We had to rehabilitate our whole military program. It took time, effort and money. I hope that all of us have learned from that experience the we can never again let our guard down so long as the mas ters of the Kremlin persist in their purpose of world conquest. This la no time to fool with our defense requirements. Many Problems We have many problems, in cluding the difficult problem of domestic inflation. But let us not go "econmy mad"and get ourselves into position to en courage the enemy to do what he is doing in Syria, Egypt and 11 over the world. Because we are a peaceful people and because we are re luctant to appear militaristic, let us no go so far the other way as to make the historic and characteristic American mistake of being the first to disarm, as we did in 1920 .on the false promise of "outlawing war." I suggested in a previous dis patch that we should take steps through the United Nations to stop the shipment of Russian arms which are clearly earmark ed for aggression, as openly dis tinguished from the shipment of arms for purposes of defense of legitimate national 'interests. Military Dictatorships We distrust military dictator ships, even those established on the pretext of internal security. And certainly we should do little to encourage military dictator ships that openly declare them selves determined eventually to invade and destroy their neigh bors. It would appear that the new dictators of Russia are currently having difficulties with their po litical hierarchy at home and with the peoples of their satellite nations. All through history, whenever military dictatorships get into difficulties, they in ir II III llfl-IIA1 variably embark on military ad ventures. We must be alert, therefore, to the possibilities that the Sov iets are now combining their ancient dream of possessing the Middle East with its vast stra tegic wealth, while at the same time using their penetration of Syria and Egypt to divert atten tion from their own troubles. I would suggest that the Unit ed Nations Security Council be summononed to deal with this new threat to peace. Should Take Steps At the same time our Govern ment should take immediate steps to correct the prevailing impression that our holy policy is to "wait and see." As matters stand now, the Suez Canal may be all but lost. The Middle East could well be lost. And if the Russians achieve their ultimate goal of control of the Middle East and its resources, we may well lose all of Europe. From my experience with the Russians, I have learned that they are bound to move where we fail to make clear our inten tions. For example, shortly after the end of the second World War, Stalin and Molotov brazenly re fused to keep their agreement to withdraw from Iran. They persisted in keeping their troops in Azerbaidzhan in Northern Iran. Formal steps were taken through diplomatic channels and the United Nations to get the Russians to withdraw. Russia persisted in her occupation until I personally sav to it that Stalin was informed that I had given orders to our military chiefs to prepare for the movement of our ground, sea and air forces. Stalin then did what I knew he would do. He moved his troops out. Falter In India-China More recently, in 1954, the Russians saw us hesitate and falter in Indo-China. Some may say that we are in the position of locking the barn after the horse has been stolen. But I do not think so. I believe that we can save the situation not only, for the free nations but even for the people of Syria and Egypt who for the moment are being mis led. But we must deal with the problem realistically and in time, if we are to succeed. One of the effects of the tm settlement of the Middle East may be to put a stress on the economics of Britain, France and other Western nations. Already Raise Question It is evident that the Russian moves have already raised the question of the continued avail ability of oil the lifeblood of the Western countries with the result that severe strains have already been imposed on their economics. This, too, could be serious. We cannot stand by and allow these nations to drift into situa tions beyond their capacities to cope with them. Before even a danger point is reached, we might well consult with the British and French, indispens able Allies, about what steps may be needed to prevent any trade or currency strains upon them. I understand and sympathize with what the President has to face at this time. I know the great pressures on him and the many conflicting counsels he must get. It is not my intent to be critical of the President at this time. "The President, alone, of course, must make the final decision since he is in a position to know all the facts. Corporation of Spokane, Wash., here Friday af ter attorneys for the firm had pleaded guilty to 20 counts of illegal pooling of shipments. Federal Judge Gus Solomon also warned the firm that if it is brought back into court again the maximum sentence will be imposed. The firm previously was judg ed guilty of an illegal leasing arrangement. The firm was accused of pick ing up lass than truckload ship ments and combining them with oiher small shipments. The government said shippers were then given allowable dis count for a full shipment, a practice contrary to federal law. (IB The latest detonation of a nuclear de vice was made so high above the ground about 1,500 feet in the air that it resulted in virtually no radioactive fallout, scientists reported Saturday. The Atomic Energy commis sion said the shot, fired Friday from a helium-filled balloon, was virtually "clean" because it was detonated so high above ground it did not suck up dirt from beneath the balloon. Observers said the stem of the mushroom cloud formed by the blast failed to touch the earth. The flash of the fireball, how ever, was visible as a brilliant orange glow in the sky to the observers on this peak 55 miles from ground zero. The AEC announced its next test was scheduled for Thursday, Aug. 29, and would be a tower shot. Fire Friday night caused between $50,000 and $70, 000 damage at the Snow Peak logging camp of the' Willamette Lumber company near here. The fire started from an ex plosion during welding opera tions. Five buildings were de stroyed during the blaze, which, was confined to the camp except for a few small spot blazes in nearby timber. They were quick ly extinguished.
