IX-JWtDrORD (OREGON) MAIL TRIBUNE Governor Wins Nine Proposals; 10 Others Vetoed by Lawmakers Salem V Conclusion of the 1957 Oregon legislature saw pas sage of nine proposals submit ted by Gov. Robert Holmes in his inaugural message. The law makers rejected 10 other Holmes proposals and accepted another in modified form. Here is the Governor's score card for his legislative program: Accepted - Personal income tax exemp tions restored to $600 from $500. Full withholding of income taxes. Higher corporation i n co m e taxes. Rejection of a sales tax. Increases of academic salaries In the state system of higher edu cation. Oregon centennial celebra tion. A new labor conciliation serv ice. Submission to the voters of a resolution to abolish capital pun ishment. Rejected Proposal for a lieutenant gov ernor. Annual sessions of legislature. Abolition of the board of eon trol. Single liquor commissioner. Full time parole board. Relief for distressed school districts. Repeal of the relative respon sibility law. Terms of the law were relaxed. Repeal of picketing regula- j tions in labor disputes. j Increase of basic school sup port to S120. It was increased from $80 to $95. I A construction budget of $14,- I 000,000 for higher education. He was granted $7,000,000. .A request for repeal of the surtax on incomes was granted but the amount of the surtax was incorporated into the in come tax law and made permanent. Wednesday, Ma? 22, 1957 1 I . l I jei riane Loses Magnesium Flares Caution Urged for Motorists at Tracks Motorists traveling in the Med ford area were reminded today to use "extreme caution" when approaching and crossing South ern Pacific railway crossings. Police Chief Charles Champ lin cited a Oregon motor vehicle law requiring motorists to stop at any railway crossing where a signal0 is warning of the im mediate approach of a train. Another motor vehicle law re quires all motorists to come to a complete stop before crossing railway tracks where ever stop signs are erected, according to Champlin. The police chief noted there was no law against motorists stopping on railway tracks but he urged motorists to stop either aide of them. Salem W A bill to raise the pay of state police won legisla tive approval Monday night. In creases range from $540 a year for privates to $780 for lieuten ants and captains. Gill is the 15th Republican member of the Senate. IP) The Navy mustered ground parties today to search for a pod of 52 "extremely dangerous" magne sium flares which ripped from the wing of a jet photo plane over central Florida. "One of these flares would light up Times Square so bright you couldn't even see the lights of Broadway," chief journalist Bob Ohl said at the Jacksonville Naval Air station. The pod, whever it lies, may be triggered by the slightest im pact or even by a hot sun, Ohl said. He said that the 52 flares would have a total brilliance of more than 2,500,000,000 candle power. The four-foot, streamlined pod dropped from the wing of an F9F-8P Cougar jet piloted by Lt. (jg) Edward Chorlton Tues day night about seven miles southwest of Lake George, the Navy said. Ohl said it was believed un likely the pod fell near any de veloped property but said it was feared likely to touch off a fire in the Ocala National forest if triggered by an animal or by the sun. The pilot intended to release the flares one at a time while photographing the impact zone of a target area at Pincastle Air Fore base, Ohl said. Each flare would like up a five-milea area, he said. American Science Books On Exhibit in Moscow Moscow OP More than 1,500 American scientific books and journals were on exhibition to-, day at the House of Scientists. The exhibit, set up by the Soviet Academy of Sciences, in cludes books sent by 50 publish ers and 21 universities and cov ers such subjects as physics, chemistry, mathematics, astron omy and medicine. Missile Explodes At Base in Florida Cocoa Beach, Fla. OFi A guided missile exploded and burned early today as it was be ing readied for a test firing at the missile test center at Patrick Air Force Base near here. A spectacular explosion fol lowed by a huge ball of fire that lighed up the sky, shook resi dents from their sleep. The cause of the blast remained a mystery for hours but the Air Force later confirmed that it was caused by a guided missile, and said there were no injuries. A spokesman at the base re fused to disclose the type of mis sile involved or details leading to the fire. Pentagon sources in Washing ton said the missile, a big one, was not armed. They said the missile was on a test stand be ing prepared for launching when some fuel spilled and the fire started. Democrats Abandon Tax-Cutting Bill Washington (If) The Demo cratic high command indicated today it has abandoned plans to push a tax-cutting bill through the House this year. The hint came shortly after President Eisenhower's news conference, Speaker Sam Ray- burn told newsmen the House will proceed with a study of the tax question but that he doubts now that any action will be taken before next year. . But Rayburn held fast to an earlier prediction that income taxes will be reduced, effective next Jan. 1. It was clear that Rayburn's apparent decision to postpone ac tion until next year was reached before Eisenhower spoke out strongly against a tax cut at his news conference.
