TEN MEDFORD (OREGON) MAIL TRIBUNE Tuesday, February II. 1958 Holmes, Agencies Briefed on Snake River Proposals r Salem (W Gov. Robert D. Holmes and members of vari ous state agencies were brief ed Monday on the State Wa ter Resources Board's recom mendations for development of the Middle Snake river. Seven possible combina tions of public and private dams on the Middle Snake were studied by the board, including some not now be ing considered by the corps of engineers. A combination using a high Hells Canyon dam ranked first in both power and flood control potential while the combination including low Hells Canyon, Oxbow, Brown lee and Low Pleasant Valley was ranked seventh in both power and flood control. - The board said their evalu ation was tentative and based upon physical capabilities of the dams alone, without com parison of relative costs or existing licenses granted by the Federal Power Commis sion. Board Congratulated Gov. Holmes congratulated the board and its staff for turning out the Snake report with speed and within the $20,000 budget. He said it would provide information of use for many years. Don Lane, executive secre tary of tne board, said it would be necessary to go to the State Emergency Board for more money to continue its studies of the Rogue, Ump qua and Upper McKenzie riv-ers. The board has requested the FPC to suspend immedi ately any part of the licenses for Oxbow, Hells Canyon and Brownlee dams that might in terfere with maximum eco nomic development of a high Pleasant Valley dam. It also has recommended that the state defer action on the three Idaho Power com pany dams until the Corps of Engineers has revised its "308 report" on development of the Columbia river. (IP) Five 16-year-old girls and boys I drowned Monday night when the car in which they were riding plunged into the Prot- neuf river. Only the youthful driver escaped death. : The victims were identified I as Gwenna Woodward, Verda Stone, Lamoni Webster, Mari- lee Smith and William Clark. Investigating officers said the car was driven by Kim Sharp, 16. Sharp told officers the car hit a bump and its lights went out. He said he lost control and the auto struck a series of guard posts on the river bank and plunged into about six feet of water.
