One step toward this goal al ready has been taken in Project Stratoscope, a high altitude pho tography program which al ready has revealed information of possible importance to man's efforts to harness H-bomb reac tions for industrial power. ' A second step, known as "Stra to II," is in the planning stage. Sometime in 1961' it will hoist a 36-inch telescope by balloon Virginia Officials Seek To Keep Segregation Richmond. Va. V Officials are seeking new means to pre serve the state's tradition of ra cial segregation in the schools. The U.S. Supreme Court Mon day toppled the state's pupil- placement law. designed as the keystone in Virginia's program of "massive resistance"' to court- ordered integration. Gov. Thomas B. Stanley said the state would "continue to use every legal and proper means" to block integration attempts. He said there were other weap ons at hand. Stanley apparently referred to companion laws to the pupil-placement plan, which would automatically close inte grated school and withdraw state funds from schools that do inte grate. Cited Laws However, both a federal dis trict court and the U.S. 4th Cir cuit Court of Appeals cited those laws as the reason for striking down the pupil-placement act. Attorney General Kenneth C. Patty refused comment on the high court's action until he con ferred with Stanley and lawyers who handled the case, probably in the next few days. Still unanswered was the ques tion of what, if any, effect the court's action might have on the state's gubernatorial election Nov. 5, in which the dominant issue has been the best means of assuring continued school segregation. Lindsay Almond, the Demo cratic candidate who is a former U.S. attorney general, said the Supreme Court's refusal to re view a lower court ruling order ing integration in Newport News and Norfolk would not "change my position one iota." Lyman Spitzer Jr., director of the Princeton University Observatory, and Dr. Martin Schwarzschild. also of Princeton, who is chief investi gator for Project Stratoscope. This project, Strato I, already has launched cameras nearly 20 miles into the sky by means of mammoth balloons. The first flight, on Sept. 25, produced pic tures taken of the core of the sun at an altitude of 81,500 feet. The second, on Oct. 17, brought back films of the sun s edge. Hoffman had ordered Norfolk and Newport News to end segregation by last September, but said he would not order integration in the middle of a school term. Michigan Condemns Oregon Lumber Salem IPi Destruction of a carload of Oregon lumber by Michigan officials last summer because of the presence of damp- wood termites has been disclosed by the State Agriculture Depart- i ment. Plant Industry Chief Frank Mc Kennon said the condemned lumber was discussed at a meet ing of the national plant board m St. Louis, Mo., last week. Most delegates felt that damp- wood infested lumber need not be destroyed, McKennon said, but that the pest should be elim inated at the point of origin by fumigation, heat treatment or drying "of the lumber. District Attorney T. E. Brown hill signed a complaint earlier which accused the woman of abandoning her day-old baby in St. Mary's Catholic church a week ago.
