LANDREY United Press Correspondent Cairo (ffl Gamel Abdel Nasser will emerge as one of the most legally absolute rulers in the world as presi dent of the new United Arab Republic of Egypt and Syria. Nasser has described the new union as a "democratic republic." But as its president, he will appoint not only the cabinet and executive coun cils for the Egyptian and Syrian regions but all mem bers of the new National As sembly. Not even in Russia does one man have legal power to appoint the entire Legisla ture. . Only time will tell, of course, how this absolute power will work out in prac tice. A plebiscite in both coun tries this month will approve the merger. Yemen is discuss ing the possibility of joining the union, and Syrian Presi dent Shukri El Kuwatly Sun day invited Lebanon to come in also, either "in complete unity or on a federal basis." Feelers have gone out to other Arab nations. Nasser Only Candidate The plebiscite also will make the 40-year-old Nasser president of the union. He is the only candidate. The big question in the Middle East is why Egypt and Syria have pushed ahead so fast toward the merger in the past month. A major factor, according to both Western and Arab diplomatic sources, was the fear the Communists would take over in Syria. This also What Is The Law? Business Is Complicated Look Before Leaping Bill thought it was the chance of a lifetime. Frank and Tom, two local business men, let him In on a terrific deal. "You won't have to put up a cent," they told him. "You just manage things. But you'll be co-owner, the same as we are. We'll divide the profits equally." Bill agreed and started to work. But after some months things weren't going too well. Frank and Tom made several unwise de cisions and the business fail ed. Creditors demanded that Bill help pay the firm's bills. Bill protested, "I just worked here why should I be held responsible?" "Because you're a partner," they replied, "whether you know it or not, or whether you had any agreement or formal understanding or not. And so you're personally re sponsible for the- debts, the same as Frank and Tom. Bill was flabbergasted. He thought a partnership requir ed legal papers and a definite understanding. It does not. The law only requires that two or more people associate together to carry on, as co- owners, a business for profit Anyone going into a commer cial venture with someone, should therefore ask himself, "Just what am I getting into? Am I an independent con tractor, an employee, an em ployer, a partner, or agent? If doubt exists, he should find out from his lawyer by giv ing him all the facts. Partnership or Corporation? Anyone in business for him self makes all the profits or stands all the loss. The ad vantage of a partnership is that others help carry the load and provide greater resources of energy, imagination, capital and credit. But there are drawbacks, too. All general partners are liable for the firm's debts. After exhaust ing partnership property, creditors may collect from the personal assets of any such partner. Partnership drawbacks can be eliminated by forming a corporation, the business can be operated in much the same way and individuals are pro tected against personal lia bility. If the corporation fails, Referendum Sought On Parking Area Cincinnati, Ohio (W The West End Community Council is seeking a referendum against the city council's plan to spend S2 million for park ing facilities at Crosley Field to keep the Redlegs here for at least another five years. West End residents objected to the council's plan to de molish their homes to make room for 2,600 car spaces near the. baseball stadium. helps explain the wide powers given Nasser, who has out lawed the Communist party in Egypt. At first only the ministries of foreign affairs and defense will be totally merged. Archi tects of the merger hope the other ministries can be merged by one, turning the present national executive councils into local administra tive organs. How the merger came about so quickly still is a partial mystery. The turning point, according to diplomatic sources, was a change of view within the Syrian army. Maj. Gen. Afif Bizri, the Syrian chief of staff who was believed to' be pro-Soviet, suddenly flew to Cairo last month with officers from var ious army factions, the diplo matic sources said. They left behind a notice to the Syrian government that they were going to work out plans for unity. The Syrian cabinet met in long sessions. Four days later Foreign Minister Salah Al Bitar, a member of the Baath Socialist Party which long favored federal union with Egypt, flew here also to push for immediate and complete unity. Syrians Feared Communists Whatever the army's rea sons, the Syrian parties were believed afraid of the Commu nists' growing power. They said they were convinced that only Nasser could stop the Reds. The sources said Nasser imposed the conditions that the army be taken out of politics and that all political owners can lose all of their investment, but their home, car, and other property will be safe from the corporation's creditors. However, corpora tions have drawbacks, too. For one thing, taxes are high er. This may be a severe bur den on a young company just getting started. A business of one's own is often satisfying and reward ing. However, it can be risky, too. There are many legal points, designed for protec tion, which can prove booby traps for the unwary. Some laws are complex and hard to understand. Therefore, any one going out for himself should discuss the entire plan with his lawyer. Ministers Invited To Send Off Rally Los Angeles (IP) Some 500 ministers have been in vited to a send-off rally for four men who declare they will try to stop nuclear tests in the Pacific by sailing their 30-foot ketch into the test area. The four members of the non-violent action against nu clear weapons organization, headquartered in Philadelph ia, Pa., plan to sail from here today, in the ketch, named the Golden Rule. They said the Golden Rule would establish a sea-going picket line around the Eni- wetok atoll where another series of U. S. nuclear tests were scheduled for April. The men called the South ern California ministers to meet them at the boat Sun day to discuss the tests. The four are Albert S. Big elow, 51, Cos Cob, Conn.; William Huntington, 51, St. James, Long Island, N.Y.; George Willoughby, 43, Black wood Terrace, N.J., and Dav id Gale, 25, Minnesota. Charges Denied By Lesfoil Man Holyoke, Mass. (W The manufacturer of "Lestoil" denied government charges that the household cleaning fluid is dangerously inflam mable. Jacob L. Barowsky, presi dent of Adell Chemical Co., manufacturer of the detergent said the federal trade commis sion statement was "absolute ly erroneous." Laboratory tests show that Lestoil "is not a dangerous, inflammable ma terial and is not considered hazardous for regular house hold applications," Barkowsky said. He said there had not been a single question" of the safety of Lestoil since its de velopment 25 yean ago. parties be dissolved and merged into one national union as in Egypt. The other was that he became convinced Syria's political instability Senate Democrats Jump on Forecast Of 5 Million Jobless Washington (IP) Senate Democrats today seized on an administration forecast of a possible five million unem ployed this month to intensi fy demands for government action to deal with the econ omic slump. Proposals ranged from an immediate step-up of defense work, road-building and oth er public works to a call for income tax cuts by Sen. Paul H. Douglas (D-Ill.). Commerce Secretary S i n clair Weeks, Sunday, said the jobless total rose to 4,500,000 in January and "I wouldn't be surprised if we do" have five million out of work in February. Five million unemployed would be the highest since 1941 when the jobless total went to 5,500,000. Predicts Upturn Weeks predicted the jobless figure will begin to decline next month and the business slump will end by May or June. Sen. Mike Mansfield (D- Mont.), the assistant Senate Democratic leader, told the United Press Week's state ments indicated the situation "is perhaps more drastic than even the most pessimistic have led us to believe." "My hope is that the ad ministration, in view of this statement by one of its major spokesmen, will immediately begin considering ways and means by which proposals by Nepal Expedition Planned By Texas Oil Katmandu, Nepal (IP) An expedition sponsored by Tex as oilman Tom Slick rushed plans to find the legendary "Abominable Snowman" of the Himalayas in efforts to beat a Russian search party. The expedition's advance party got here Friday night. The trek into the rugged mountains of Eastern Nepal will start Wednesday. W. M. (Gerald) Russell, leader of the expedition, was excited about the prospect of the search. "We must hurry up because the Russians are t sending out expeditions on a similar er rand in the Pamirs," he said. It was in the Pamir moun tains of Soviet Central Asia, an extension of the Hima layas that a Russian scientist reported seeing the snowman twice last summer. He told the United Press this would stimulate consumption and build up consumer de mand and jobs. He declined to give details of his tax cut plan pending its presentation to the Senate this week.
