Nixon has called for civilian control of the nation's space program which ho says must not be limited to military needs or thinking. The vice president told stu dents of the California Insti tute of Technology Monday military limitations on the ipaceprogram would impede a possible race for a break through. "This is why a civilian ad ministration is necessary," Nixon said. "It cannot be un der military control." He spoke at the school in nearby Pasadena after a tour and a briefing at Cal Tech's j e t propulsion laboratory, laboratory, where scientists develoDed the nation's first successful satellite, Explorer I Credit Said Lacking Nixon, here on. his first visit to Southern California since 1956, said he felt the labora tory and its personnel had not received enough credit in the development of the artificial moon. The vice president said it was "tremendously important" to stress the civilian role in the space program to convince the world -that the nation's ultimate purpose was for peace not war. Nixon said conversations with Cal Tech officials about a possible trip to the moon was classified but added that the government was consid ering a "number of projects" to further explore outer apace. President Sukarno and for mer Vice President Moham med Hatta in an effort to head off bloodshed in Indone sia's growing revolt. Leaders of the recently formed rebel government have promised to call off the rebellion if Sukarno will agree to cooperate with Hat ta, who resigned last year in disagreement with Sukarno's Communist-like concept of a "guided democracy." Antara said the prospect of a meeting between the two most popular men in Indone sia was announced by Parlia ment member Ahem Erning- pradjo. Erningpradjo heads a nine -member committee as signed by Parliament to bring Sukarno and Hatta together to resolve their differences. However, reports from Su matra said the rebel forces were practicing defense meas ures in case Sukarno uses 'Sayonara' Among Film Nominees for Academy Award Hollywood (IP) Independ ent movie producers scored a 5-0 victory over major studios today in nominations for best pictures of 1957 as "Sayon ara" ran off with 10 nomi nees in the 30th annual acad emy award competition. The four other contenders announced Monday were "Peyton Place," with nine nominations, "The Bridge on the River Kwai" (8), "Witness for the prosecution" (6) and "12 Angry Men" (3). All were produced by independent film magnates. Glamour girls 'contending for best actress honors March 26, award night, will be Deb orah Kerr for her perform ance in "Heaven Knows, Mr. Allison;" Elizabeth Taylor, "Raintree County;" Lana Tur ner, "Peyton Place;" Joanne "Wild is the Wind." Flash Fire Kills Among the Georgia victims were 11 children and a moth er of four of them who wer killed Monday night when ; fire blamed on a radiant heat er engulfed their two - unit apartment house in Atlanta The latest deaths brought to at least 347 the number of fatalities blamed on the weather since a cold wave in vaded the Midwest Feb. 6 and began its sweep from the Rockies to the Atlantic. The storm marooned hund reds of persons in trains and cars stalled by towering snow drifts, isolated scores of rural residents, forced schools and industries to shut down in the Northeast, the Midwest and South, and interfered with the work of Congress. State of emergency were in effect in snow - paralyzed Springfield, Mass. and Michi gan City, Ind. and in fuel short Hunstville, Ala. Gov. Theodore McKeldin declared legal holiday today in snow-covered Maryland. Maryland was buried under a snowfall of up to 19 inches, including a 16-inch blanket at Baltimore, the heaviest in 16 years. In Massachusetts, state officials estimated it would cost $1.5 million to clear roads. Government Workers Off All government workers in Washington, D.C., were given today off in the wake of a 14-inch snowfall, the biggest in 22 years, and near zero temperatures. Corridors were empty in government build ings Monday and less than 100 of the 431 House members showed up. In Michigan City, hit by a freak 42-inch snowfall, some 70 pieces of snow removal equipment fought to free the city, but ran into the problem of what to do with the snow, already piled into small moun tains along the sides of roads. Fifth Army headquarters in Chicago pressed a helicopter into service late Monday to rescue 21 Boy Scouts and six adult leaders trapped, in deep snow near Westville, Ind. The boys had been snowbound since Saturday and ran out of food Monday morning. Helicopters also were used in Pennsylvania, lashed by its worst snowstorm in 20 years, to remove two boys requiring emergency treatment to hos pitals. Heroin Wholesaler Held at Portland Portland (IP) Federal nar cotics agents and city vice squad officers Monday ar rested a Portland service sta tion operator suspected of be ing one of the "biggest heroin wholesalers" - in the North west. Clarence H. Criss, 40, was secretly indicted by a federal grand jury and then served with two federal warrants charging illegal importation, sale and possession of heroin. He was held in S10.000 bond. Officers said they believed Criss had been operating in Portland and Seattle the past two years but he had no known police record and was not a user of narcotics. He apparently dealt only with peddlers and not with addicts themselves. The federal in dictments said Criss sold un dercover agents one-and-one-half ounces of heroin. Scholarship Level Studied at Portland Portland OP) The superin tendent of Portland schools Monday night revealed plans to improve the scholarship level in the Portland educa tion system. Superintendent J. W. Ed wards said that beginning next fall the firststep would be taken with the addition of algebra and a foreign lan guage and possibly some other high school level course to the seventh grade curricu lum. A modified platoon system would be used to select those students capable of handling advanced work and Edwards said a survey is now under way to find staff members able to handle the advanced courses for upper grades at the elementary level. The board also agreed to ask voters for a $1,650,000 tax levy the next three years for construction, a A $2,500, 000 levy expires this June. San Diego (IP) The U. S. Navy Saturday dedicated a $1,5000,000 nuclear warfare school officially designat ed as the special weapons unit of the Pacific fleet. INTERVENTION CHARGED Rabat, Morocco OP) The Irregular Moroccan "Army of Liberation" charg ed today that American-made airplanes of the French Air Force have intervened in the sporadic fighting between the liberation army and defend ers of Spanish-held territories in the Sahara. A communique published by Al Alam, organ of the ruling Istiqlal party, said that 40 airplanes took part in fighting Feb. 11 at Segukkia el Hamra, and that 15 "borrowed" planes took part in fighting "last week" in the Spanish West African enclave of Ifni.
