RESCUE D William Wyatt, 25, shown just before taking off from Galveston, Tex. on an attempted ocean-spanning record flight to Rome, Italy, plunged into the sea just 37 miles from land. He was rescued by a Spanish fishing boat less than 10 hours after he was last heard from. He was found clinging to the wing of his plane which remained afloat. Mrs. James Grieve and Mrs. Leo Hoag attended the leader ship conference at Black Oaks, Oct. 17 and 18. Holmes Says Five Days Enough for . Special Session ' Portland OP) Gov. Robert D. Holmes says five days sould be enough to handle the tax surplus matter at the special session of the Oregon Legislature starting next Monday. Holmes told the League of Oregon Cities convention here Monday there was no place in the upcoming session for "out side" legislation. He scoffed at talk that members of the Legisla ture "wont get home until Christmas." The governor said he would ask the special session to provide a flat 10 per cent income tax re lief, increase the basic school support fund and then adjourn. Holmes said his suggestion would result in some $23 to S25 million of the estimated $69 mil lion "surplus being turned back and leave a "cushion" for 1959. Must Face Fact "Any course that would re duce the surplus to less than $50 million must honestly face the fact that in the next legislative session taxes would have to be raised again," he said. The league was told by another speaker that Oregon has failed to keep pace with the rest of the nation economywise be cause of lack of diversification. Dr. Wesley C. Ballaine, a re searchist at the University of Oregon, said Oregon's per capita personal income was $32 under the national average in 1956. He said in 1940 Oregon was $28 over the U.S. average and in 1946 the state's per capita earn ings were S147 higher. Some 600 public officials were attending the convention which runs through Tursday. Washington W A . B. Homer, president of Bethlehem Steel Corp., told Senate inves tigators the company's S5.20-a-ton increase in steel prices this summer was "modest" and com pletely justified.
