Thornton. They are: Fixing state boundaries: Re peals obsolete constitutional pro vision describing state bound aries. Authorizes modifying of existing state boundaries by in terstate agreement witM approv al of Congress. 'Temporary appointment and assignment of judges: To auth orize the Supreme Court to ap point temporary judges to the Supreme Court and lower courts and to assign lower court judges to serve temporarily outside of the district for which they were elected. Increasing funds for war vet erans' loans: To increase from four per cent to six per cent of the assessed valuation of all the property in the state as the maximum limitation on the amount of state bonds that may be issued to raise funds to make farm and home loans to World War II and Korean war vet erans. Grand Jury BUI Up Special grand jury bill: To authorize the Legislature to en act laws permitting the calling of a special grand jury. Repealing death penalty: To eliminate the death penalty for first degree murder. Salaries of state legislators: To amend Oregon constitution by increasing salaries of state legislators from $600 to 1200 per year. Authorizes discontinuing cer tain state tuberculosis hospitals. To permit the Board of Control to discontinue using the Eastern Oregon and University State tuberculosis hospitals, in whole or in part. Board could desig nate the use for any other state institution or agency. . County home rule amend ment: Authorizes the voters in any county to adopt charter to provide for the exercise of au thority over matters of county concern. Initiative and referen dum powers also are reserved to the legal voters of counties adopting a charter. Nuclear Power Mentioned Authorizing different use of state institution: Authorizes the Legislature to alter, reduce, en large or terminate the use or purpose of any state institution located outside Marion county any time after 10 years from the date of the election which located the institution. State power development: Em powers the state to acquire and develop water, thermal and nu clear power generating facilities. State may develop electrical energy for transmission and sale on wholesale basis or directly to industries using 10,000 kilowatts or more. Modifying county debt limita tion: Authorizes Legislature to fix maximum limitation on coun ty bonded indebtedness incurred in carrying out purposes pre scribed by law. Financing urban redevelop ment projects: Makes possible for property taxes levied against property included in an urban redevelopment or renewal pro ject to be divided so that taxes levied against any increase in value of such property shall be used to pay any indebtedness incurred in carrying out the project. New Trailer Rental Business Starts A trailer rental business has been started next door to 1603 North Riverside St., it was an nounced today. Articles of incorporation were filed yesterday at Salem. They were signed by Robert A. and Marjorie Boyer, Robert and Lilah Kennedy, all of Medford. The hew firm, which started two weeks ago, will handle long term rentals. Trailers will be rented for vacation purposes later, partner and co-manager Robert Kennedy said. The new firm plans to rent 20 trailers compared to the pres ent five. Rental periods now average 10 months. Kennedy said the business actually started two years ago with an old trailer. Egypt Will Work on Canal Improvements Cairo OPI Egypt will spend $22,400,000 of this year's Suez Canal revenues for improve ments on the waterway, the weekly newspaper Akher Saa said today. The weekly also said Egyptian minesweepers had cleared all mines from the Gulf of Suez. SHIPPING LEADER DIES Rome Wl Carlo A.
