The plane was trying for a landing when the crash occurred. Reference To 'Tunnel Therapy' at Hospital Interrupts Hearing Portland W A reference to sharply by Democratic members "tunnel therapy" at Oregon state hospital Wednesday inter rupted a congressional hearing into management of Morningside mental hospital here. "Tunnel therapy," not a recog nized psychiatric term, was de scribed to congressmen here as the "emotional relationships" in an Oregon state hospital servica tunnel that sometimes result in pregnancies. Dr. William W. Thompson, former medical director at Morningside and now on the staff of Oregon state hospital, dis closed the existence of such try sting places at the Salem insti tution and added they "were sometimes a source of embarrass ment to officials." Treatment Not Advocated Dr. Thompson was questioned U. 5. Ambassadors Discuss Foreign Policy at Meeting London (W U. S. ambassa dors from nine nations including Russia assembled here today for secret talks on American for ' eign policy, new Soviet moves and Germany's post-election out look. The meeting is the State De partment's annual Northern Eu rope conference. Assistant Sec retary of State Walter Walmsley flew to London to preside. Moscow envoy Llewellyn Thompson, NATO Ambassador George Perkins and envoys to Canada, Iceland, Ireland. Brit ain, Sweden, Norway, Finland and Denmark joined in the two day session at the U. S. Embassy. Comment Refused Officials refused all comment on the agenda except that "mu tual problems" would be dis cussed. However, authoritative sources said two major regional subjects would come up for study: The Baltic, where Russia is busily waging a diplomatic and propaganda offensive against NATO unity. Some segments of Scandinavian public opinion are considered particularly vulner able to Moscow's alternating threat-and-peace offensives. Germany, where pro-Western Chancellor Konrad Adenauer has just won a new. four-year term and where Russia has re cently hardened its attitude to reunification except on Com munist terms. Somebody Didn't Coordinate Defense Raleigh, N.C. HP) Every body agrees on one thing: Some body was not coordinated dur ing Raleigh's civil defense "take cover exercise" this week. Civil defense officials say the test was only a "moderate suc cess" and they claim the rea son was "lack of coordination" in the police department. The police don't quite agree. They maintain it was the CD of ficials who weren't coordinated and they have a letter to back up their contention. The letter, written last month by defense officials, said the drill "will be during mid-afternoon, Wednesday, Sept. 18." The drill was called during mid-afternoon, Tuesday, Sept. 17. OCCIDENTAL FLU Milwaukee UP Pride in the home town is first even when it comes to a virus. Mayor Frank Zeidelr, in bed with-what he diagnosed as influenza, said "I don't think it's Asian it may be the Milwaukee variety." SPORTSMAN DIES Cold Springs Harbor, N. Y. (ii" Benjamin T. Fairchild, 74, sportsman and former chemical executive, died Wednesday of leukemia. of the government operations subcommittee regarding his ref erence to "tunnel therapy" and his statement that "it may well be . . . that such activity going on in the tunnel is actually help ful to the patients involved and is actually a part of their moti vation to becoming well and leaving the hospital. Dr. Thompson was accused of advocating a radical departure from public policy in regard to mental patients. But the psychia trist insisted "I do not recom mend such treatment Wednesday's testimony at the Morningside hearing included a statement from the North Paci fic branch of the American Psychiatric Association in which Morningside was credited with an "exceptionally" good job of caring for Alaskan mental pa tients. Politics Mentioned Again The report said, "In respect to medical programs, we were im mediately aware of the diversity of the problems the institution is expected to solve." The psychiatrists who exam ined the hospital also reported that "the hospital is expected to care for acute and chronic men tally ill, including some crimi nally insane and tuberculosis patients, as well as mental de fectives, both infants and adults, and a progressively increasing number of patients with behav ior problems." The report commented on "a most wholesame atmosphere" which it said pervades the entire institution. The Wednesday hearing was again marked by denials from Democratic members of the sub committee that the investigation had political motives. Rep. John Moss (D-Calif.) said it was "false" to assume that Demo crats on the subcommittee had come to Portland with pre-con-ceived opinions about Morning side. He said the group had the solemn responsibility to see if Morningside were living up to its government contract. Morningside hospital here cares for mental patients from Alaska. Steering Engine Switch Turned Off, Coast Guard Told Portland (IP) The Coast Guard today called other wit nesses from the Norwegian freighter Thorshall as it con ducted a hearing here into the sinking last week of the Army Engineers' dredge William T. Rossell in Coos Bay with loss of four lives. Switch Turned Off The master of the Thorshall, Capt. Mathias Mathisen, testi fied Wednesday. He testified that after the Thorshall had col lided with the Rossell the elec trician on the Thorshall found a switch which starts the steer ing engine on the vessel had been turned off. Capt. Mathisen told the three man board of inquiry that the failure of the switch was the probable reason why the col lision accurred. He also testified that a new starter for the steer ing engine was installed in the ship during a recent drydocking at a Vancouver, B. C. repair yard. Other Witnesses Due Other witnesses scheduled to be called include Rolf Wiig.chief engineer; Bernard Anderson, electrician: Egil Rogne, helms man, Jan Johansen, second engi neer, and Fritjas Olsen, chief mate. Capt. Mathisen said that as far as he knew the ship's steering equipment was in good condi tion when the vessel left Coos Bay. But he said the Thorshall failed to answer the pilot's call for "hard starboard" and that the ship swung gradually to port and toward the dredge. Logger Crushed To Death In Mishap Near Estacada Estacada OP) Kenneth Ralph Vaughan, 39, of Eagle Creek, was crushed to death at a re loading platform east of here Wedresday. Vaughan was helping to re move a log from a truck when it slipped and fell on him, Esta cada Police Chief Jim Bordon said. AntD-CMffa Prove Pushes Ahead After Sizzling Report by AFL-CDO Committee Washington HP Hoffa- drive in the embattled Teamsters Union spurted ahead today on the jpasis of a sizzling report on Teamster corruption by the AFL-CIO Ethical Prac tices Committee. Labor sources said highly placed Teamster officials now have joined the campaign to block the bid of James R. Hoffa, Midwest Teamster boss, to be president of the 1,400,000-mem-ber trucking union. The committee report charged Hoffa, a Teamster vice-president "associated with, sponsored and promoted the interests of notor ious labor racketeers" in viola tion of trade union morality. A Sweeping Indictment The report said the Teamsters Union as a whole is dominated by corrupt influences and does not measure up to AFL-CIO eth ical standards. If adopted by the AFL-CIO Executive Council at its New York meeting next week, the report will undoubt edly lead to a clean-up-or-get-out order to the Teamsters. The 64-page report was seen as a blunt warning to the Team sters that election of Hoffa at their forthcoming Miami Beach, Fla., convention will assure their expulsion from the AFL-CIO. The anti-iHoffa is currently the leading contender' for the presidency being vacated by Dave Beck, who is not seeking reelection. The report said not only Hof fa but Beck and Teamster Vice President Frank Brewster also "extensively" used union funds for personal purposes. The find ings amounted to a sweeping in dictment of the present Team ster leadership and a warning to the Teamster membership that no cleanup will be acceptable while the. present hierarchy re mains in power. Report Excluded Members The committee specifically ex cluded rank and file members of the nation's largest union from its indictment, asserting they "want and are entitled to have a clean union." The report said Hoffa violated trade union morality by misus ing union funds, borrowing money, from employers with whom the union dealt and bene fitting personally from settling a strike. 'JULIETTE DAY' DIES Northport, N.Y. OP) Mrs. Juliette Day Whitney, who ap peared in several Broadway pro ductions as Juliette Day in the 1920s and 1930s, died Wednesday. Its strongest language was re served for Hoffa's connections with New York mobster Johnny Dio and other "notorious labor racketeers." "The list of many of Hoffa's proteges and friends reads like a rogues' gallery," the commit tee said. "We do not accept Hof fa's explanation that these asso ciates were an attempt to reha bilitate juvenile delinquents." ARTY ANNOUNCED London (IP) Buckingham pal ace has announced that Prime Minister John Diefenbaker of Canada and British Foreign Sec retary Selwyn Lloyd had been invited to accompany Queen Elizabeth II during her six-day visit to the United States next month. The Queen and her hus band, the Duke of Edinburgh, are due to arrive in Jamestown, Va., Oct. 16.
