Jim SI. 1837 South Loses Major Battle in Senate Over Ciyil Rights Wa.-hins'rn F The South has lost a major ba'.t'e in the Senate for the first time over civil rights legislation, but has not yet lost the v.ar. The bizgest battles are stil! to come and probably will tie up te Sen.'t'e during most of July in a filibuster. But even then, the chances that southern Democrats can defeat the bill will be much less bright than in past years. Fint Hound Victory Supporters of the House ap proved administration civil rights biil won a first round victory in the 1P.57 struggle Thursday night. By a vote of 45 to 39, tiie Senate refused to follow normal procedure to send the Hyuse bill to its Judiciary Committee, where a similar measure ia been bottled up since last winter. The effect of this voe was to hold the bill in the Senate. . where it can be taken up by s majority vote like any bill re ported hv a Senate committee The motion to take up the bill Is not expected until shortly aft er the July 4 holiday. Need 64 Votes Because that motion will be subject to filibuster, it can, in fact, be carried only if support ers of the bill can muster the 64 votes required to shut off debate under the Senate's anti filibuster rule. Thursday night's vote did not represent a true test on the civil rights issue because It came on a procedural question and in volved a departure from Senate custom. For instance, a number of northern and western Demo crats, such as Sens. John F. Kennedy (Mass.), Mike Mans field (Mont ), and Wayne L. Morse (Ore), who favor civil rights legislation, lined up with the southern bloc. They believed the bill should have been re ferred to committee and an at tempt made later to discharge It if the committee failed to act. Terry Moore's Mate Denies Her Charges Santa Monica, Calif. tpi Wealthy Panama insurance broker Eugene Charles McGrath has denied that his estranged wife, film star Terry Moore, has any grounds for divorce. Miss Moore filed for divorce Monday in Superior Court on charges of mental cruelty but accused McGrath of associating with several women during their marriage. The suit claimed the couple separated June 5. McGrath in answer to the suit stated "there has been no separa tion of the parties." He also de fied "all other allegations" in the complaint. The actress and McGrath were married Jan. 1, 1956, at Las Ve gas. She previously was married to football star Glenn Davis. Klamath Accident Takes Woman's Life Klamath Falls 'in One woman was killed and three persona were injured here to day when a car failed to nego tiate a turn and rolled over near a viaduct at the north end of Klamath" Falls. Mrs. Viola Abraham, 3, Poulsbo. Wash., was killed. Po lice said she was driver of the car. Injured were Frank Delano fcvans, 24. Port Blakeley, Wash.. his mother, Mrs. Virginia Evans, Centralis, and Virginia Kincaid Rochester, Wash. They were O taken to Klamath Valley hos pital where attendants said no ore was believed seriously hurt. !,t was Klamath county's 13th 1967 traffic death. British Acfor Hurt In Auto Accident Hollywood ir- British actor Noel Drayton, 43. was reported in "seriout condition" today from injuries suffered when lie crashed actor Michael Wilding's sports car over a 15-foot em bankment. C Police said Drayton, a friend of Wilding, was driving the car alone at high speed Thursday when it skidded and plunged over the embankment. He was trapped in the wreckage for 30 minutes before being rescued by an ambulance crew. Drayton was rushed to an emergency hospital where he was reported to have suffered a possible skull fracture and other injuries.
