TWO MEDFORD (OREGON) MAIL TRIBUNE Sunday, May 12, 1957 Street Program Plans Progress on Schedule Plans for extension of Eighth gt., the top priority project in the 10-year arterial street pro gram, ani other projects of the program are progressing on schedule, according to City Man ager Robert Duff. An application for a Public Utilities commission hearing to acquire property and rights of way for a railroad crossing at Eighth st. was filed last Wednes day, Duff said. Eighth st. will form a one-way "couplet"' with Main st., from a junction in the Hawthorne park area west toward the city limits. The railroad crossing is one of two barriers in the way of the Eighth st. project. Bear creek is the other. Proceeding through the public utilities commissioner's office is a procedural phase for a grade crossing right of way at Eighth st., Duff said. He added, "if the development of Eighth st. as an arterial street is to be under taken this year, the necessary legal requirements and acquis tion rights of way must be under taken within a very short per iod." . Last week state highway com mission crews started engineer ing studies and surveying opera tions of the Eighth st. crossing. Preliminary conferences between city and railroad officials have already been held, the city man ager said. Other Projects Other arterial street program projects scheduled for comple tion this year are widening Jack son st. from Bear creek to Genes see st., extension of Jackson st. from Barneburg rd. and Sunrise ave., paving Grape st. between Melrose and Stewart aves. and dedication of 10th st. between Riverside and Central ave. The arterial street plan also calls for several other projects, including extension of 10th st. to form a one-way couplet with 11th st. and a Grape-Holly st. couplet. Arterial street development is one of three segments of a cap ital improvement program ap proved by voters last November. Most serious threat of hail damage to pears occurred on Thursday, when some hail was' reported in a few localities. A complete appraisal of damage from that storm in isolated cases is expected to start Monday. Threat Thursday A spokesman for the Water Resources Development corpo ration of Denver, Colo., the or ganization which is conducting the hail suppresion program, Missing Bear Cub Found Abandoned At National Park An 11-year-old Shady Cove boy and his pet bear cub, Smok ey, were reunited Friday after an unpleasant four-day separa tion. Jimmy Welch, son of Mr. and Mrs. O. J. Smart, "adopted" Smokey in March, after the mother bear was killed by a Shady Cove hunter. Smokey was so young his eyes weren't even open. Jimmy fed formula to the cub with a baby bottle and the two became devoted pals. Cub Stolen Last Monday night, Smokey was stolen by thieves who cut open his wire cage at the Rain bow motel, which is operated by Mr. and Mrs. Smart. Jimmy was greived at losing his pet, but also worried about the bear's wel fare since he was too young to fend 'for himself in the woods. A plea for Smokey's safe return, or at least for his proper care, was published in last Tuesday's Mail Tribune. On Friday morning, Lyn Williamson, ranger at Crater Lake National park, noticed a tiny, black cub apparently aban doned on the road south of An nie Spring. He thought at first it was one of the park bears, but became curious at the animal's friendliness. Two hours went by and no mother bear returned for the cub. Williamson finally took him to park headquarters, where he and other rangers fed the hungary animal. Recall Article Then someone recalled the Mail Tribune article telling of Smokey's theft. They thought there might be some connection between the missing bear and their foundling, but would not give the bear away without pos itive proof it did not belong in the park. The rangers finally called Mr. and Mrs. Smart, who were eager to recover the missing cub. The Smarts and Jimmy drove to park headquarters Friday night to see the animal. As soon as Jimmy entered the room, he recognized his pet. Smokey recognized ,Jim my, too, and jumped and cavort ed around him, just like a pup. "There was no mistaking it," according to Tom Williams, park superintendent. "The bear was theirs and they recognized each other." RESTRICTIONS LIFTED Buenos Aires (U.R) The government said Saturday re strictions placed on newsprint trade and consumption during the Peron dictatorship would be lifted Jan. 1, 1958. said as much as a half-inch of hail was reported Thursday out side the Medford area. Since the program is directed at the Med ford area, it was indicated some measure of control was effected last week. This is the fourth year the weather research erouo has con ducted a hail suppression pro gram here on behalf of the pear inaustry. une program is finan ced entirely by the industry without government aid. Ground Generators At the present time, about 45 stationary ground generator units and two mobile units are in use. The generators burn sil ver iodide. They are located in an area which extends from Montague, Calif., on the south to Canyonville, Ore., on the coast on the west, to Fish lake on the east. More generators will be add ed later in the season as roads become accessible in the higher mountains, corporation officials said. Local hail suppresion activi ties date back to 1949, follow' ing disastrous 1948 hail damage to fruit. Airplanes were first used to seed clouds, but later ex periments and developments in the field indicated ground gen erators were more effective. Use of ground generators in the pro gram started in 1954. Rainfall Figures Rainfall figures compiled in connection with a study of last year's operation indicate cloud seeding has not reduced the vol ume of rainfall. Between April 1 and July 31 of 1956, precipitation in Medford was estimated at 175 per cent of normal. In the area surround ing Medford, rainfall was esti mated at 150 per cent of nor mal. In the area including Pros pect, Grants Pass and Klamath Falls, precipitation totaled 125 per cent of normal, and in the area including Crater Lake, Till er, Wonder and Jacksonville, it was estimated at 100 per cent of normal. Government agencies have shown interest in the local hail suppression program, and the Medford Pear Shippers associ ation has received inquiries con cerning the project's effective ness from as far away as Argen Darrel Britlsan Helps Raise Funds Eugene More than $3,000 was raised on the University of Oregon campus here last week when Darrel Brittsan, student body president, climbed a cam pus tree Monday and said he would not come down until the money was raised. The money is for restoration of the university Millrace, a stream flowing through Eugene and part of the campus. Brittson, son of Mr. and Mrs. Orville Brittsan, 1229 Niantic st Medford, climbed the tree Mon day morning and said he would stay there until student contri butions totaled $3,000. He came down from the tree about 10:30 p.m. Monday. An estimated $3,253.08 had been raised by Tuesday to be submitted as the student part in restoring the stream.. The Uni versity also will contribute. Safety council board of directors has been called for Monday, May 13, at the Jackson hotel, according to Aubrey Lo per, president. Loper said the board will de termine during the emergency session what action can be taken by the council to stem the rising toll of traffic deaths in Jackson county. "The two recent facilities in volving trains have focused at tention on the need for a con certed effort by the Medford Safety council and the public to take corrective action," Loper said. The Monday meeting will be restricted to directors and safe ty council members. However, Loper said a public meeting may be held if it is considered nec essary. Those planning to attend the meeting are being asked to make reservations by calling Miss Josephine Swayne, SPring 2-6504. Optometrists Attend Convention in Bend Several southern Oregon op tometrists are in Bend today at tending the annual convention of the Oregon Optometric associ ation. The combined educational business conclave started Friday and was to end today. Optom etrists from Jackson county in dicated they planned to extend an invitation on behalf of the Southern Oregon Optometric so ciety to hold the 1958 convention in Medford. Smith-Dynge Lumber Firm Opens Dealership The Smith-Dynge Lumber com pany, Eighth and Fir sts., Med ford, has opened a dealership in Medford for Dutch Boy paints, according to Don Edwards, Na tional Lead company district representative, Medford. The National Lead company, Eugene, is supplier of the pro duct, Edwards said. The paint now has a retail outlet in all Rogue valley cities, he said.
