fathers of the under-graduate athletes, is being formed at the Univer sity of Massachusetts to foster athletics. It will be known as the Sports Dad Associa tion.' The organization will award trophies to the top sen ior student-athlete in each varsity sport. He is likely, then, to come down for a landing with his wheels up. A high percentage of ac cidents are due to fast and reckless driving by boys of 16. Insurance company figures show that their accident rate is much higher than that for 17-year-old boys. What does all this mean? It means that if we refuse to really tackle this problem as it must be tackled, with the help of physicians and psy chiatrists, and if we continue to give a driving-license to a man who has been arrest ed 25 times for reckless or drunken or stupid or lawless driving, or if we cheerfully give a license to a feeble minded or criminal or psy chotic or alcoholic person why should we waste our time talk ing about safe driving? I know how difficult and un pleasant and politically inex pedient it would be for us to withold a license from all peo ple who absolutely should not be driving, and who have shown many times that they cannot or will not drive safe ly, but as long as we do not care to keep these people off the road, we must accept the terrible tool of death and dis ablement that we now read about every holiday week end. The other day a physician friend of mine who is 75 went to renew his auto license. He was impressed by the fact that no test was made to see if he was " still youngish and quick in his reactions, or if he was older than his years, and perhaps too senile and slowed-up to be driving. Close Call Remembered Most of us who drive can remember several narrow escapes from death 'due to the criminal misbehavior of a driver who should have had his license taken away. My closest call came one day when a long lumber truck came out of a small side road and tore across a main U.S. highway a few yards ahead of me. All that saved my life was that he was going so fast that quickly he got out of my way. The driver was either absent-minded or criminal. Another close callc a m e when, on another coast-to-coast highway, a young farm er, almost certainly drunk, shot out of a tree-shaded pri vate road a few yards in front of me. I doubt if many of them would really get interested even if they were severely punished. Only one thing will work with them and that is the taking away of their lic ense and severe punishment if they go on driving without a license.
