(W With Texas wells producing oil only 12 days a month, Texas opti- w Kan er Waizer m 1 s m is shaded a bit, but there isn't the gloom and doom that per v a d e s Wall Street. Texas blames oil im ports for its controls on oil coming into O the U.S. Meantime, the gas industry is flourishing and the producers are keeping much of their out put within the states from which it comes to avoid federal control. This means less gas for north ern states and is one of the big reasons why many industries are moving into the Southwest, ac cording to the experts here. Firm Contracts Selling in states which pro duce it without federal controls permits the producers to make firm contracts without interfer ence, and big markets are being developed. Texas, Oklahoma, New Mex ico and Kansas are the big pro ducers and consumers, using some 50 per cent of their out put in their s-'ates. Thus only half of the. gas is left for dis tributioato other states of the natipja;' -'Back in 1930 only 25.7 per cent of the gas produced in Texas was consumed there. To- of its output at home In Texas one aluminum plant and one chemical plant use as much gas as the cities of De troit, Milwaukee, and Kansas City combined. The oil refiners are big con sumers of gas themselves. Other large users aside from alumi num and chemical companies are synthetic rubber and steel plants. New Industries It is pointed out as new in dustries are located in the gas producing states, new consumer population grows and still more gas is needed to the detriment of the other states which could use natural gas from south western supplied pipelines. Texas would welcome a na tural gas bill which would per mit pipnng gas to other states without the domination of the federal authorities, but it appar ently isn't banking on a bill. It is worried about oil im ports and is advertising to set forth its side of the oil ques tion. The Texans hold that reduc tion of the Texas oil allowable is harmful not only to the Texas economy, but also is detrimental to the nation s well being in event of a national emergency. Low production, it is pointed out, keeps down earnings and slows drilling for new wells. Government efforts to curb im ports, Texans assert, have not shown any substantial results. OP Raymond Clarke, 37, and Cal Sievert, 30, were tossed out of their boat on Lake Fenton when the steering cable broke and the boat made a sharp turn. While the craft cir cled the men at high speed, Sie vert used a rope he was hold ing to lasso it. The rope caught on the propeller and caused the motor to stall. Millard Wednesday dismissed a negligent homicide charge against Ray Lowell Straight of Grants Pass on a mo tion by Josephine County Dis trict Attorney Max McMillan. McMillan said he had learned there was no valid law for cross walks on Oregon highways, other than those on streets "in cities. Straight had been indicted by a grand jury after the death of Lloyd Murphy, 15, Aug. 10. The youth was struck by Straight's car as he was crossing the high way on South Sixth street here. The district attorney said it developed that the crosswalk was not lawful because the State Highway Commission had never adopted a standard design, and no crosswalks were legal other than those at street intersections. "The way the situation now stands, all crosswalks on Ore gon highways are death traps, because the pedestrian, believing he is protected by law, actually is not," the prosecutor said. McMillan said he plans to take steps to have the law remedied. Funeral Services Held For Veteran Boat Pilot Newport, Ore. UP) Funeral services were held today for Capt. Mike J. Lollis, 57, former Columbia river tugboat skipper and pilot. Lollis died Monday while docking the Calmar line ship Losmar. He had been employed on the Columbia river and Ore gon coast for nearly 40 years and went to Newport to become a bar pilot in 1954.
