United Press Full Leased Wire No. 150 OREGON, TUESDAY, OCTOBER 15, 1957 18 Pages TV J$IF?71C MEDFO o o 9 Estimated Damage in Fire About $70,000 The early Sunday morning fire, which destroyed the Bruce Bauer Lumber company, 765 South Riverside ave., Medford, and damaged the S-W Floor Cover shop, did an estimated $70,000 damage, owners of the firms said today. The fire was reported about 12:40 a.m. Sunday, and firemen were on the scene until 4 a.m. Paul Bauer of the lumber company estimated damage to the firm's building and stock about ' $60,000. Stock included lumber, plywood, roofing mater ials, paint and hardware among all types of building material, he said. Corered by Insurance Bauer said the loss was com pletely covered by insurance, and he conferred with insurance adjustors today. He said the company intends to rebuild as soon as possible. Cause of the fire has not been determined, Bauer said, and added he found no indications it started from a trash fire. Insur ance adjustors and company offi cials continued to try to deter mine the cause today, he said. Fire Chief Gordon Barker yes terday said reports to him had indicated a trash fire may have been the cause. River Section of New Freeway Has Priority .Grants Pass The Grants Pass-Gold Hill section of new Highway 99 will have a con struction priority over other new sections In southern Ore gon, Chamber of Commerce of ficials here have been advised. L. C. Hansen, chamber man ager, has been advised the freeway-type highway, to run along the east side of the Rogue river, and through the town of Rogue River, will be built before the freeway by-pass of the Medford business district. Hansen said also the commis sion expects to let a contract for construction of a bridge across the Rogue river at Seventh st. in Grants Pass within a year. Texas Rainfall To Dwindle To Showers By UNITED PRESS Texas skies pumped new trans fusions of heavy rain into al ready overflowing rivers and streams early today, but the weather forecast indicated they would dwindle into showers. Both Southeastern Texas and the Southwestern Louisiana coast got heavy rainfall amounts. Nearly 3 inches fell at Beau mont. Tex., since Monday night, and Houston received 3.77 inches. Teamsters7 Attorney To Ask Court To Set Washington HP Teamsters Union attorneys prepared today to ask the U.S. Court of Appeals to let James R. Hoffa take of fice as union president. Hoffa To Be Arraigned The union's lawyers want the court to set aside a temporary federal district court in injunc tion preventing Hoffa from tak ing over command of the na tion's largest union for 10 days. The 44-year-old Hoffa, who was planning to take over from Dave Beck possibly today, also was to be arraigned today in f ? i A 11 f ftl) J? I Floreon K. He said it would be a couple of days before a definite figure is established, and added that an inventory is now under way. Rear of Building Damage to the floor covering firm was limited to the rear of the building. Linoleum rugs, tile, asphalt and asbestos tile, carpets and rug padding were among supplies damaged, he said. Waters said the fire will not interfere with operation of the business with the exception of a few orders which were dam aged. Those will be filled as soon as possible, he said. He commended the fire de partment for its action in ex tinguishing the fire in the floor covering shop. Sputnik Reported Seen Over Portland Portland W The Russian rocket which launched Sputnik, the earth satellite, was reported seen over Portland at 5:16 a.m. today. Robert Boardwell of the Grout school moonwatchers reported seeing the third-stage rocket which he said was ''brighter than the north star." He said that he did not see the Sputnik, which is about three minutes behind the rocket. Boardwell said the rocket traveled in a northwest to south west direction and was visible for about a minute. He said a check with binoculars was needed to help identify it. '"It looked a lot like an airplane," he said. Boardwell said that he talked to the Smithsonian Institute by telephone this morning and that his sighting had been confirmed. The satellite rocket also was reported seen at Depoe Bay at 5:15 a.m. by Ashton Roberts, a Naval reserve pilot. He said it was visible for about five min utes and that it traveled toward the southeast. Man Pleads Innocent To Mail Fraud Charge Portland IF William S. In gram, Oakland. Calif., today be came the seventh person to plead innocent to mail fraud charges here in connection with the Bailey Lumber company of Eugene, now bankrupt. The 'eighth person charged in a 27-count indictment, Alfred Bailey of Menlo Park, Calif., pleaded guilty and was sen tenced to three years on proba tion. Others scheduled for trial in clude Richard G. Bailey, 36, one-time president of the Eugene firm. The eight were accused of using false lumber sales invoices as collateral for bank loans. Aside Hoffa Injunction New York on federal wiretap- conspiracy and perjury charges. His lawyers are seeking a post ponement of trial on grounds disclosures by the Senate Rack ets Committee prejudiced case against Hoffa. Beck Staying In Federal District Judge F. Dickinson Letts signed the tem porary injunction Monday con tinuing Beck in office. Beck has agreed to step down before his term expires Dec. 1. Letts held there was a chance Hoffa would "consolidate un - Eisenhower Given Frank Evaluation Of Research Vork Scientists Meet With President Washington H? A group of America's top scientists today gave President Eisenhower a frank evaluation of basic feder al research in a multitude of scientific fields. The scientists were members of the Science Advisory commit tee. They apparently were under strict orders not to discuss their 45-minute conference with the chief executive. Dulles Arrives As the scientists filed out of the west basement entrance of the White House, Secretary of State John Foster Dulles arriv ed by limousine and went into conference with the President. Eisenhower's meeting with his 13-member science advisory committee came against a back drop of strong new demands from two Democratic senators for a speedup in the U. S. inter continental ballistic missile pro gram. The session with the scientists was scheduled before the Rus sians popped an artificial moon into a globe-girdling orbit Oct. 4. But White House Press Sec retary James C. Hagcrty said missiles and satellites were on the agenda. Former Defense Secretary Charles E. Wilson said Monday he thinks this country has. kept pace with Russia in military strength in the past five years. But he said it was a "matter of opinion involving many fac tors" whether America is strong er than Russia now. Symington States Disagreement A far different view came from Sen. Stuart Symington (D Mo.). He declared Russia will be able to bombard the United States with ICBMs within two or three years. He said it is ahead of the United States. Symington, a former Air Force secretary and a member of the Senate Armed Services Committee said the administra tion cutbacks, had slowed the missiles programs. He renewed his demand for a special session of Congress Monday at a press conference, asserting a "great deal more" money can be used profitably to speed up the pro-grain. Krishna Menon Urges Disarmament Plan United Nations. N.Y. HP Indian Defense Minister V. K. Krishna Menon pressed the United States and the Soviet Union in secret talks today to work out a compromise plan on disarmament. The 60-year-old Indian diplo mat had been scheduled to be the main speaker in today's dis armament debate in the main political committee. But he post poned his appearance until Wed nesday in hopes today's behind-the-scenes talks would bear fruit. Krishna Menon talked Mon day with U. S. Ambassador Hen ry Cabot Lodge and UN Secre tary General Dag Hammar skjold. He was understood to have a dinner engagement tonight with Harold E. Stassen, President Eis enhower's disarmament expert, and Soviet Foreign Minister An drei Gromyko. Three Youngsters Hurt As Bus Goes Into Ditch Salem HP Three teen-agers buffered minor injuries Monday when a Salem school district bus slid into a ditch about a mile east of Brooks. Only five students were on the bus at the time of the accident which occurred when a soft shoulder gave way. Injured were Linda Morley, 16; her sister, Di anna, 14, and Louella Smith, 15. Honolulu OP Local military sources speculate that Britain was preparing for new hydrogen bomb tests following a Royal Air Force order requesting all U.S. aircraft to bypass the area surrounding Christmas Island. Hoffa was victorious by a 3-to-l margin. Election Allegedly 'Rigged' The judge acted on a plea by 13 rank-and-file Teamsters who charged that the election was 'rigged" so that Hoffa could not 'lose. Booster Unit Falls Off Weapon 1,000 Feet in Air Military, Public Officials View Test White Sands Proving Ground, N.M. HP The first public fir ing of the Navy's Talos anti aircraft missile failed today when a booster unit fell off the weapon at 1,000 feet. Firing of the second Talos missile was cancelled. The firing was delayed until shortly after 10 a.m. (MST) by overcast skies. The firing was carried out before a large number of mili tary and public officials and newsmen. A B17 drone aircraft guided by radar controls was the target. Can Carry Atomic Head When the booster unit failed, the missile was permitted to continue into an impact area of the range, propelled by its ram jet engine. Although capable of carrying an atomic warhead at super sonic speed hiahcr than any known bomber can fly, the mis sile fired today carried no ex plosive or nuclear charge. The drone plane was flying at high altitude about 25 miles away from the launching area. A spokesman said the missile would be tested here at least 18 more months. Land-Based Version Prior to the firing, the Navy turned over the weapon to the Army for land-based '" use. The missile under test is a land based version of the Navy's Talos shipboard missile system. If further tests warrant, the Army plans to incorporate the Talos into the nation's air de fense network. The Navy announced that the Talos in its first test firing in 1954 reached supersonic speed and shot down a target at 25 miles. But informed sources have estimated its slant range now at about 100 miles and its speed at about 1,000 miles per hour. Court Reversals May Result in New Trials Washington HP The Justice department said today two Com munist leaders whose convic tions were reversed by the Su preme court Monday "will un doubtedly be re-tried." The reversals, however, will delay for probably a year a final ruling on the constitutionality of the Smith act's "membership clause." This part of the law was challenged by the pair Claude M. Lightfoot of Chicago and Ju nius Irving Scales of the Caro linas. The Scales-Lightfoot cases were included in an avalanche of orders announced Monday by the court on appeals piled up during its summer recess. Pistol-Draw Contest Leaves Hunter Dead Dayton, Wash. HP A pistol drawing contest between two brothers was fatal to one Monday during a hunting trip 15 miles southeast of here. Columbia County Sheriff E. E. Warwick reported. The victim was identified as Carroll F. Edwards. 37, Everett, who was killed when a pistol held by his brother Duane, 28, was discharged accidentally. Warwick said the third mem ber of the party, Norman Lefest, Snohomish, told him that the brothers had often engaged in contests to see who was quickest to draw a pistol from a holster. However, he added, the guns had never been loaded in previous contests. The shooting occurred while the men were preparing break fast in their tent on Maloney mountain, the sheriff said. Collapse of Building Fatal To J I in India Calcutta, India HP Eleven persons were killed when a 100-year-old two-story building col lapsed early today. The Negro children are in their third week at the formerly all-white schooL Treasurer's Office Receives Quarter Check From Stale The Jackson county treasurer's office received a first quarter check for 5132,170.99 by mail this morning as the county's share of the state highway fund. The payment was for the quar ter from July 1, 1957, to Sept. 30, 1957. The money comes from fees received by the state for motor vehicle and operator registration, vehicle fuels taxes, carrier fees anj fines. It. will be -placed- in the county's motor license fund and transferred to the County's general roads fund by court or der, a spokesman for the county treasurer's office said. The amount apportioned out by the state is based on the num ber of cars registered in the county during the previous year. There were 37,521 cars regis tered in Jackson county in, 1956 on which this fiscal year's fees are based. The county received 5136.982. 80 for its share of the state high way fund for the same quarter the previous fiscal year. It was 54,812.81 more than the current quarter's check. However, the 1956 registration of 37,521 ve hicles, the basis used for figur ing this year's apportionment, is 1,073 more than the 36,448 ve hicles registered in 1955, the ba sis for the previous year's fund apportionment. Possible explanation is that less money was received by the state because of smaller collec tions of fines, gas taxes, and reg istration fees, a spokesman said. Respiratory Disease In Half of Oregon Portland (W The State Board of Health said today that reports from about the state in dicate that an epidemic of res piratory disease is now occurr ing in about half the counties in Oregon. However, the board said there was not yet enough evidence to label it as Asan flu. Statistics showed 2471 cases of flu in Oregon last week, more than any week in recent years. Not all cases, of course, are re ported. The board said the outbreak is well ahead of the normal flu sea son. The last comparable out break was in December of 1943. The number of confirmed Asian flu cases in Oregon reached 49 today. Ike To Meet With Southern Congressmen Washington HP! President Eisenhower agreed today to meet with five Republican congress men from the South to discuss the possibility of withdrawing all federal troops from Little Rock, Ark. The conference was requested by the five Republicans in a telegram to the President last Thursday. The warning was contained in similarly worded letters lo the Socialist parties of Western Eur.pe, with the governing Danish Social Democratic party in Copenhagen the first to release the details. The latest move in the Moscow propaganda campaign in the Middle Eastern situation came amid these other developments: Well-informed diplomats in Cairo said that Egypt sent military forces into Syria to head off the possibility of the Soviet Union sending "volunteers" to that country. An official spokesman for the joint Egyptian-Syrian military command said today Egypt sent heavy armor and f oviet-built jets to Syria primarily "to participate in any war operations with the Syrian army." ueen's Motorcade Tours Ottawa, Quebec Ottawa HP) Queen Eliza beth put her foot on the soil of old French Canada for the first time during her present tour today when she and Prince Philip went to Hull on the Que bec side of the Ottawa river and signed the city's Golden Book. The stop in Hull was the first of several which she made in the course of a two-hour motor cade through the streets of the capital here and the Quebec pulp and paper mill city. The climax of the tour was the ribbon-snipping ceremony in which her majesty officially op ened the new Queensway ex pressway, a new by-pass route intended to relieve the major traffic congestion problem of the Canadian capital. Mayor .Greets Her In the ceremonies at the Hull City Hall Her Majesty and Prince Philip were met at the steps by Mayor Thomas Mon cion and taken directly into the Council Chamber where she signed the city's Golden Book. The Queen was given the same pen for the signing ceremony which she had used when sign ing the book six years ago as Princess Elizabeth. The Hull au thorities had kept it in the city's archives. Some 4,000 persons crowded into the square around the City Hall to watch the colorful cere mony. Architects Asked To Submit Plans Salem (IPi Architects were invited by the State Board of Control today to submit plans for a new labor and industries building on the Capitol Mall. Applications should be direct ed to John Richardson, director of finance and administration. The new building will be built as soon as property in the Capitol Mall opposite the highway de partment building is cleared. A church now on the property will be vacated by January, 1959. At the same time, the board approved a general proposal governing submitting of plans for state institutional building. The state finance director will have charge of preliminary plan ning and design, but final selec tion of an architect will come only after approval of the Board of Control. Collections in 48.9 Per Cent The total collected in the United Medford Crusade has reached 561,269, or 48.9 per cent of the goal of S123.130, accord ing to pledges reported at yes terday's UMC luncheon. Robert A. Johnson, campaign chairman, said the total now is 56,300 more than what was pledged at this time in last year's campaign. The public employees division reported it had reached 90.8 per cent of its goal. Other division reports were lumber, 61.4 per cent complete: service, 56.7 per cent: professional 53.8 per cent; retail 42.9 per cent; distribu tion 35.5 per cent; and commer cial, 10.4 per cent. The special gifts division reported 75.8 per cent of its goal complete. Russ Hoeue, reporting on the lumber division, said Timber Little Rock. Ark. HP) Maj. Gen. Edwin Walker proceeded slowly today to put into effect Army Secretary Wilber M. Brucker's order to fly half of the Little Rock integration task force back to Fort Campbell, Ky. Walker's headquarters worked just as slowly on Brucker's order to muster out 8,500 of the ap proximately 10,000 Arkansas National Guardsmen and Air Guardsmen federalized when 1,000 troops from the 101st Air borne Division were flown into Little Rock, Sept. 24. Mechanics Considerable Capt. James E. Smith, a spokesman for Walker, explain ed that the mechanics of trans lating Brucker's orders into de tailed, specific orders for troop movements were considerable. The White House said today that President Eisenhower ap proved in advance Brucker's de cision to cut in half the para trooper force on duty. The White House also said the President hopes a solution of the integration impasse "can be reached and be reached as soon as possible." Army spokesmen refused to discuss a report that all troops may be withdrawn over the week end, leaving local author ities and federal agents with the job of protecting nine Negroes integrated into Central High school. Acted To Insure Integration The 1.000 men from the tough luist Airoorne Division were flown in and the Arkansas Na tional Guard federalized Sept. 24 by order of President Eis enhower. The President acted then on the advice of local authorities who told him local police were powerless to put down violence and insure the integration of Central High. Brucker announced late Mon day that "in recognition of the generally orderly situation" now prevailing in Little Rock he was drastically cutting the military force on integration duty. Planners Call Special Meeting October 28 The Medford planning com mission will hold a special meet ing Oct. 28 to consider calling a hearing on a zone change and to consider vacation of an alley in the Consolidated addition. The zone change request is from class IA, single family, to Class II, multiple family, in an area in the Berrydale district. A tentative plat of the West wood subdivision extension was approved, and action on a re quest for an extension of Laur-sen-Gregg subdivision was de ferred until the county sanita tion engineer approves a pro posal of one septic tank per two lots. The commission recommended annexation to the city to resi dents on South Riverside ave. seeking a sanitary sewer. Pilot Escapes Crash Of Plane in 5. F. Bay San Francisco TP) A twin engined F2H-3 Banshee jet fighter from Alameda Naval Air Station crash-landed in the bay north of Treasure Island short ly before noon today and the pilot was immediately rescued by a crash boat. The pilot's name was not im mediately revealed. Salem (W Hugh R. Kirk patrick, Navy veteran of World War I, has been named by Gov. Robert Holmes to head the an nual Veterans Day celebration Nov. 11 in Oregon. UMC To fa! of Goal Products employees and firm pledged 100 per cent more than last year, and Chandler Drew, John Porter, Arnold Kornstad and Ralph Merton of Medford Corporation said the firm was 100 per cent complete with gifts totaling more than last year. Others recognized were Ray Mencke with the hardware sec tion of the commercial division near complete, Dick Henselman with 90 per cent of the real estate section reported, and Dean Robertson with a large portion of the unclassified section of the distribution division complete. Ed Haas introduced George Tucker, California Oregon Pow er company plant chapter lead er, who noted that Copco em ployees have contributed 56,500, representing S700 more than was donated at this time last year.
