WALZER United Press Financial Editor New York IP) Industrial and railroad shares declined on overaee during the past f ' yrl week on the Jt-.Jtr- i-" stork market Stan dard & Poor's index of 500 stocks, but more is sues gained than lost among those traded. The appar ent anomaly reflected the fact that a few key issues of the industrial group fell a point or two and only a few rails had wide declines, each group falling after one good day of advance. It was a quiet market a daily average volume of 2, 230,680 shares, against 3,266, 795 shares in the previous week which included two days of 1957, and 2,371,810 in the corresponding week of last year when industrials fell 4.44 points an rails gained 0.91 point. Also, the trading narrowed to 1.387 issues, lowest since the week ending Nov. 8, 1957, when there were 1.379 issues GOP Committee Reported In Red Washington (IF The Repub lican National committee wound up 1957 in the red. it has been revealed. Its Democratic counterpart fin ished with a small surplus. The GOP committee had a deficit cf S303,912. It received $827,112 in contributions and spent SU31.024. The Democratic committee had a 56,766 surplus. It re ceived $824,535 in contribu tions and spent S817.769. The figures were disclosed in financial reports filed with the clerk of the house, as re quired by law. The Republican committee received S779.775 in gifts of $100 or more and 547,336 in less than SI 00. Thus, more than six per cent of its contri butions were small. The Democratic committee received 5543,795 in contribu tions of 5100 or more and $177,990 in less than S100. Not quite 33 per cent of this total was in small gifts. This com mittee also listed a little more than S102.000 in "other re ceipts." Cost of converting sea wa ter to fresh water is reported to have been reduced from $1.50 to 60 cents per 1,000 gallons. The industrial average touched a high of 447.79 where it was about 2 points under the recovery high of Nov. 29, and closed the week at 438.68, off 5.88 points from the pre vious week. Rails closed at 100.16, off 3.27 points on the week after touching 103.28, less than a point away from its Nov. 29 close. Utilities touched 70.23, a new high since July 25, 1957, and closed the week at 69.94, up 0.48 point. Some of the utilities made new highs for 1957-58. Alto gether, 34 issues on the board set new 1957-58 highs while 16 made new lows. Leadership in volume went to the aircrafts of which there were six issues in the 20 most active stocks. Top position went to North American Avia tion with General Dynamics second, Standard Oil N. J. third. Bethlehem Steel, fourth and General Motors, fifth. , As the week ended the mar ket was slightly higher than it was at the end of December up 2.99 for industrials, up 3.20 for rails, and up 0.36 for utilities. On Tuesday, industrial is sues spurted 5.23 points, fea tured by defense issues which spurted when President Ei senhower asked for more than a billion dollar addition for missue development, mere was another rise in the de fense group before the Presi dent delivered his state of the union address. That address disappointed the inflation minded and a decline set in. That decline carried over into the Friday session which resulted in substantial losses in the averages. Most of the aircrafts man aged to show gains, running to more than 3 points in Ben dix Aviation. Steels lost as a group with Lukens off more than 4. Good year fell 4, in the tires'. Corn ing Glass was down nearly 5 in its section and other build ing issues receded. Probably the hardest hit of any minor group was the drug section where losses ranged to 7 points in Smith, Kline and Frencl . Metals, still suffering from price weakness, were de pressed, many to new lows. Chrysler fell more than 2 in the motors. Cement shares netted some good gains on road building talk. Oils were unsettled by price troubles. Palos Verdes Estate, Calif. 1P Platinum-tressed Jayne Mansfield packed her bikini less trousseau today in a flur ry of last minute prepara tions for her wedding tonight to Mickey Hargitay, former Mr. Universe. The nation's favorite pin-up girl will exchange vows with the broad-shouldered Hargi tay in a candlelight ceremony at the modernistic Wayfarer's chapel of the Church of New Jerusalem at 8 p.m. (pst). The Rev. Kenneth W. Knoz will conduct the non-denominational rites. Jayne's mother, Mrs. Harry L. Peers of Dallas, Tex., is matron of honor. Best man will be Ross Christina, Indi anapolis businessman. Two-Year Courtship The glamour girl's marriage climaxes a two-year courtship and follows the finalization of her divorce last Wednes day from Dallas public rela tions man Paul Mansfield. Famous for her plunging necklines, the 24 -year -old bride says she will not take a bikini swim suit (the trade mark that launched her ca reer) on her honeymoon. Her wedding gown is also con servative a high-necked, long-sleeved creation by Charles LaMaire, wardrobe director at 20th Century-Fox studios. Six ushers, all employees of 20th Century-Fox, where Jayne is under contract, will seat 100 invited guests. Among those receiving pink invitations to the ceremony were a glittering array of lu minaries, including the Jack Bennys, Bob Hopes, Buddy Adlers (Anita Louise) actor Steve Cochran, the Bob Cum mings, Joan Collins, Jack Warner and Darryl Zanuck. Gov. Goodwin J. Knight ! sent regrets that he would be unable to attend. Only Personal Friends "I've invjted only personal friends, from hairdressers to producers," the smiling bride said before leaving for the church. "They come from all walks of life. A lot of them are newspapermen." "Mickey and I want a seri ous, beautiful wedding, Miss Mansfield declared. "We don't want a lot of fuss or publicity. I'm so happy I hope nothing spoils the solemnity of the occasion." Immediately following the ceremony the couple will fly to Dallas where a reception will be held Tuesday at the Peer's home. (International Soundvhatoi in in Official Elected By Teamster Group Portland 0PI Lew Cornel ius, Portland, has been elect ed secretary-treasurer of the Oregon Joint Council of Teamsters. He election gave the council executive board a four-to-three margin of offic ers who opposed the election of James R. Hoffa as national president. Cornelius succeeds R. R. Mikesell of Vancouver, Wash., who no longer represents his local on the council. Council members also elect ed Fred Lowe, Eugene, as re cording secretary, succeeding Clyde C. Crosby, international organizer who resigned to de vote full time to the interna tional union. Lowe, a Hoffa supporter at the Miami con vention, defeated Ward Gra ham of Salem for the post. A new telephone permits five persons to confer, re quires no operator and offers 90 combinations through a dial. It can also handle in coming and outgoing calls. Joe Doaks drew a $50 check payable to "Cash" and used it to pay his gasoline bill. The check was so drawn that a figure could be inserted be tween the dollar sign and the figure "5." On the line where the word "fifty" appeared there was room to the left to insert several words. When the bank returned the check with the monthly bank statement, . Joe was amazed to find that someone had raised the amount to $150. He immediately notified the bank and investigation estab lished that the bank had cashed the check ' in the sum of $150 after the "alteration had been made by the un known defrauder. Later Joe discovered that another of the checks re turned with the bank state ment had also been altered and the amount raised from $25 to $250. In this instance, however, Joe had filled all the blank spaces and the al teration had been accomplish ed by erasing the words and figures and inserting the amount of $250. The bank had paid the full amount of this check $250. The Bank vs. Joe Doaks Does the bank have the right to charge Joe's account for the full amount of each check? In the case of check No. 1, the present state of the law permits the bank to charge the account of the check writer for' the full amount of altered check No. 1 or $150. . The contract of deposit pro tects thfc bank under such cir cumstances. An implied term in the contract of deposit im poses upon the depositor the duty to use care in the draw ing of his checks. The draw ing of a check which invites change by the simple inser tion of words and figures con stitutes a violation of this con tract of deposit. A resulting loss is chargeable to the writ er of the check.- However, if the check is properly drawn (as was check No. 2) and the alteration is made by erasures and substi tutions, that is, under circum stances where the check writ er is not negligent, the bank may not debit for the full amount. Thus with check No. 2, the bank is authorized to charge Joe's account only with the $25 for which the check was originally drawn. GREATER SOVIET RISKS Montgomery, Ala. Maj. Gen. H. N. Toftoy, command er of Redstone arsenal, says Russia will take even greater risks than in the past now that she has the capability for mass destruction. Addressing the mid-winter conference of the Alabama Department of the American Legion Sunday night, Toftoy said America's monopoly on atomic weapons in the past kept limited wars localized, "but the situation has changed." CRASH KILLS ELEVEN Lima, Peru (IP) A military transport plane missing since Jan. 8 has been found smashed on a mountain peak in the Amazonas province, the air force announced Sunday. The eleven persons aboard, seven passengers and four crew men, were killed. It has been found that dis ease germs can be made to identify themselves by the colors of their fluorescence under ultraviolet light. It is hoped that the speed of this method may save many lives.
