The 321st Borvib Wing of Pinecastle AFB, Tla., Tuesday won the top award in the six - day "world series of bombing" sponsored by (h Strategic Air Command. It scored 1,744 points. Forty three American and two British wings r competed in the annual bombing and navigation competition. Members of the 321st will re ceive the Muir S. Fairchild trophy Wednesday in ceremonies at Pinecastle, where Air Force officials will present awards to other wing and individual win ners. s-. The Individual bomblng-navi-gation winner was a B47 Strato- jet from Little Rock AFB, Ark., o commanded by Capt. Roy W. Howard. 35, Salina, Kan., with O900 points. Cropping Systems Undergo Changes St. Paul npt Minnesota farm ers have made some big changes in their cropping system dur ing the past 373years, according to agricultural economists. One of the most spectacular changes, they pointed out, has been the increase in soybeans. Sm-bean acreage has jumped from 47JJ00 in 1939 to 2.5 mil lionacreit in 1956. Since 1920 corn acreage has increased by a third, but anoth er staple crop, potatoes has dropped sharply. Whereas in 1921 there were 414,000 acres of potatoes, now there are only 85.000 acres. O Other trends find wheat acre age standing at only a fourth of what it was in the late 30's. Every state and territory iouis Cassels under the U.S. flag is now covered by the sys tem, which is designed to take the financial incentive out of de sertion, the so-called "poor man's divorce." The last link fell into place this week when the District of Columbia joined 53 other states and territories which had pre viously adopted laws providing for reciprocal enforcement of family support obligations. Until last July, when Congress passed the belated bill which au thorized the District of Colum bia to participate, the federal government had no part in bringing the system into being. It was entirely a project of the council of State Governments, which has sponsored conferences each year since 1952 to induce the states to work together on a problem which long has plagued them all. In the past, state boundaries offered a high degree of protec tion for men who abandoned their families. Old Method While desertion is a crime in every state, - the machinery for extraditing and trying a run away father on criminal charges is cumbersome and rarely evoked. When criminal proce dures are used, as a last resort, they are little help to the aban doned family, since a man in jail can't support anyone. The great advantage of the new system is that it operates under civil, rather than crimi nal, procedures. The absconding husband or parent is not thrown into jail, nor is he hauled back home under arrest. He can live where he pleases and work at any job he can get. But he is re quired, under penalty of con tempt of court, to make monthly payments for support of his family. The system works across state lines because of its reciprocal enforcement feature. In effect, each state promises to cooper ate with every other state in tracking down and collecting support payments from any de serter who takes up residence within its borders. Example of Action Suppose, for example, that a man desserts his family in Los Angeles and moves to New York. The abandoned wife goes to a local court, and gives sworn testimony about the desertion, the best information she has on her husband's whereabouts, the number of children to be sup ported, the amount of money needed, etc. California officials relay this complaint to New York, where another court takes over the job of finding the deserter and bringing him to book. The New York court, after questioning the defendant, fixes his monthly support payments, based on what he can spare after meeting his own necessary living ex penses. The payments are made direct ly to the New York court, which forwards them to California where the local court sends a check to the family. Failure to meet a payment places the re serter in contempt of court, and liable to heavy fine or jail sen tence. Officials say the system works best in big cities, where courts have the manpower and the de termination to enforce collec tions. It works poorest in rural areas, where county courts are sometimes unable, or unwilling, to bother with collecting sup port payments for a far-away family. Romanian Communist Killed in Plane Crash Moscow (IP) The plane carry ing Romanian Premier Chivu Stoica to the Moscow anniver sary celebrations crashed here Monday killing a top Romanian Communist and three crew mem bers, the official Soviet news agency Tass reported today.
