Among our natural resources,
water is the one which is the
most important. Water itself is
the key to present and future
expansion and improvement of
industry, power, recreation and
agriculture. Conservation of we
ter and steady development of
the annually renewable re-j
source is of prime importance

Truly, water is the West's
most valuable resource. Al
though it is now extensively de
veloped, its development is only
a fraction of the potential max
imum which can be obtained.
Within themselves, each of the
four major groups who depend
upon our natural resource, wa
ter, can find the complete ability
to use all of our annual supply.
Therefore, in order to reach any
accord and to prevent a com
plete stymie of progress tow
wards full development, all con
cerned must adopt the attitude
that there is enough to go
around.
Each Must Cooperate
Each group must examine its
own shortcomings in regard to
careless and selfish practices in
the use of this natural resource,
both in actual usage and develop
ment policies.
Today, each of the four major
groups depending upon water
and its conservation has recently
made great, strides towards im
proved joint usage. However, let
us axamine critically pnd briefly
some of the more glaring defi
ciencies. The power group is out
standing in its effort to cooper
ate with other groups, but there
is much need for improvement
along the lines of screening in
takes and the regulation of
downstream flows so as to aid
the recreational or fishing group.
The recreational and fishing
group to a degree represents
almost a quasi custodian of a
natural resource. They have
made terrific strides along these
lines.
Unfortunately, among this
croup there seems to be a small
but extremely vocal minority,
often very sincere but somewhat
ill-advised, which desires to
block further water conservation
development regardless of non
biased facts.
Waste Are Problem
Much of the true damage be
ing dona to our water resource
and its inherent recreational
value is directly accountable to
careless disposal of industrial
municipal and individual resi
dential wastes. For example,
even before sumer heat and ir
rigation depreciates the flow of
Bear Creek, the few Steelhead
and trout which now can be
found in the stream are having
a tough time to survive in. its
rancid waters. It must be point
ed out that the Carp and suck-
art are thriving.
Thera still exist some careless
logging and agricultural prac
tices which are causing almost
irreparable damage due to ero
sion and the resulting increased
peak rates of runoff. Some of
the earlier irrigation, power and
industrial diversions from our
streams and lakes, which diver
sions already are committed to
the existing economy, were made
with apparent disregard for the
fact., that downstream flows
would be diminished to the
point where recreational value
This deficiency is fortunately
clearly offset in many instances
by the improved recreational
facilities offered by reservoirs
constructed for flood control
and other uses. Illustrations of
this fact in our own area are
Fish Lake and Willow Creek
Reservoirs.
There is no reason whatsoever
that all of the major groups
who are so vitally concerned
with water conservation cannot
improve their own individual
positions through collective and
joint group , actions.
An accelerated water conser
vation program means more jobs
and better recreational facilities
for all.
Atomic Blast Called
Off for Seventh Time

ficiently to permit the first atom
ic blast of the 1957 test series.
The initial test of the 20-shot
series was called 6it today for
the seventh consecutive day be
cause of adverse weather condi
tions. The firing of the nuclear
device from atop a 500-foot steel
tower was rescheduled for 5 a.m.
Thursday.

Chamber Manager
Warns of Schemes
Transient operators often
come into the Rogue valley
about this time of the year with
"all sorts of money making
schemes," according to Don Mc
Neil, manager of the Jackson
County Chamber of Commerce.
Among these operators are
those claiming to sell imported
old Irish lace, septic tank clean
ing and roof spraying, McNeil
said. He added that solicitations
by telephone also increase dur
ing the summer.
Operators of these schemes of
ten appear to be hungry and
shabbily dressed, he noted, and
give their sales pitch by begin
ning to tell how poor they are:
McNeil emphasized that resi
dents should be cautious of sep
tic tank cleaning crews that
charge by the pound, which of
ten results in four times the rate.
Another is roof spraying for
protection of one's house. Often
these operators use crank case
oil mixed with green and red
pigment to spray the roofs, Mc
Neil said. The paint washes off
with the first rain and leaves
the home owner with an expen
sive clean-up job, he said.
The qhamber manager urged
persons considering such an of
fer to be certain of those with
whom they are dealing and to
check with local merchants with
costs, guarantee and quality of
work.
Cosfello Out on Bail To Appeal Conviction
New York W Gambler
Frank Costello, in and out of
jail the past few years, gets out
on bail today pending an appeal
of his conviction for contempt
of a grand jury.
Justice Edgar J. Nathan Jr.,
ruled Tuesday that the gambler
was entitled to bond until the
appellate division rules on his
conviction.
Costello, 66, was sentenced
May 7 after he refused to answer
questions by the grand jury con
cerning a recent attempt to kill
the underworld lord.
Costello was slightly wounded
in the head when he entered the
vestibule of his apartment house
on May 2. He has served 14 days
of the 30 day contempt convic-
tion.

Manager of Chamber Warns Of Money Making Schemes
Jackson county residents were
warned . today about, "schemes
and rackets designed to fleece
person who want to earn extra
money at home."
The statement was issued by
Don McNeil, manager of the
Jackson County Chamber of
Commerce.
McNeil said the National Bet
ter Business Bureau, chambers
of commerce and other organiza
tions, have started a campaign to
acquaint the public with the
workings of the "scheme."
The manager noted that pro
moters' of "work at home"
schemes make frequent use of
classified advertising columns of
newspapers and small display
advertising in magazines.
Some of the schemes involve
the sale of such varied merchan
dise as name plates, aprons, jew
elry assembly kits,' bird cages,
beach robes, lamp shades and
even rubber noses, McNeil said.
The promoter sells nothing but
"instructions" in other earn-mon-ey-at-home
schemes, he said.

Persons responding to the rac
kets are required to buy some
thing from the promoter in all
"homework" rackets, he noted.
The chamber , executive stated
they have no interest in setting
people up in authentic business
activities at home.
In many cases, McNeil said,
persons responding to their ad
vertising are required to remit

gram to detect radioactivity in
the Portland and Klamath Falls
areas during the 1957 nuclear
tests in Nevada. "

health officer, said the two Ore
gon stations were part of a na
tionwide surveillance network
to channel radiation information
to the Atomic Energy Commis
sion and the U.S. Public Health
Service. .
