Communist China disclosed for the first lime today. Pejping carried reports of the floods when they occurred last year but maintained they were kept under control. Law rence Bellinger, have invented an electronic device to help the blind. Already tested with favorable results, their "Hear-a-Light" is a three-ounce instrument resem bling but somewhat larger than a fountain pen. connect ed by wires to an earpiece. Op erated by a miniature battery. it contains a sensitive photo-cell and electric oscillator. The device transmits to the ear a steady tone which varies in pitcli with the intensity of light that strikes a lens in the case. Robert O. Monaghan, a tea cher of music in Ihe New York State School for the Blind at Batavia, N.Y., who has been blind since he was 12, was the: first to test the device. In a re cent demonstration he and a fel low blind teacher at the insti tution measured the light in a room and even were able to dis tinguish salt from pepper by the, light reflected through glass con-; tainers. The two inventors have form ed the non-profit Biophysics re search foundation inc., to man ufacture the device. They ex pect when they get into produc tion that "Hear-a-Lighf will cost the buyer in the neighbor hood of S20. "We expect to make no pro fit whatever." said Dr. Belling er. "Financing is one of our greatest problems, and we ex pect at best to survive " Dr. Browning said that the late Lawrence D. Bell, founder and board chairman of Bell Air craft, had given the two en gineers much encouragement on their invention and had suggest ed the non-profit system for production.
